Description of projects:

UNDP and the Government of the Republic of Kazakhstan, with financial participation of the GEF, supports Kazakhstan's efforts to reduce the impact on climate change in the urban sector, including the development and testing of various conditions and incentives for the implementation of necessary measures, primarily to improve the energy efficiency of various sectors of housing and utilities, energy supply, transport and waste management.

UNDP and the Government of the Republic of Kazakhstan are also implementing a joint project aimed at increasing the investment attractiveness of the housing and utilities sector with a view to modernizing and developing it through reforming existing and creating new legal, organizational and financial conditions for managing housing with SMEs.

The "Sustainable Cities for Low-Carbon Development" project will assist in identifying, developing and implementing measures to reduce the impact on climate change, according to national conditions in the urban sector.

These measures, including investment in infrastructure, as well as capacity building, awareness raising and technical assistance, will contribute, along with improving the work of city services and improving the quality of life of the population in large and small cities of Kazakhstan, achieving the country's voluntarily adopted goals to reduce greenhouse gas emissions.

The project of the UNDP and the Government of the Republic of Kazakhstan «Improvement of housing relations system to leverage investments and development of small and medium enterprises for housing sector»,  contributes to improving the quality of living of the population, sustainable functioning of the housing and communal services, promoting energy efficiency in the residential sector and creating new jobs.

The above-mentioned goal of the project is achieved through the implementation of the following interrelated tasks: improvement of the regulatory and legal framework governing the sphere of housing relations; the formation of principles and conditions for the participation of the owner in the effective management of multi-apartment houses ; development and implementation of new organizational and financial mechanisms for the systemic attraction of investments in the modernization of residential buildings; development and implementation of business models of professional management organizations.

Background for assignment:

The projects are developing innovative solutions to attract bank financing to low-carbon city projects, including housing. During the development and testing of models for attracting funding, a great deal of practical work is needed to explain these approaches, to harmonize them with target groups, to prepare necessary information materials and so forth. In these circumstances, the project requires an intern to support the relevant activities.

 

Devoirs et responsabilités

Scope of works:

Under the guidance of the UNDP-GEF Project Manager and in cooperation with other project experts, the project intern.

Assist in the implementation of ongoing researches on projects in the pilot area in Astana, including the collection and analysis of materials and participating in the writing of current reports containing preliminary findings, lessons learned and recommendations.

Provide organizational and technical assistance in carrying out planned measures during the internship period (conferences, round tables and seminars), which includes:      

  • preparation and dispatch of letters of invitation (on purpose, by fax, e-mail) and attachments to it to all participants of events (according to the list);
  • communication (telephone calls, correspondence by e-mail) with all participants to confirm their participation in events;
  • making changes to the program of the event and a list of participants, if necessary;
  • translation of necessary documentation of events into Kazakh and English;
  • assistance in registration of participants of the event;
  • collection of all documentation on activities for the archive: letter-invitations, programs, registration sheets, presentations, etc.;
  • sending out presentation materials (in the form of links) upon request from participants.                                    

Assist in the preparation of unofficial translations into / from English small (up to 3 pages) documents for UNDP-GEF projects and the UNDP office and, if necessary, as an interpreter during meetings with partners.

Assist the project team in developing information presentation materials on project topics, using modern approaches to visualization and design of such materials for their subsequent posting on information resources - the website, FB, etc.

Assist in the development of innovative strategies and tactics for negotiating with partners planning to introduce low-carbon technologies / projects on the basis of repayable bank financing.

Responsibility and accountability:

  • Coordinates his actions with the expert on low-carbon planning, and also reports to the UNDP-GEF project manager and the Government of the Republic of Kazakhstan on energy efficiency;
  • Ensures the timely and high-quality execution of the technical task requirements.

Qualifications et expériences requises

Required skills and experience:

  • Incomplete higher economic / financial education;
  • Studying at university outside the Republic of Kazakhstan;
  • Good computer skills (Word, PowerPoint, Outlook Express, Internet Explorer and other software products);
  • A confident user of Windows, MS Office (Word, Excel, Power Point, Access) and other applications;
  • Ability to work in a team, excellent communication skills;
  • Excellent knowledge of English and Russian;
  • Knowledge of the Kazakh language is an important advantage.
