The UN Women office in Ethiopia plays a dual role, representation to the African Union (AU) and United Nations Economic Commission for Africa (UNECA) and representation to Ethiopia. In this regard, under its regional function, the Ethiopia country office engages with the AU and its various organs, the United Nations Economic Commission for Africa (UNECA) as well as the diplomatic community and in particular, delegations to the African Union.  Through the office, UN Women is able to provide technical support to member states and the AU in the adoption, implementation and monitoring of commitments on gender equality and women’s empowerment (GEWE) at the regional level, and in accordance with its mandate.

In this regard, UN Women forged strategic partnership with regional women’s organizations’ and networks to enhance the capacity of gender equality and women’s empowerment advocates for a coordinated engagement in regional policy and decision-making processes. The partnership also facilitated strengthened learning, a forum for the sharing of information and development of action plans and improved collaboration among Civil Society Organizations (CSOs), networks and regional bodies on the continent.

Among others, UN Women has consistently collaborated with Femmes Africa Solidarité (FAS) which is an international non-governmental organization (NGO) founded in 1996 with the objective of promoting women’s participation in conflict prevention, management and resolution in Africa. The organization seeks not only to create awareness on these issues, but also to empower African women to take their place and participate in decision-making processes at all levels. A key platform for strong advocacy is the Gender is My Agenda Campaign (GIMAC).

Established in 2006, GIMAC is a network of 55 women’s groups, regional bodies, UN agencies and governments coordinated by FAS. This followed the adoption of the Solemn Declaration on Gender Equality in Africa (SDGEA) which promotes and protects women’s rights and works towards gender mainstreaming. Through this Campaign, women’s networks and organizations aim to strengthen the monitoring, reporting and advocacy strategies to support gender mainstreaming in AU. In this regard, the GIMAC network continues to lead the coordination of biannual gender Pre-Summit consultative meetings at the margins of the African Union (AU) Heads of States Summits. The CSO gender pre-summits provided a single platform recognized by the AU for regular review of the progress on the implementation of the SDGEA and other gender related commitments by the member states and other stakeholders. 

The GIMAC network with support from the United Nations Economic Commission for Africa (UNECA) has established its secretariat in Addis Ababa. It has also signed an MoU with the African Union Commission through the AU Women Gender and Development Directorate to provide a framework of cooperation and ensure coordination and sustainability of efforts to empower women and promote gender equality.

Therefore, building on the ongoing partnership, UN Women proposes to strengthen the advocacy capacity of GIMAC’s secretariat by engaging the services of a consultant to coordinate the work of the network including preparations for upcoming events in 2018 and early 2019. The institutional support will contribute to FAS’ efforts to mobilise strategic partnerships through GIMAC’s visible presence and impact at the regional and national levels in Africa.

Devoirs et responsabilités

Under the supervision of the Executive Director of Femmes Africa Solidarité (FAS) and the Advocacy Officer based in Addis Ababa, the Advocacy Officer will perform the following key functions:

  • Provide technical and coordination support including through the development of concept notes, agendas and other briefs in relation to GIMAC consultative meetings, events and initiatives
  • Provide logistical support for the timely and effective coordination of GIMAC advocacy events
  • Collaborate with UN Women Ethiopia in promoting joint advocacy campaigns and initiatives
  • Ensure that GIMAC Membership data base is kept up-to-date
  • Provide timely information and support to GIMAC members
  • Ensure the dissemination of GIMAC strategic advocacy documents and knowledge products
  •  Develop and manage partnership building in consultation with GIMAC Steering Committee;
  • Provide secretariat support during events including through write up and dissemination of reports including through FAS website 
  • Monitor, evaluate and report on GIMAC outcomes and impact at policy and community level
  • Prepare communication and advocacy materials
  • Assist the Executive Director and FAS staff with other tasks as necessary

Qualifications et expériences requises

Academic qualifications

  • Master’s Degree or equivalent in Gender Studies, Political Science, International Relations, Law, Social Sciences or development-related area of study. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Comprehensive and documented knowledge of issues related to gender equality and women’s rights and peace and security in Africa.

Years of experience

  • Minimum 2 years of experience working on gender equality and/or peace and security related issues in Africa.
  • Experience working for national, regional and continental gender equality and women’s empowerment focused Civil Society Organizations and networks  
  • Experience working for United Nations system, the African Union or other inter-governmental organizations will be considered an advantage.

Language and other skills

  • Excellent knowledge of written and oral communication in English and French.
  • Command of French will be considered an advantage.
  • Full command of Microsoft applications, particularly Word and Excel, and other relevant software.
