The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment.

The purpose of this Term of Reference is to hire a Project Technical Coordinator for the Project “Technology Needs Assessment (TNA) for the Implementation of Climate Action Plans in Brazil”, to coordinate and integrate the activities and studies conducted by the consultants and partner institutions involved in the execution of this project.

Devoirs et responsabilités

The tasks and responsibilities of the Project Technical Coordinator includes:

Elaborate the project workplan and strategy for the development of activities;

Propose necessary arrangements for the efficient implementation of the project;

Coordinate the performance of hired consultants and/or companies’;

Participate in the management of publications, printing, layout and revision of project’s final outputs;

Develop, in collaboration with the project’s Executing Agency (MCTIC), the scheduling of events, seminars and workshops in the areas related to the execution of the project;

Support the Executing Agency (MCTIC) in achieving the expected outputs, mainly related to the integration of cost-effectiveness analysis of key technologies, as well as the Technology Action Plan specified in Activity 4;

Organize and conduct regular meetings with partner institutions to plan and monitor the project’s technical activities;

Conduct technical debates on training activities at the federal and regional levels;

Follow up implementation of the work plan and schedule, as well as delivery and evaluation of the technical quality of outputs presented by consultants and/or partner institutions, to ensure that adequate inputs are provided for the establishment of a national consensus on the Technology Action Plan, aiming at the development of the local content of priority technologies and sectors;

Coordinate technical discussions and prepare minutes of the meetings of the project’s Technical Advisory Committee;

Review project implementation reports;

Coordinate the execution of activities and studies conducted by researchers and partner institutions, following the guidelines established by UN Environment and MCTIC;

Develop stakeholder analysis to determine the rules and responsibilities of contact groups in the Technology Needs Assessment process and engagement methods;

Maintain regular contact with UN Environment to follow-up and keep the project in line with other global UN Environment initiatives in the area;

Participate in workshops, seminars, meetings and other events related to the project objectives, when requested by the Executing Agency.

Specific tasks and responsibilities:

Permanent communication with the UN Environment Brazil Office and MCTIC project related personnel;

Travel availability

Costs with missions/travels to meet the objectives and results stated in this Term of Reference are not included in the total amount mentioned above and shall be covered by the Project, if necessary.

The Service Contractor will perform its duties and responsibilities under direct supervision of the Project partners’ supervision: UN Environment Brazil Office and Brazilian Ministry of Science, Technology, Information and Communications (MCTIC).

All services to be performed under this Term of Reference will have a direct impact on the development and implementation of the Project “Technology Needs Assessment (TNA) for the Implementation of Climate Action Plans in Brazil”.

Qualifications et expériences requises

Mandatory Work Experience

-         Minimum of 6 (six) years of demonstrated professional experience in the areas of Economics, Engineering, Energy Planning, Environmental Planning or Mitigation of Climate Change;

Desirable work Experience

-         Experience in coordinating climate change mitigation research projects;

-         At least 1 (one) scientific article or report, book and/or book chapter, or official government document related to climate change, published in English;

-         Experience in using tools and methods for evaluating emission mitigation technologies, including sectoral and integrated modeling tools, such as mathematical and accounting models, technological roadmaps, value chain analysis, optimization models and integrated tools (MESSAGE or TIMES);

-         Experience working with international cooperation agencies or federal governmental agencies.

Language requirements

-         Fluency, oral and written, in Portuguese;

-         Working knowledge in English.
