  1. Project Description:

Building shoreline resilience of Timor-Leste to protect local communities and their livelihoods project is funded by GEF and its main objective is to strengthen resilience of coastal communities by the introduction of nature-based approaches to coastal protection. In addition, it supports inter and intra-ministerial coordination for collaborative development planning ensuring protection of coastal areas, as well as identify and research potential revenue streams for long term sustainability.

The project is under implementation in collaboration with the Government of Timor-Leste (GoTL) through the Ministry of Agriculture and Fisheries, its replicas in the seven target municipalities, local authorities, communities, Ministry of Public Works, UNTL and implementing partners NGOs. It employs an integrated approach, while tailoring activities to address the specific needs, challenges and priorities of the Government of Timor Leste.

The coastal population of Timor-Leste is vulnerable to the threats of sea level rise and extreme events. Approximately 40% of the population lives in the coastal areas. This is comprised of almost 560,000 people residing in coastal and lowland areas with an elevation of up to 500 meters. The coastal zone and habitats of Timor-Leste are thus subject to a high degree of human dependency and resource use.

Climate change projections indicate that coastal areas might in future experience increased flash floods and landslides originating from the upstream hill areas but are also likely to face increased incidents of sea surges and storms. These hazards have serious impacts on coastal and marine ecosystems, especially for mangroves, estuaries and coral reefs, which are already under stress because of coastal zone development and population growth.

Coastal impacts are expected to include: increased groundwater contamination by salt water intrusion; direct physical damage to forest and terrestrial ecosystems; reduced health, diversity and productivity of coastal and inshore marine ecosystems and species; physical damage to coral reefs and mangroves by strong wave action; increased erosion of beaches, shorelines and coastal land; direct damage to physical infrastructure; flooding and destruction of coastal settlements; and damage to schools, homes and community buildings such as churches and health clinics. In response to this the project is designed and under implementation to enhance the conservation and protection of mangroves and coastal ecosystem and strengthen coastal vulnerable community livelihoods through introduction of an integrated adaptation system. 

Accordingly, UNDP would like to recruit a Communications Specialist to develop communications and public awareness strategy for the project and lead communications and public awareness efforts are well-designed, produced and disseminated; targeting the appropriate audiences and delivered effectively in order to enhance the knowledge of the larger stakeholders and partners as well as to communicate the project results.

  1. OBJECTIVE:

The overall objective of the consultancy assignment is to develop communication and public awareness strategy for the project, design, produce and disseminate communication products to enhance the knowledge of the larger public, stakeholders and partners as well as to communicate the project results.    

 

  1. SCOPE OF SERVICE:

Under the direct supervision of the Project Manager/CTA, in collaboration with PMU and in consultation with UNDP SDU and MAF and other relevant partners, the Consultant will be responsible for the following tasks:

  • Develop communications and public awareness strategy for the project, including links to broader UNDP work and programmes, as well as activities to promote the project
  •  Engage with medias and other stakeholders to advocate about the project
  • Synthesis of lessons learnt, best practices and case stories
  • Contribute to knowledge networks and communities of practice
  • Produce and oversee production of media friendly communications products aimed at:

a) Highlighting the important role of mangroves in coastal ecosystems and shoreline protection,

b) Promote community-based mangroves and coastal ecosystem protection and restoration mechanism, and

c) UNDP/project’s role in coastal ecosystem rehabilitation and resilience building

d) sensitize policy makers, development practitioners and the larger stakeholders and partners on climate change adaptation, shoreline management and protection

  • Identify and develop opportunities to raise awareness about mangroves, coastal ecosystems, climate change adaptation as well as raise awareness about the project through organizing events, publications, etc.
  • Coordinate project activities such as workshops, community consultations, dialogue and trainings
  • Organize public awareness raising activities, such as design children’s book, printed materials (i.e. brochures, leaflets, posters), TV, public service announcements, informational web videos, website content, radio spots, etc. 
  • Work closely with UNDP other units and government sector offices to ensure related communications materials include information about the project;
  • Design promotional materials in both English and local language and context including prompting indigenous adaptation practices
  • Work with larger public and school communities, universities and research institutions to organize flagship learning and sharing events, symposium, conferences on coastal adaptation, shoreline management, ecosystem conservation and resilience building

