“Creating Employment and Entrepreneurship Opportunities for Women in India’ (2015- 2019)- Disha project, is an initiative funded by IKEA Foundation in partnership with UNDP (implementing) and India Development Fund (monitoring and research). The objective of the Disha project is to enable women to become economically self-sufficient so that they, their families and future generations have better opportunities in life. Through an integrated training and job placement approach, the project seeks to improve the linkages between education, skills, employment and enterprise building based on the model of public private partnership for transformational impact in India. The project is implemented in National Capital Region Delhi and Haryana, Maharashtra, Karnataka and Telangana.

Project Disha works with various partners to implement pilots in the areas of career guidance and counselling, employment marketplace, community driven value chain process and micro-entrepreneurship development. Based on the learning of several pilots implemented in the project, Disha looks to mainstream the models developed from the pilots with the state government to ensure scalable and sustainable empowerment of women through career guidance, employment and entrepreneurship.

UNDP seeks to engage Consultants in Karnataka and Telangana (one consultant in each State) to plan and implement project knowledge management strategy for the initiatives and geared towards influencing the development agenda. The consultant- Knowledge Management and Coordination officer, shall ensure the development and implementation of the Disha Knowledge Management portfolio at the State level.

Devoirs et responsabilités

Under the direct supervision of the State Project Head/Officer, UNDP, the Knowledge Management and Coordination Officer will undertake the following tasks:

  • Liaising closely with different stakeholders and implementing partners involved in the Disha project to support achievement of project objectives;
  • Conducting research on good practices/initiatives related to career guidance, employment, value chain and enterprise development for women/girls.
  • Coordinating with Disha Implementing partners and IDF to manage all MIS related work and process maps. 
  • Preparing knowledge management materials including but not limited to best practices, case studies, process documents etc.,
  • Supporting the State teams in preparing advocacy material, documenting, and disseminating innovative / best practices at the state level
  • Assistance in conducting workshops, summits, seminars, etc. with reference to mainstreaming  Disha’s activities and results in the state;
  • Conceptualizing and organizing special events, with a view to reaching wider audiences; and develop and compile relevant materials;
  • Assistance in strengthening and revitalizing the  Disha state chapter through preparation and maintaining systematic database of project related activities;
  • Maintaining linkages with national and local organizations and persons;
  • Keeping regular contact with project experts and consultants and reviewing the reports and other documents for correctness of form and contents;
  • Support in preparation of ToRs for different tasks to be undertaken in the project, including terminal evaluation;
  • Undertake Field travel to project locations as and when required for the coordination and documentation purpose
  • Perform any other duties as assigned by the State Project Head/ Officer.

Expected Deliverables:

  1. Meetings and field visits with stakeholders to support target achievements.
  2. Organization of events to larger audiences and compilation of relevant documents.
  3. Organization of workshops to disseminate Disha’s results.
  4. Creation and maintenance of a database of project related activities.
  5. Documentation of knowledge management materials - best practices, case studies, process documents, advocacy materials, etc
  6. Nurturing of relationship with stakeholders.
  7. Review of Experts/consultants reports and other documents.
  8. ToR preparation for any required projects activities.
  9. Other duties assigned by State Project Head/Officer.

Travel:

The consultant will undertake travel to consult with the state governments, industry and the civil society based on approval from competent authority.

Payment Schedule:

Monthly payments on submission of monthly report and timesheets.

Qualifications et expériences requises

Required Experiences, Competencies and Skills

Applicants shall demonstrate sufficient capacities to carryout activities to a high standard.

The successful applicants will have:

  • Minimum Bachelor’s Degree in social science, development studies, business management or relevant field;
  • Minimum of 2 years collective experience in conducting research studies, working with communications, working with youth, or other professional experience;
  • Experience in development sector/gender/livelihood, skill development, enterprise development and/or related fields is desirable;
  • Experience in documentation and/or knowledge management is desirable;
  • Previous engagement with government, NGO and UN agency is an advantage;
  • Outstanding communication, analytical skills, drafting and reporting skills;
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems is essential;
  • Excellent knowledge of English and local language (Kannada /Telugu for Karnataka/Telangana).

Core skills:

  • Sound understanding of knowledge management tools and has utilized these regularly in work and assignments;
  • Strong writing and communication skills in English.

Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a predetermined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation;

•     Technical Criteria weight - 70%;

•     Financial Criteria weight – 30 %

 Technical Criteria (70% of total evaluation)

  1. Prior work experience in development sector/gender/livelihood, skill development, enterprise development and/or related fields – 20%
  2. Experience in documentation and/or knowledge management is desirable - 30%
  3. Excellent and outstanding communication, analytical skills, drafting and reporting skills - 10%
  4. Previous engagement with government, NGO and UN agency is an advantage – 10%

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement

Financial Proposal:

Consultant should specify his/her lump sum consultancy fee.  Please quote your professional fee only. Do not include travel costs in your financial quote as these will be reimbursed separately, as per actuals, subject to UNDP’s prevailing rules.
