UNDP Iraq Mission Statement

UNDP is part of the UN Country Team in Iraq, which is comprised of 16 resident and 4 non-resident agencies. The UN Country Team is part of the integrated mission with the United Nations Assistance Mission for Iraq (UNAMI), which was established in 2003. UNDP works alongside the UN Country Team to strengthen its coordinated effectiveness with the overall aim of achieving the MDGs and the post-2015 agenda. UNDP enables the work of the Country Team by undertaking a number of joint programmes to improve networking and information exchange capacities and reach a broader range of stakeholders and areas of Iraq. 

UNDP Developing Disaster Risk Management Capacities in Iraq

Since its construction in early eighties, the Mosul Dam has been the largest water infrastructure in Iraq which was designed to protect downstream population from seasonal flooding, store water, generate electricity, and supply water to address irrigation needs. The risks of Mosul dam failure posed significant threats to the vulnerable population in the downstream. In response to the urgent need for people’ safety and awareness on the risks of Mosul Dam (MD), UNDP has been supporting the Government of Iraq for emergency preparedness and risks awareness of the vulnerable population along the Tigris Flood path. With technical support from UNDP, the Government of Iraq has mobilized concrete actions in setting up an Emergency Alert and Communication System to safeguard the vulnerable population with alert/warning notification and clear and easily understandable massaging across the key Government institutions and to the affected population.

 

There is an expressed need by the Government of Iraq for a comprehensive national as well as Governorate level preparedness and response plan, and UNDP has been requested to provide expert technical support for the proposed national response plan for Mosul dam under the overall guidance of the PM-NOC, Government of Iraq. In doing so, UNDP has engaged key national experts and officials from the Civil Defense and the relevant ministries and institutions as well as high-risk Governorates to review the existing plans and to agree on a unified response plan with clear division of shared responsibilities that can potentially deliver the emergency services in a coordinated way. Major Government partners such as the specialized UN agencies, international NGOs and Donors has been consulted, engaged and involved in the planning process and remained vital contributor to the entire preparedness and response activities.

 

To support effective implementation, UNDP urgently requires to hire a short-term national expert in Baghdad who will coordinate and facilitate with the project partners and accomplish time-bound and targeted results during Oct-Dec 2018.

SCOPE OF WORK AND DELIVERABLES

Scope of Work:

  • Development of a National Mosul Dam Response Plan
  • Community preparedness and Flood Early Warning System for Tigris River
  • Support Disaster Risk Reduction Strategy
  • Extension of Flood Risk Awareness and Education
  • Institutional capacity building for Critical Infrastructure Protection in Iraq

Scope of Work for the Facilitator

 

Under the overall guidance of the Portfolio Manager, EECC and project manager, and direct supervision of the project manager, the National Consultant will coordinate with the stakeholders in the central government and the Governorate of Baghdad and provide technical support in accomplishing following tasks:   

 

  • Coordinate with the local officials of Baghdad including Baghdad Mayoralty, governor's office, governorate council, districts and municipalities and support implementation of time-bound actions to finalize the local emergency response plans.
  • Liaise and coordinate with Iraqi Red Crescent Society and other partners involved in Mosul dam preparedness and support implementation of activities related to risks awareness and advocacy at the local level during Oct – Dec in 2018.
  • Coordinate with PM-NOC and other partners and facilitate supply, and smooth functioning of communication and early warning equipment.
  • Provide technical support and facilitate mapping of Critical Infrastructure Protection in Iraq  

 

Expected Outputs, Deliverables and Timelines:

The consultant is required to be on board from 1st October 2018. He/she will be required to produce a list of deliverables by 15 Dec 2018

  1. Local Emergency Preparedness Plans prepared and finalized by the local authority.
  2. Supply and installation of ICT and communication equipment completed.
  3. Local Risks Education and Advocacy activities facilitated.
  4. Methodology and mapping of CIP developed and agreed by the counterpart. 

 

PERIOD: 01 October – 31 December 2018 (3 Months)

Institutional Arrangements:

 

The Consultant shall work closely with UNDP project partners and report directly to the Energy, Environment and Climate Change Programme Manager/ UNDP Iraq. the National consultant will coordinate with the national stakeholders and provide technical support in accomplishing the above deliverables according to timeline

 

Duration of the Work:

 

01 October – 31 December 2018 (3 Months)

 

Duty Station:

 

The assignment is to be carried out in Baghdad. The consultant needs to manage local travel by his own means.

Qualifications et expériences requises

Academic Qualifications:

Master’s degree in development discipline preferably in science background.

Years of experience:

At least 15 years’ experience of proven record with increasingly roles and responsibilities with a minimum of 5 years’ of senior rank in government bureaucracy.

  1. Languages:
  • Fluent in English.
  • Arabic proficiency is a strong asset

2 Skills and Experience:

  • At least 15 years’ experience of proven record with increasingly roles and responsibilities
  • Experience in disaster risk management.
  • Demonstrated capability in system thinking and strategic focus.
  • Demonstrated capability to facilitate consultative process engaging key stakeholders in the public and international contexts.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee, which should be inclusive of his professional fee, local communication cost and insurance (inclusive of medical health insurance and evacuation). The number of working days for which the daily fee shall be payable under the contract is 3 Months (22 day per month) for the period 1 October – 31 Dec 2018.

The total professional fee, shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables under the contract in accordance with the schedule of payment linked with deliverables.

Payment schedule:

The payment will be made on monthly basis. (22 day per month) for the period 1 October – 31 Dec 2018.

EVALUATION METHOD AND CRITERIA

 

Individual consultants will be evaluated based on the following methodology:

 

1. Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

 

* Technical Criteria: weight 70%

* Financial Criteria weight 30%

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Proposal (30 marks)

  • Technical Approach & Methodology (20 marks) – Explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach.
  • Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.
