In July 2010, the United Nations General Assembly established UN Women.  The creation of UN Women came about as part of the UN reform agenda, consolidating the Organization’s resources and mandates on gender equality for greater impact. The mandate of UN Women brings together four pre-existing entities, calling on UN Women to have universal coverage, strategic presence and ensure closer linkages between the norm setting inter-governmental work and operations at the field level. It entrusts UN Women with a leading role in normative, operational and coordination work on gender equality in the United Nations system, based on the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Beijing Platform for Action, and relevant instruments of the standards and resolutions of General Assembly, Economic and Social Council and the Commission on the Status of Women (CSW), and the universal adoption of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) (2015) and the Quadrennial Comprehensive Policy review (QCPR) (December, 2016).

The regional office of the Americas and the Caribbean has finalized its strategic note 2018-2021 aligned with the UNW global Strategic Plan. One of the innovations of this strategic note is that it includes a proposal for an action model for UNW’s efficiency and sustainability. The action model is the result of more than a yearlong work coordinated by the regional office, which involved regional retreats, consultations with country offices and with regional actors. The action model includes an overarching chapter and four thematic chapters on women’s economic empowerment, women and the urban agenda, elimination of violence against women and girls and justice and women’s political participation and leadership.

The action model is meant to help UNW respond to the challenges and opportunities of a heterogeneous region in the context of the UN reform. The objectives of the model are as follows: (i) Stay relevant in the context of regional priorities, the SDGs and UN reform; (ii) Position UNW as a preferred partner of choice for GEEW, building on its historical alliances; (iii) Increase the financial sustainability of UNW in LAC and diversify revenue and partnerships, including with UN agencies; and (iv) programmatic choices are fit for purpose to generate transformative changes for women and girls in LAC.

Based on the draft overarching chapter and the advanced versions of the thematic chapters, an expert consultant is required to produce a final action model.

  1. Objective

The purpose of the consultancy is to finalize UNW’s action model for efficiency and sustainability in LAC.

  1. Through a careful review of the four thematic action models, of the strategic note of UNW’s Regional Office for the Americas and the Caribbean and the report of UNW’s regional retreat in August 2018, as well as other background documents, finalize the overarching chapter introducing the LAC action model.
  2. Harmonize the structure and overall presentation of the four thematic action models developed by UNW in LAC in the following areas: women’s economic empowerment, ending violence against women and justice, women’s leadership and gender-responsive governance, and women and the new urban agenda in the region.
  3. Consolidate the overarching chapter and thematic action models into one document.

Consolidate into one final document of the action model

  • Consolidate the full document including the overarching chapter and the four thematic chapters into one document
  • Submit to UNW RO focal point and the UNW LAC task force for comments, – within 5 days after having received comments from the RO focal point about activity 1 and 2.
  • Incorporate comments and finalize document, within 5 days of having received final comments from UNW RO focal point and UNW LAC task force.

II.Expected deliverables and payment terms

Payments will be made according to the following schedule in local currency and will be disbursed within 30 days of the submission and approval of the products as follows:

III.Responsibility of the consultant

  • It is the responsibility of the consultant to complete the activities and present the final product according to the timeline specified in section VI.
  • The consultant will work in close coordination with the UN Women focal point in ACRO, the Regional Strategic Planning and Coordination Specialist.
  • The consultant is not a staff member of the United Nations and will carry out the activities of the consultancy in his/her own working space, which will require technical equipment and the necessary technology to finalize the agreed products.

IV.Supervision of the consultant

  • The consultant will be supervised by the Strategic Planning and Coordination Specialist in UN Women regional office in Panama.
  • An internal task force within UNW LAC has been established to oversee the finalization of the action model. The consolidated action model document will be submitted to the task force prior to submission of the finalized version to the Regional Office.

COPYRIGHT, PATENTS AND OTHER PROPIETARY RIGHTS

Except as is otherwise expressly provided in writing in the Contract, the UNW shall be entitled to all intellectual property and other proprietary rights including, but not limited to, patents, copyrights, and trademarks, with regard to products, processes, inventions, ideas, know-how, or documents and other materials which the Contractor has developed for the UNW under the Contract and which bear a direct relation to or are produced or prepared or collected in consequence of, or during the course of, the performance of the Contract, and the Contractor acknowledges and agrees that such products, documents and other materials constitute works made for hire for the UNW.

To the extent that any such intellectual property or other proprietary rights consist of any intellectual property or other proprietary rights of the Contractor: (i) that pre-existed the performance by the Contractor of its obligations under the Contract, or (ii) that the Contractor may develop or acquire, or may have developed or acquired, independently of the performance of its obligations under the Contract, the UNW does not and shall not claim any ownership interest thereto, and the Contractor grants to the UND a perpetual license to use such intellectual property or other proprietary right solely for the purposes of and in accordance with the requirements of the Contract.

At the request of the UNW; the Contractor shall take all necessary steps, execute all necessary documents and generally assist in securing such proprietary rights and transferring or licensing them to the UNW in compliance with the requirements of the applicable law and of the Contract.

Subject to the foregoing provisions, all maps, drawings, photographs, mosaics, plans, reports, estimates, recommendations, documents, and all other data compiled by or received by the Contractor under the Contract shall be the property of the UNW, shall be made available for use or inspection by the UNW at reasonable times and in reasonable places, shall be treated as confidential, and shall be delivered only to UNW authorized officials on completion of work under the Contract.

II.Evaluation

The evaluation will follow several steps as indicated below:

Step 1 – Preliminary evaluation

Before undertaking a detailed evaluation of each offer by the Evaluation Committee, a preliminary examination of the offers will take place. The Committee can reject any offer during the preliminary evaluation if it does not meet the minimum requirements indicated in the present terms of reference, without consulting with the candidates who submitted the offer. Offers will not be considered for further evaluation in the cases when:

  • They are incomplete (i.e. they do not include the information and documents according to what is specified in these terms of reference)
  • The offer has not been properly signed or is no signed
  • The validity of the offer does not correspond to the requirements
  • The offer does not present any technical or financial details
  • If the candidate does not accept correcting arithmetical mistakes
  • Offers or modification to the offers sent to any other direction or an electronic email that is not the one specified in the terms of reference

Offers that are incomplete, clearly not compatible, or that contain substantive deviations from the terms of reference and conditions of the contract, can at UN Women’s discretion, be rejected or excluded from consideration at whatever time during the evaluation process, including after the preliminary evaluation.

Step 2 – Technical evaluation:

The evaluation of the technical aspects will be done according to the following methodology: meeting the requirements – most economic price. In this sense, the offers will be evaluated according to whether or not they comply with the minimum requirements specified in the terms of reference.

The consultants who pass the preliminary evaluation and the criteria of academic training and experience, may be called for an interview to check on the criteria of knowledge and other requirements.

Only those who obtain 40 out of 55 points according to the mentioned criteria (minimum requirements) will be considered eligible for a financial evaluation.

Step 3 – financial evaluation:

The recommendation to accept an offer will be based on the most economic price/cost, provided all the minimum requirements have been met.
