UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Through its regional office in Bangkok and a number of country offices, UN Women supports programmes across the Asia and Pacific region. Programming includes a focus on women’s empowerment.

Reporting to the Governance, Peace and Security Advisor, the Programme Specialist exercises overall responsibility for planning, implementing, and managing UN Women interventions in the area of women’s empowerment, particularly as it relates to governance, peace and security issues. She/he works in close collaboration with the programme and operations team, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under the portfolio.  

Devoirs et responsabilités

Design and develop programme strategies in the area of women’s empowerment, particularly as it relates to governance, peace and security

  • Design and formulate programme/ project proposals and initiatives;
  • Draft inputs to country strategy documents, briefs, policy dialogue and other relevant documents.

Support to management and implementation of women’s empowerment programmes, particularly as it relates to governance, peace and security

  • Manage the submission of implementing partner financial and narrative reports;
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators;
  • Organise Project Steering Committee, project review and/or evaluation meetings, as needed.

Manage technical assistance and capacity development to project/programme partners

  • Build and manage relationships with national partners to support implementation and expansion of women’s empowerment related programmes and respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

Manage the monitoring and reporting of women’s empowerment related programmes, particularly as it relates to governance, peace and security

  • Manage the monitoring of programme/ project implementation and finances using results-based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

Build partnerships and support in developing resource mobilisation strategies in the area of women’s empowerment, particularly as it relates to governance, peace and security

  • Ensure effective information flow, communication and coordination and coherence with and between UN Women and relevant donors;
  • Develop and implement partnerships and resource mobilisation strategies;
  • Finalise relevant documentation on donors and potential opportunities for resource mobilisation;
  • Analyse and research information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities to secure additional non-core resources;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Support the preparation of funding proposals and concept notes as requested;
  • Maintain correspondence with donor representatives as relevant.

Manage advocacy and knowledge building and communication efforts in the area of women’s empowerment, particularly as it relates to governance, peace and security

  • Develop and review background documents, briefs and presentations;
  • Develop knowledge management strategies, products and methodologies;
  • Document and widely disseminate success stories, lessons learnt, and best practices in print and electronically, including photos, infographics, short video clips, and documentaries of selected initiatives;
  • Development of communication and advocacy instruments and materials, including briefing materials and press releases.

  • Strong programme formulation, implementation, monitoring and evaluation skills;
  • Strong knowledge of Results Based Management;
  • Ability to synthesise program performance data and produce analytical reports to inform management and strategic decision-making;

Qualifications et expériences requises


  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.


  • At least 5 years of progressively responsible work experience in international development with experience in gender equality and women’s empowerment.
  • Experience coordinating and liaising with government agencies and/or donors. 
  • Excellent written and verbal communication skills.
  • Experience working in the UN System is an asset.


  • Fluency in English is required.
  • Working knowledge of another official UN language is an asset.

It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