  1. INSTITUTIONAL ARRANGEMENTS

The international consultant (IC) will report directly to the CTA/Project Manager for the Coastal Resilience Building (CRB) project.  The project team will collaborate and provide support throughout the duration of the assignment including production of communication and learning materials, organizing and coordinating events as well as field visits. The IC will be provided office space in the Coastal Resilience Building(CRB) project office, transportation will be organized to the municipalities outside of Dili and logistical support for implementation of project activities only. Extensive field visit and travel will be required to the municipalities. The consultant will be expected to efficiently undertake the respective roles and responsibilities(deliverables) as specified under the TOR.

  • The IC will work under the close guidance of the UNDP Timor Leste Country Office (CO), MAF and the UNDP-Regional Technical Advisor
  • Conduct frequent communication and advisory services with project team and relevant MAF staff
  • The IC will undertake her/his assignment in all target Municipalities with prior clearance by the MAF authorities and UNDP CO and direct consultation with local authorities
  • The IC will maintain a dialogue with the national counterpart and project team/UNDP-CO as and when problems emerge during the assignment
  • Frequent communication will be maintained through e-mail, telephone and skype correspondence with all relevant parties mentioned above for smooth accomplishment of the assignment

Compétences

  1. DURATION OF ASSIGNMENT:

The assignment will be starting 1st September 2018 to 28 February 2019 for 120 working days based on prior agreement and approval by the Project Manager distributed over five calendar months.

  1. DUTY STATION

The duty station of the work is Dili, Timor Leste with intensive field travel to seven project municipalities.

  1. LANGUAGE OF THE SPECIFIC CONTRACT AND DELIVERABLES

The language of this specific contract shall be English. Knowledge of Tetun, Bahasa and Portuguese is essential.

  1. SUBCONTRACTING

        Subcontracting under this contract is not allowed.

Qualifications et expériences requises

  1. QUALIFICATIONS AND EXPERIENCE OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR

        Education:

Master’s degree in Communications, Development Communication, Journalism, Public Relations or other related fields.

Experience:

  • Minimum of 5(five) years of international level experience in generating communications, communication strategies, media operations, communication and advocacy materials via various media (i.e. print, video, websites, etc.);
  • Experiences in development of communication issues and demonstrated experience in communicating ecosystem conservation and management as well as climate change adaptation work tailored to different audiences at different levels;
  • Computer proficiency and experience with media software, applications and communication tools including design and preparation of different communication and knowledge products;
  • Excellent organizational skills, interpersonal communication skill, self-motivated, proactive and reliable with good communication and ability to work in harmony with staff members and technical specialists;
  • Practical working experiences in the region and in Developing Small Island States particularly in Asia and the pacific region.

Language requirements:

  • English language – excellent written and oral communication skills. In addition to excellent command of English, proficiency in Tetun, Bahasa Indonesia and Portuguese will be an advantage.
  1. FINANCIAL PROPOSAL

The financial proposal must be expressed in the form of an “all-inclusive” lump-sum amount, supported by breakdown of costs as per template provided. The term “all inclusive” implies all cost (professional fees, travel costs, living allowances etc.) Under the lump sum approach, the contract price is fixed, regardless of changes in cost components. For duty travels, and other costs required to perform the demands of the TOR must be incorporated in the financial proposal.

Schedule of Payments

The payment will be made based on the deliverables. The selected consultant must submit documents as per deliverables which must be duly approved and serve as the basis for the payment of fees. The consultant will be expected to produce the following deliverables within the agreed timeline Section 3 of this TOR to be reviewed and approved as specified in the TOR.
