UNCDF is the UN’s capital investment agency for the world’s least developed countries (LDCs). It creates new opportunities for poor people and their communities by increasing access to inclusive finance and investment capital.  UNCDF focuses on Africa and the poorest countries of Asia and the Pacific, with a special commitment to countries emerging from conflict or crisis.  It can provide seed capital both grants and loans as well as technical support that will improve poor peoples’ lives.

UNCDF works to enlarge peoples’ choices: it believes that poor people and communities should take decisions about their own development. UNCDF works in challenging environments – remote rural areas, countries emerging from conflict – and paves the way for others to follow. Its programmes are designed to catalyze larger investment flows from the private sector, development partners and national governments, for significant impact on the Millennium Development Goals, especially Goal 1: Eradicate Extreme Poverty and Hunger, Goal 3: Promote Gender Equality and Empower Women, and Goal 7: Ensure Environmental Sustainability. Established by the General Assembly in 1966 and with headquarters in New York, UNCDF is an autonomous UN organization affiliated with UNDP.

UNCDF has a Regional office in Dakar responsible for formulating, implementing programs, as well as developing partnerships and resource mobilization. In the countries of intervention, UNCDF has project teams and national Program Officers.
Many programs are under way in the Region and UNCDF is working to strengthen its projects portfolio.
To support its regional team, UNCDF is seeking the services of a home-based Consultant with a good knowledge in programming and operations to support its activities.

Devoirs et responsabilités

The Consultant will work on request and should be available to provide advices when needed. The main tasks to undertake are the following:


Global Duties :

  • Provides programme management support and advice to GTI Programme Managers and country teams upon request
  • Supports the formulation of new country programs
  • Support monitoring and evaluation activities (review technical and financial reports)
  • Supports global initiatives such as data collection for OCDE/CGLU/UNCDF Local government Observatory 
  • Support annual reporting for LD practice

Specific tasks:

Support to ongoing country programs:

  • Provide advice on programme management aspects;
  • Support financial delivery for the region in accordance with identified goals
  • Support preparation of annual work plans and integrated work plans as appropriate
  • provide advice and guidance to ensure smooth and efficient operations – this includes advice on the formulation of framework documents, TORs, annual work plans, reports, budgets, etc.

Support formulations and evaluations in the Region:

  • Provide substantive comments and guidance on project documents and other relevant framework documents as requested;
  • Support LDF implementation;
  • Provide advice and input on the formulation of review or evaluation missions, preparation of TORs and background documents;

Other tasks

  • Supports global initiatives such as Data collection for OCDE/CGLU/UNCDF Local government Observatory 
  • Support annual reporting for LD practice

Deliverables:

Due to the nature of the intervention, the deliverables will be set quarterly with the supervisor and will include:

Observatory on local finance : country fiches for 15 countries and excel sheet reviewed. Quality control of the data and support the entire process of filling information (20% of the workload, deadline : end January 2019)

Support to LD portfolio in West Africa/ deliverables (INTEGRA-Guinea, AGREM-Guinea, PRCIC-Burundi), 70% of the workload :

  • Financial management tools for the INTEGRA Program in place and operational
  • Quarterly review of the AWP for the two countries
  • Financial reports of the two programs, INTEGRA and AGREM ready (yearly)
  • Financial report and operational closing of the PRCIC (Nov 2018-January 2019)
  • BTOR of Missions to support programs (on demand)

Corporate Annual report – 2018 (10%):

  • Quality control of country data and information
  • Contribution to the narrative report

Qualifications et expériences requises

Education:

  • A Master’s degree in economics, finance, public finance/lodcal devlopment or related discipline or the equivalent experience

Experience:

  • At least 10 years working in at least three of the following technical fields: institutional development, decentralization, fiscal decentralization, municipal finance, Public expenditure management, local economic management as well as program management, quality control and support to programs implementation (operations monitoring, reporting, implementation)

Language:

  • Spoken and written fluency in French
  • Working knowedge in English

Timeline, duty station and total number of working days:

  • Home base with missions to countries. If there is any approved travel, UNCDF will pay separately travel expenses (economy airfare, terminal expenses and per diems which include hotel and food expenses) according to standard UN rates based on evidence of approved and actual travel.
  • Total Number of Working Days for Assignment: 120 over one year period.

Provision of Monitoring, Progress Controls & Payments:

  • The primary contact for reporting for this TOR shall be the Regional Technical Advisor for Local Development Finance Practice for West and Central Africa ;
  • Payment will be made monthly against satisfactorily achieved deliverables. All payments are subject to the clearance and approval of Regional Advisor for the Local Development Finance Practice Final payment shall require a signed performance evaluation of the consultant.

Individual consultants will be evaluated based on the following methodology:
• Preliminary Evaluation - Step I: Pre-Screening;
• Technical Evaluation Weight - 70% Financial Evaluation Weight - 30%

Step I: Screening
Applications will be screened and only applicants meeting the following minimum criteria (listed under education and experience) will progress to the pool for shortlisting:

Step II: Shortlisting by Desk Review:
UNCDF will conduct a desk review to produce a shortlist of candidates and technically evaluate candidates by conducting an inteview.

  • 20- Education/Qualification;
  • 20- Functional competencies for assignment (technical, analytical and writing skills);
  • 30- Experience

As applicable, only the top 3 ranked applicants achieving minimum 49 points out of 70 at this step shall be invited for an interview.

Step III: Interview:
A competency-based interview shall be conducted with the candidates been short listed.
Only candidates obtaining a minimum of 56 points in the Technical Evaluation (Short- listing score, and Interview) will be considered as technically qualified and will be reviewed further for financial evaluation.

Step IV: Financial Evaluation:
The following formula will be used to evaluate financial proposal:

  • Lowest priced proposal/price of the proposal being evaluated x 30%.

Award Criteria:
The contact shall be awarded to the applicant whose offer have been evaluated and determined as:

  • Responsive/compliant/acceptable; and Having received the highest combined weight (desk review & Interview) 70% + financial 30%= 100%.
