Sudan seeks to strengthen its capacities to access GCF resources in the short, medium and long-term to enhance climate resilient and low-carbon development in line with the country’s climate change obligations, development priorities and objectives and the Fund’s Initial Investment Framework.

The objective of the Green Climate Fund (GCF) Readiness and Preparatory Support Project is to support the Government of Sudan through its GCF National Designated Authority (NDA) in strengthening national capacities to effectively and efficiently plan for, access, manage, deploy and monitor climate financing through the GCF. The readiness activities will be planned and implemented in line with national policies and priorities. In addition, the project will target two important aspects of the GCF approach, direct access to funds and private sector engagement, both of which will require significant preparatory work before GCF financing.

UNDP is seeking a qualified National Consultant experienced in the institutional arrangements, coordination and capacity development to enable enhancing climate change resilience in the Sudan. The National Consultant will work under the direct supervision of the UNDP Country Office in Sudan and under the guidance of the UNDP-GEF Global Coordinator of the GCF Readiness Programme, the HCENR,  and in close cooperation with the International Consultant in charge of the development of the GCF national programme as well as the institutional arrangements and coordination. In addition to the specific tasks highlighted below, she/he will provide overall technical support and guidance to the implementation of the project, ensuring that the project's benefit from best practices and experiences of GCF readiness projects in other similar countries.

Objective: To provide technical support and guidance to the development of GCF programme while also provide support to all activities designed to strengthen the capacity of the National Designated Authority (NDA), stakeholders’ consultations, and establishment of the no objection procedure.

Scope of Work:

Some of the duties to be undertaken by the Consultant are the following (note: Some of the below mentioned workshops and meetings might be held jointly in case of thematic synergies)

The National consultant will specifically do the following:

  • Develop guidelines for national institutional coordination and effective engagement with GCF:
  • Prepare and hold a coordination meeting introducing the GCF and GCF specific roles and responsibilities to members of the coordination mechanism.
  • Develop guidelines for national institutional coordination and effective engagement with the GCF, including the coordination and engagement processes of the NDA.  Prepare and hold a workshop to promote stakeholders’ awareness and understanding regarding the guidelines and processes.
  • Prepare and hold training sessions to build the capacity of the NDA/FP on climate change risks and impacts on development and implication on gender inclusion in Sudan.
  • Undertake study on climate finance in Sudan
  • Develop a study in close collaboration with the NDA that takes stock of international, public and private climate finance accessed in Sudan from all sources, to assess the current financial needs to fulfil Sudan’s NDC targets. The study will also identify which specific sources of financing could be targeted for individual NDC areas, including from the GCF, from other multilateral, bi-lateral, national public and private sources; whether/how different sources of financing could be blended to cover the identified financial needs for NDC implementation; as well as gaps and needs in Sudan to monitor, oversee and streamline the flows of climate finance.
  • Develop the no-objection procedure for GCF projects:

In close cooperation with the International Consultant in charge of NDA process and GCF country programme:

  • Hold individual consultations with national stakeholders to identify the most appropriate option for a no-objection procedure that matches national circumstances. Based on this, develop a process for the NDA to evaluate, select and prioritize GCF project proposals and to issue the corresponding letters of no-objection. Present the no-objection procedure at a workshop.
  • In close collaboration with the NDA and the members of the coordination mechanism, design guidelines and a process for a periodic structured dialogue between the NDA and national stakeholders. Support the NDA and the members of the coordination mechanism in holding two structured dialogues with national stakeholders potentially interested in developing or benefitting from GCF funding proposals.
  • In consolation with the coordination mechanism, project board and all relevant stakeholders. develop the Sudan's national GCF Programme:
  • In close collaboration with all stakeholders and under the direct guidance of the NDA and the international consultant, develop and finalize the strategic GCF country and associated action plan, ensuring that the programme is gender inclusive and participatory. The programme should consider:  (i) Sudan’s obligations, development objectives and circumstances, strategies, plans, programmes and policies; (ii) ongoing and planned climate change initiatives in Sudan, including of GCF accredited entities; and (iii) how to build on /scale up the ongoing work of other development partners in the country for complementarity, in line with the investment priorities of the GCF.

  • Proved strong interpersonal skills and the ability to initiate discussions about climate change adaptation and reliance issues specifically in the water and agricultural sectors.

Qualifications et expériences requises

  • Education:
  • Master’s degree in environmental/climate change policy, climate change/environment finance; natural resource management, public administration, or other closely related field.
  • Experience:
  • At least 10 years of work experience in climate change policy and/or finance (Max 20 points);
  • Sound understanding of global climate change negotiations and multilateral climate funds, different options for climate change mitigation and adaptation with deep knowledge of different GEF and GCF funding options (Max 20 points);
  • Demonstrated project management experience in Sudan (Max 10 points);
  • At least 5 years of demonstrated experience in providing policy advice in environmental/climate change matters (Maximum 10 points);
  • Language Requirements:
  • Excellent oral and written communication skills in English and Arabic languages (Max 10 points).
