Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women works for: the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. Under the direct supervision of the Yemen Country Programme Manager and in close consultation with the Programme Specialist, the Gender Advisor will be responsible for the provision of technical support on women’s rights and content expertise on gender mainstreaming approach into key elements of the Yemen programme presence planning, with a specific focus on the humanitarian portfolio, but contributing to the Women, Peace, Security programme activities as needed.

The Gender Advisor will work in close collaboration with UN Women Yemen programme staff, UN staff and agencies and partners to contribute to the delivery of UN Women´s mandate related to gender equality and women´s empowerment with all stakeholders and partner programmes.

Devoirs et responsabilités

Lead on compiling, monitoring and analyzing trends, opportunities and challenges around gender equality and women’s empowerment:

  • Assist in research and analysis of the political, social, and economic situation in Yemen related to the programming and normative areas of gender equality.
  • Provide analysis and advice to the UN Women Yemen programme team on key gender issues and opportunities to support women’s engagement and participation in the public sphere.
  • Advise and support on entry points for new initiatives for the UN System to strengthen local capacities for gender equality and to support the advancement of women’s empowerment and gender equality and women’s empowerment.

Provide advice on gender equality and women’s empowerment to programme development, management, and reporting:

  • Provide strategic advice on gender issues and women’s empowerment and gender-sensitive humanitarian crisis response, peace-building, livelihoods support, and protection mechanisms to programme development.
  • Provide strategic advice on the formulation of concept notes for UN Women's interventions.
  • Review and provide technical input to proposals and project reports and advise the programme team on relevant gender issues.
  • Support the programme team to prepare high-quality reports and success stories, as well as project documentation.
  • Work closely with the UNOCHA-Yemen’s Gender Advisor.

Provide technical support to national partners and participate in coordination mechanism:

  • Provide expert guidance and advice to development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality and women’s empowerment.
  • Provide technical assistance and capacity building support to UN Women Yemen partners in project formulation, implementation and monitoring and evaluation related to gender equality and women´s empowerment.
  • Provide training on gender-related issues and priorities to the UN Women Yemen partners in close collaboration with the Gender Advisor- UNOCHA Yemen;
  • Conduct project site visits and mentoring sessions when needed to UN Women partners.
  • Represent UN Women in relevant coordination bodies (i.e. Gender Network, GBV and Protection clusters, and UNSCR 1325 stakeholder meetings) and provide support and input as needed.
  • Take a lead on knowledge products for the Yemen team and possibly the Regional Office.

Deliverables and Payment:

The Gender Advisor will be paid upon receipt of certification of payment based on the accomplished working days and upon satisfactory completion of all the required deliverables review and approval of the submitted reports.

1. Periodic updates and analytical briefs as determined by UN Women team in coordination with the consultant – to be determined and amended on a monthly basis as needed.

2. Technical assistance and capacity building plans in support of UN Women Yemen partners concerning project formulation, implementation and monitoring and evaluation related to gender equality and women´s empowerment.

3. Written documentation, analytical information, and data on gender-related issues.

4. Written documentation and dissemination of success stories related to gender issues.

5. Monitoring and Reporting Requirements: 

  1. Situational and programmatic report on significant developments and events in Yemen regarding gender equality and women’s empowerment sector.
  2. Delivery report on activities and efforts undertaken or completed during the reporting period, upon which payment will be made.

Functional Competencies

  • Outstanding knowledge of general gender equality and women’s empowerment issues in Yemen;
  • Outstanding knowledge of the UN system and understanding of inter-agency coordination processes;
  • Ability to promote and monitor inclusion of gender-specific objectives, indicators, targets and activities in the UN agencies programmes;
  • Ability to help ensure that gender concerns are addressed during the design, monitoring, and evaluation of programmes;
  • Familiarity with the region and women's rights organizations and networks in the region considered an asset;
  • Strong ability to produce well-written documents in Arabic and English demonstrating excellent interpersonal communication skills. 

Qualifications et expériences requises

Education

  • University degree in social sciences (i.e. sociology, demography, psychology, political science or economics), public policy or international development;
  • A concentration in gender is a strong asset.

Experience

  • 15 years of progressively responsible relevant work experience/ demonstrated track record that combines intellectual, strategic and managerial leadership in development programmes. The majority of which should include having undertaken and led substantive programming research on gender and development in key issue areas;
  • Experience in working in emergency and crisis context required;
  • Experience in coordination and advocacy;
  • Experience in building and maintaining relationships with government institutions and donors;
  • Experience at the international level, preferably in developing countries within the UN system, Agencies, Funds or Programmes is an asset.

Language

  • Native speaker of Arabic;
  • Written and oral proficiency in English is required.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation. 
 
Criteria Weight Technical: 70%

  • Criteria 1: The consultant should have a relevant academic qualification (15 points);
  • Criteria 2: 15 years of relevant work experience in gender in humanitarian, WPS and development. (35 points);
  • Criteria 3: The consultant should have demonstrated professional experience with the Yemen context (10 points);
  • Criteria 4: The consultant should have experience in researches and studies on gender and development issues related to political, social, and economic situation in Yemen. (10 points).

Financial: Lowest Financial Proposal: 30%

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/(Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.

  • Financial proposal; Proposed inclusive daily rate.

The above-mentioned documents should be merged in a standalone file including all them since the online application submission does only permit to upload one file per application. Incomplete submission can be a ground for disqualification.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW, and UNIFEM), which focused exclusively on gender equality and women's empowerment.

UN Women is applying a fair and transparent selection process that would take into account both the technical qualification of Consultants as well as their price proposals. The contract will be awarded to the candidate obtaining the highest combined technical and financial scores.
