iv. Stakeholders for the project.

The project is being implemented by the Department of Energy (DOE). DOE assumes over-all responsibility for the achievement of project results. The Project is co-financed with funding from the GEF. UNDP acts as the GEF Executing Agency. All components of the Project are being implemented by the Renewable Energy Management Bureau (REMB).

A Project Support Group (PSG) composed of technical staff/specialist from the other Bureaus and divisions of DOE has been formed to provide technical advice in the implementation of the activities including monitoring and evaluation. A Project Steering Committee has been established to serve as a policy and decision-making body for the project implementation. (The members of the PSC are DOE, DILG, DENR, NEDA, TRANSCO, NGCP, NPC, PEMC, UNDP, and representative from the local governments of Iloilo and Palawan)

A Project Management Unit is based at the DOE Compound. The PMU is headed by a National Project Director (NPD) who is also the Director of the REMB. A Project Manager and support staff oversees the day to day operations of the DREAMS Project Management Office. The PMO is located at the office of the DOE in Taguig, Metro Manila.

C.   Scope of Work and Context of the required services (Relevance of the work to the project)

This output relates to Component 2: Institutional Strengthening for RE Mainstreaming. (See Annex 1). The IC shall conduct an assessment of the status of the ARECs (See Annex 2).  At least 6 ARECs located nationwide will have to be selected in discussion with DOE.

The project document mentioned that increasing RE investments in local areas would benefit from the presence of DOE supported organizations like the Affiliated Renewable Energy Centers (AREC). ARECs are established and managed as extension arms or partners of the DOE in the implementation of RE programs, projects and activities (DO 2013-12-0019).

Thus, the DREAMS project, as conceptualized, may either tap ARECs in the strengthening of local institutions or provide new capacities to its target clients like local government units to augment DOEs capacity in RE initiatives.  Furthermore, Rule 31 of the IRR of RA9513 prescribes that the Renewable Energy and Management Bureau (REMB) must strengthen the ARECs nationwide.

Thus, there is a need however to assess the current status of the ARECs. The assessment shall determine what particular roles the AREC may perform to support the objectives of the DREAMS project in particular and the RE initiatives of the DOE in general.  The assessment will be conducted by reviewing secondary data on the ARECs that are available at DOE and the ARECs offices and individual case studies of at least 6 selected ARECS.

The current idea is to select at least 2 successful and still active ARECs, 2 existing ARECs but facing difficulties, 2 considered closed/inactive ARECs. As much as possible, one of each type may be selected from Luzon, Visayas and Mindanao.

The assessment must look into the mandate, accomplishments and challenges faced by the ARECs in the fulfillment of their roles as prescribed. The period to be covered will be at least for the last 5 years of the ARECS operation (2012-2017) and must include also a recent update ending June 2018.

D.    Expected Outputs and Deliverables

 

D.1 The expected outputs of this consultancy are the following:

      i.   Six (6) case studies and review of secondary data covering the period 2012-2017 including recent update from January-June 2018 that will serve as bases for the recommended role/s of ARECs, if any, vis a vis the expectations described in the DREAMS project document.

      ii.   Presentation of findings at a forum to be organized by the PMO.

D.2 The following minimum activities will be done to deliver the expected output:

      i.   Meeting with the PMO to agree on the study objectives, methodology, report outline and criteria for case selection.

     ii.   A mix of data gathering tools will be employed.

    iii.   Key informant interview of AREC personnel and/or concerned University Officials where the AREC is/was based

    iv.   Key informant interview of clients or institutions assisted by the AREC at least in the last 5 years

     v.   Focused group discussion (FGD) with the AREC and the agencies or institutions they have assisted including the concerned units/offices of either the national or local DOE offices. This FGD will be conducted prior to the departure of the IC in the case study area to report on the ICs preliminary data.

    vi.   Review of performance accomplishment and financial reports submitted by the AREC to DOE in the last 5 years..

    vii.   Key informant interview with the key DOE officials that are/were involved in the operation/coordination with the AREC.

E.    Institutional Arrangement

The work of the IC will be supervised and coordinated by the Project Manager. The PMO will provide a working space to the IC during the meetings with concerned units of DOE.

The PMO will facilitate linkage to the potential key informants within and outside of DOE. However, the gathering and consolidation of data for the study, within or outside of DOE, shall be the responsibility of the IC.

F.    Duration of the Work

Upon signing, the IC will be given a maximum of 90 calendar days to complete the task and submit the final output.

G.    Duty Station

The IC will be based in Manila.  Field work is expected in the target AREC sites.

Minimum Education

  • PhD graduate in any social sciences courses preferably Economics, Political Science, Public Administration, Rural/Urban planning, Development Management, MA graduate or Phd Level or MA/PhD Level not related to above

Work Experience

  • Has a “hands-on” experience in project evaluation, research, or project management.

  • Familiarity with the key issues related to environment and/or energy

  • Experience in working/collaborating with academe sector*

    * the ARECs are based at different academic institutions

Language

  • Fluency in the English language and excellent oral with written communications skills
