BACKGROUND

In 2015, the Ministry of Health of Ukraine addressed international organizations, including UNDP, requesting support in medicines procurement. Starting from 2015, UNDP Ukraine project is annually procuring a range of medicines and related medical products for the state budget funds as an emergency measure. With the UNDP support, a national procurement program will gradually be established based on international standards and the best international practices. UNDP in Ukraine is fully committed to support the Ministry of Health of Ukraine in its mid- and long-term efforts to reform its procurement and supply management system. UNDP brings its extensive expertise in establishing the procurement system that corresponds to the highest standards of transparency, accountability, cost-efficiency, equity and sustainability.

Furthermore, the dynamic development of reforming process in healthcare system recently took place in Ukraine in 2016-2018. In particular, there was adopted legislation framework, which regulates pharmaceutical pricing and reimbursement policies, implementation of health technology assessment (HTA), creation and approval of the National List of Essential Medicines (NLEM) following international requirements. Expert committee on selection and use of essential medicines is working on the review of NLEM based on HTA of submissions. The procurement nomenclature and terms of reference are drafted in accordance with the regulations of the Ministry of Health, involving external medical experts by specialization. As there is no approved procedure for drafting the procurement nomenclature, it is carried out mainly by the medical experts who are not experienced in HTA. Consequently, lack of the proper procedures may lead to the biased approach and occurrence of conflict of interest. Moreover, the accuracy of calculations by the regions is doubtful as the needs assessment provided by local authorities lacks unified methodology for the calculations.

One of the biggest areas of central procurement includes procurement of medicine and medical products for the children suffering from cancer and oncoh?matological diseases with the approximate budget of UAH 550 million. Previous analysis conducted by the national experts concluded that while approximately 70 to 80% of the procurement nomenclature need for medicine and medical products in paediatric oncohematology is satisfied, the indicators in the other areas are much lower, on the level of 20 to 30%. Considering the sensitivity and specificity of the programme, there is a need for external medical expertise to validate the preliminary results of nomenclature analysis for children oncohematology.

In line with it, UNDP seeks the services of the International Expert on children oncohematology to validate the results and preliminary findings of the respective nomenclature analysis and provide recommendations on the possible ways of updating it.

MAIN OBJECTIVES OF THE ASSIGNMENT

The overall goal of the assignment for the Consultant to validate the results and preliminary findings of the respective nomenclature analysis on children oncohematology and provide recommendations to ensure proper quality and dosage of the medicine and medical products included in the list.

DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

In close cooperation with the group of national experts, Consultant will:

-           revise the analysis of the children oncohematology nomenclature (list of medicines) prepared by the national consultants and provide his/her inputs;

-           validate the recommendations (prepared by the national experts) and provide advice regarding new medicines available at the global market and use at the developed country (in case of any concerns about drafted nomenclatures proposed by the national experts regarding INN, dosage, formulations etc) and might be included into the nomenclature;

-           develop the final report with recommendations and present it by skype to the relevant stakeholders and the Ministry of Health.

Deliverables

The expected duration of the assignment 1 months. The target for the start of work is September and the expected completion by the end of October 2018.

monitoring/REPORTING requirements

Work-progress reporting/monitoring skype-calls will be held with the Consultant on a regular basis. While UNDP will be the final authority to administrate the work, the MOH will be responsible for all control of quality and evaluate work-progress of the Specialist’s performance. No reports or documents should be published or distributed to the third parties without prior approval of the MOH and UNDP

Payment schedule

Payments will be made in 1 tranche upon satisfactory submission of deliverable

FINANCIAL PROPOSAL

The financial proposal shall specify the cost of professional services of Consultant. Payments are made in 1 tranche based on Deliverable.

EVALUATION CRITERIA

Education:

• University degree (at least Master’s level) in Medicine, Clinical Pharmacy, Public Health or other relevant areas - pass/fail;

Experience:

• At least 3 years of experience in paediatric oncology and/or paediatric oncohemotology- pass/fail;
• At least 1 year of progressive experience in the area of health technology assessment and/or procurement nomenclature analysis - pass/fail;

Language Requirements: Fluency in English - pass/fail.

EVALUATION METHOD:

Lowest price and technically compliant offer

Contract award shall be made to the incumbent whose offer has been evaluated and determined as both:

a) responsive/compliant/acceptable (fully meeting the TOR provided), and

b) offering the lowest price/cost

• At least 1 year of progressive experience in the area of health technology assessment and/or procurement EML (nomenclature) analysis;
• Prior experience of work in the developing countries and/or Eastern Europe is considered as an asset;

Language Requirements:

• Fluency in English

• Working knowledge or Russian/Ukrainian is considered as an asset;
