Historique

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women has the mandate to lead and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Afghanistan has been implementing the Strategic Note 2014 – 2017, which was also extended to align with national priorities as well as UN frameworks. These include: the Afghanistan Peace and Development Framework (2017 – 2021), the UN Development Assistance Framework, among others. With these frameworks as well as the emerging issues, UN Women developed the Addendum to ensure that the emerging issues are integrated, whilst building upon the recommendations of evaluations – which include the UNDAF evaluation in 2017, UN Women Mid-Term review 2017, and recommendations from the Nordic Evaluation 2018.   Further this approach draws from the recently developed documents i.e. UN Women Global Strategic Plan 2018-2021 and the One UN Strategy Paper for Afghanistan 2018-2022.

The strategic priorities in the Addendum builds upon UN Women’s comparative advantages in Afghanistan including: its convening role with civil society to promote engagement with global normative frameworks; its strong partnership with ministries associated with women affairs and ACOs programme areas; partnerships with local stakeholders and community organizations to drive programming which ranges from support to implementation of government policies and programs to directly implemented community-based solutions; its ability to leverage inter-linkages across programmatic areas; its unique global technical expertise; and its historical record of successfully delivering large projects and achieving impact.

The ACO thus identified the following four strategic priority areas: 1)Women, Peace and Security – focused on supporting the implementation of NAP1325; 2)Women’s Political Empowerment and Leadership – focusing on women’s full participation in political life and elections; 3) Ending Violence Against Women – focusing on survivor’s access to quality services, access to justice, and primary prevention of violence through transforming harmful social norms; and 4)Women’s Economic Empowerment – focusing on women in the informal sector. These four programme areas build upon the foundation of support to the implementation of global norms and standards for gender equality and the empowerment of women

 


Devoirs et responsabilités

Under the overall strategic guidance and direction of the UN Women Country Representative, and direct supervision of the Deputy Representative, the Programme Development Consultant will be responsible for the developing UN Women’s Country Programme to be rolled out from 2019-2021. In addition to the Deputy Representative, the consultant will work in close collaboration with Programmes and Operations team, and provide technical expertise in shaping the document which would include scoping, visioning, drafting, validating and finalization. S/he will conceptualize and hold complementary stakeholders’ consultations, consolidate stakeholders’ feedback and incorporate the feedback in the final.

Tasks and Responsibilities:

The consultant will work under the overall guidance of the UN Women Representative and will be responsible for the following specific tasks:
•    Develop a report inception and hold a meeting with the Senior Management Team (SMT) (Country Representative and Deputy Representative and key Programme Specialists/Advisors and Officers) to agree on the methodology for the assignment; and agree on the deliverables of the assignment and the responsibilities and deliverables of the assignment;
•    Undertake desk review of documents and guidelines relating to UN Women Programme formulation process;
•    Undertake Facilitate stakeholders’ consultations on UN Women’s interventions, niche and proposed priorities in line with women’s organizations, Implementing Partners, development partners, current donors and potential future donors, as well as government partners;
•    Undertake review of critical documents such as: National Action Plan on 1325 (2015-2022); Afghanistan National Peace and Development Framework - ANPDF (2017-2021); Peace and Reconciliation for Afghanistan Strategic Plan of the High Peace Council; Afghanistan National Peace and Development Framework - ANPDF (2017-2021); Women Economic Empowerment National Priority Programme (2016); Action Plan for Women of Afghanistan – NAPWA (2007-2017); Public Financial Management Action Plan (PFM); EVAW LAW (ratified by the presidential decree on 2009); Women Protection Centers (WPC) Regulation (2011) among others;
•    Review and make analysis of the previous UN Women programs and Progress Reports; mid-term evaluation report of the Strategic Note 2014 – 2017 and programme Evaluation report of Sida;
•    Undertake a mapping of UN Mission, as well as Agencies Funds and Programmes in Afghanistan (such as UNAMA, UNDP, UNICEF, UNFPA, ILO, UNHCR, UNESCO, OHCHR, UNEP, WHO among others) on gender equality and empowerment of women with a view of validating UN Women’s comparative advantage and positioning;
•    Convene and facilitate in-depth consultations with UN Women staff, using existing baselines to define priority outcomes, problem analysis of each outcome, indicators, theory of change, results framework;
•    Based on the various processes undertake/highlighted above (review of reports, discussion papers, a desk review and complementary interviews with partners and  UNW Staff, the consultant will draft a Programme Document;
•    Undertake a series of consultations with stakeholders and UN Women staff at national and regional levels on the programme document, and integrate feedback and comments and present a revised document to UN Women senior management;
•    Submission of the final programme document to UN Women Country Office management in Afghanistan.   than the current one. Only updated data and elements will be integrated.

Key deliverables:
•    Situational Analysis of the current programmes for UN Women in Afghanistan;
•    Theory of Change for each of the priority outcome area;
•    UN Women Afghanistan partnership analysis, comparative advantage and niche;
•    Report from partners’ consultations and validation of the Programme Document;
•    Draft Integrated Results Framework of the Programme Document;
•    Completed Programme Document for the period 2019 – 2021 with situational analysis, theory of change, partnership analysis, integrated results framework with SMART indicators.

Methodology:
The Consultant will work closely with the Country Representative and Deputy Representatives to get appropriate feedback throughout the process and as per each deliverable.  The Consultant should be prepared to undertake mission travel outside of Kabul as appropriate and as allowed by UN Security. The Methodology is as follows:

•    Based on the TORs and initial literature review, prepare and submit an inception report including methodology and workplan (5 days);
•    Identify and review data and evidence to develop and submit draft situation analysis (10 days);
•    Support facilitation of stakeholder consultations (8 days);
•    Implement and deliver the Inception Report and Workplan with all attachments (30 days)
•    Facilitate stakeholders’ validation of the draft Programme Document (5 days);
•    Incorporate all peer review/validation comments and submit the final draft of the Programme Document (2 days).

Qualifications et expériences requises

Education - Master’s degree or equivalent in social sciences, gender studies, public administration, international relations, international law, public policy, or a related field.
Experience:
•    At least 10 years of relevant professional experience, at an international level in designing and facilitating strategic planning processes and drafting strategic/business plans for development and human rights institutions;
•    Demonstrable knowledge and understanding of UN Women’s mandate and experience in policy analysis, strategic planning and programme formulation/implementation, especially in the fields of gender equality and women’s empowerment is required;
•    Strong knowledge of UN system operations is highly desirable and of the Delivering as One strategy and framework;
•    Demonstrated experience in supporting similar kinds of strategic planning exercises with proven experience in providing technical support with a facilitation role;
•    Knowledge of Results -based management;
•    Experience in humanitarian and development programming/planning;
•    Knowledge and experience of the development, humanitarian and human rights context in Afghanistan.

Language:
Fluency in English (written and oral) is required;
Working knowledge of Dari/Pashto an asset.

Consultancy Fees:
Consultancy fees will be in accordance with UN regulations and will take into consideration levels of experience and academic qualifications;Travel and DSA will be provided for per UN regulations during the consultancy period.
