UNCDF is the UN’s capital investment agency for the world’s 48 least developed countries (LDCs). With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development. This last mile is where available resources for development are scarcest; where market failures are most pronounced; and where benefits from national growth tend to leave people excluded. 

Mobile Money for the Poor (MM4P) is a programme launched by UNCDF in partnership with the Swedish International Development Agency (Sida), the Australian Department of Foreign Affairs and Trade (DFAT), the Bill & Melinda Gates Foundation and The MasterCard Foundation. MM4P provides support to branchless and mobile financial services in a select group of LDCs to demonstrate how the correct mix of financial, technical and policy support can build a robust branchless and mobile financial services ecosystem that reaches low income people in LDCs.

The Better Than Cash Alliance (BTCA) is an alliance of governments, private sector and development organizations committed to accelerating the shift from cash to electronic payments. Shifting these payments from cash to electronic has the potential to improve the livelihoods of low-income people by advancing financial inclusion and enabling people to save, while giving governments, the development community and the private sector a more efficient, transparent and often safer means of disbursing payments. Bangladesh joined the BTCA alliance in 2015.

Bangladesh has made significant improvements over the years in terms of financial services delivery outlets/channels offered through both formal and informal financial institutions. Despite that, the level of adults Bangladesh above 18 years who are excluded from formal financial services remains significant.

UNCDF is looking for a consultant with specific knowledge to Assist With Design And Deployment Of Agent Monitoring And Analytics Platform For Bangladesh Bank.

The Consultant will specifically undertake the following:

• Examine and identify decision making structures within BB;

• Identify existing data which could be used to build geo-spatial use cases;

• Identify data collection and reporting mechanisms and processes both from within BB and from Financial Services Providers;

• Initial examination of possible analytic use cases with key decision makers using existing analysis and use cases from East African and South Asian markets to guide discussions;

• Identify data requirements from outside of the BB such as administrative boundary data from the National Bureau of Statistics, demographic and population data etc.;

• Understand the technical capacity of the team responsible for the existing BB database;

• Understand the design and data structure of the existing BB database;

• Contribute to development of TOR for vendors, in collaboration with R2A;

• Oversee build of Visualization and Data Collection Tools by selected vendors for quality control, in collaboration with R2A;

• Provide training and capacity building to BB staff to ensure sustainability and ongoing management of the platform.

Project structure:

Phase One: Scoping

Estimated duration: 30 days

During the first 30 days of the project a scoping and stakeholder analysis will be completed to establish the working hypothesis and determine critical milestones. The exercise will identify the needs of Bangladesh Bank and the likely obstacles to sustainability. Taking the key view points from the various departments of the Bank, as well as reporting institutions, the scoping will ensure resources are allocated efficiently and stakeholder relationships prioritized.

Phase Two: Consultation/Co-Design

Estimated duration: 60 days

The consultation phase will begin with discussion with Bangladesh Bank to understand their expectations of the data system and the policy questions it is expected to address. Bangladesh Bank’s needs for the system will be the primary driver for the design and build of the system. The Project Team will assess existing data collection processes and regulatory compliance criteria to determine how these can contribute to improvement of the system. The Project Team will also explore BB’s ability and appetite to publish both the raw data and the analysis publicly, or semi-publicly and clearly define both the internal and external audiences.

Phase Three: Design Proof of Concept

Estimated duration:  4 months

The project will leverage the deep understanding of BB’s needs and system requirements to create various prototypes that will assist in defining the final system requirements and needs. The design phase will ensure that the system can address critical criteria: useful to multiple departments within BB, built on open source software where appropriate, updated with minimal manual processes, and managed by local staff and resources. Each of these requirements must be balanced to ensure a cost-effective solution can be developed. The design process will explore combinations of these criteria using prototypes and engagement with regulated entities and potential vendors.

Phase Four: Resourcing and Production

Estimated duration: 12 months

The building of the system will begin once vendors have been procured based on the specifications developed during the design phase. It is likely that more than one vendor will be required to build the location/transaction reporting tool and visualization/analysis tool, respectively. It is expected that the implementation process will take up to 12 months from initial stages to public launch. The final timeline will be agreed with Bangladesh Bank.

Qualifications et expériences requises

Education:

  • A Bachelors degree in technology, economics, public/business administration or related discipline or the equivalent experience is required;
  • Additional training related to setting up data analytical platform is required.

Experience:

  • A minimum of five (5) years of progressively responsible experience in working on data analytics and reporting systems at international level is required;
  • A minimum of four (4) years dedicated experience in implementing reporting and data collection systems at central bank or an international organization;
  • Extensive experience working on developing data analytics dash boards, geo-spatial mapping
  • Knowledge of underlying systems (both software and hardware) required for setting up a reporting platform
  • Experience in working with the highest levels of government;
  • Working knowledge of current developments including innovative data collection and reporting methods essential;
  • Understanding of issues related to financial inclusion, desirable
  • Excellent attention to detail, a proactive approach to achieving key results, and a high level of thoroughness in a complex multitasking and matrix management environment;
  • Experience in project management.

Language:

  • Fluency in English.

Timeline and duty station:

  • Timeline: 22 October 2018 – 21 May 2019
  • Duty station: Home-based and travel to Dhaka, Bangladesh

For the travel to Dhaka, Bangladesh and for unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed. UNCDF would cover the cost of stay for the selected person.

Please note that UNCDF cannot guarantee residence permits or visas for consultants. Consultants are responsible for securing their work documentation. In the case of national consultants, applicants that are not nationals of the duty station requested will have to prove their residence status.  

Please note that consultants residing in the duty station will not be compensated for living expenses.

The consultant should be open to re-allocation as he/she could be later moved to Shanghai for implementation of ongoing engagements.

Progress Controls & Payments:

Payment will be made against satisfactorily completion of each deliverable. All payments shall be disbursed only upon written confirmation of acceptance of the outputs which and authorization for payment by the MM4P Regional Technical Specialist and the MM4P Policy/Ecosystem Specialist.

Disbursement of the final payment shall require a signed performance evaluation of the consultant.

Evaluation: 

Step I: Screening: Applications will be screened and only applicants meeting the minimum criteria will progress to the pool for shortlisting.

Step II: Technical Evaluation:

Shortlisting (20 points): UNCDF will produce a shortlist of candidates and technically evaluate candidates as per experience requirements in the Terms of Reference. As applicable, only the first top 3 ranked applicants shall be considered for an interview.

Shortlisting scoring:

10- Education/Qualification;

20- Functional competencies for assignment;

40- Experience.

Interview (80 points): An interview shall be conducted for the top 3 shortlisted candidates.

Step III: Financial Evaluation: Only candidates with scores above 70% of the technical evaluation (70 Points or above) will be considered. 

The following formula will be used to evaluate financial proposal: lowest priced proposal/price of the proposal being evaluated x 30%.

Award Criteria

The contact shall be awarded to the applicant whose offer have been evaluated and determined as:

Responsive/compliant/acceptable; and Having received the highest combined weight (technical scores) 70% + financial 30%= 100%.
