UN Women in Bangladesh is supporting the Government of Bangladesh with the Rohingya humanitarian crisis response. UN Women has developed a humanitarian response programme in partnership with the Ministry of Women and Children Affairs to meet the specific needs of the most vulnerable and marginalized Rohingya Refugee Women and Girls and the women and girls in the host communities affected by the refugee influx in Cox’s Bazar. The objective of the programme is to ensure protection, as well as equitable and safe access of the most vulnerable and marginalized Rohingya women to humanitarian assistance and information, while assisting them to live with dignity. The programme also promotes women’s participation and leadership in the camps and host community and peace and social cohesion building activities. UN Women also co-chairs the Gender in Humanitarian Action Working Group (GiHA) for the Rohingya Refugee Response with UNHCR to promote gender-responsive humanitarian action across humanitarian agencies in Cox’s Bazar and hosts the GenCap Advisor for the Inter-Sector Coordination Group.

UN Women jointly with UNDP implement project titled “Support to community stabilization and resilience” in Cox’s Bazar, funded by German Government. The project aims to address the impact of the influx on host community and governance institutions, while promoting social cohesion and stability. The project also aimed at women and girls among the Rohingya refugees and Bangladeshi host communities, this includes women and men serving in Bangladeshi police, and individuals and organizations providing services to survivors and those at risk of GBV. The project will also contribute in strengthening the capacities, provide logistical support to National police working in Cox Bazar, and Ukhiya and Teknaf upazilas and other actors actively engaged in preventing and mitigating GBV, and thus improve the protection mechanism for the women from Rohingya refugees and host community.

In this context, UN Women is looking to hire a national expert for a short-term assignment to support capacity development for Police officers and relevant stakeholders in Cox’s Bazar.

Objective of the assignment: 

The key objective of the assignment is to support an international expert to conduct training for police and relevant stakeholders to establishing gender responsive policing in Cox’s Bazar for community security for both Rohingya refugee and host community. The national expert will work in Cox’s Bazar under supervision of Head of Sub-Office in Cox’s Bazar and in close collaboration with GBV Programme Analyst and international consultant, as well as with Police and other relevant stakeholders.

Scope of work/ Duties and responsibilities:
The overall goal of this assignment is to support and assist an international expert to organize and conduct the trainings on gender responsive capacity development for police, individuals and organizations.
The national expert will design, and conduct needs assessment with the police and host community to identify capacity development needs in order to strengthening services to identify and manage GBV cases in gender sensitive manner.    Based on the findings of needs assessment, she/he will assist an International expert to prepare and develop a two days training with Police officers (men and women), one day training with women police and on a fourth day for other actors actively engaged in preventing and mitigating GBV.

The national consultant will undertake the major tasks are mentioned below:

  • Design and Conduct needs assessment with the police and other stakeholders to identify capacity development needs for gender sensitive services;
  • Assist an international expert to prepare and develop training with police officers on Police procedures in handling reports of GBV/DV on the basis of the findings of needs assessment;
  • Support the international expert to conduct the training as co facilitator as per need;
  • Facilitate the training session on the GBV national legal and policy framework and gender social norms;
  • Translate training materials and guidelines (developed by the international expert) into user- friendly Bangla to disseminate to the participants of the training.  

Methodology:
The national consultant will assist international expert to formulate a detailed work plan and methodology for the needs assessment and training for the police and other relevant stakeholders to best facilitate the collection of the participants inputs;
IV. Duration of the assignment: The total duration of the contract assignment will be 20 working days within a one and half month period, between 15th of November and 31st of December 2018. The assignment envisages 2 trips to Cox’s Bazar including (i) conducting needs assessment and (ii) supporting a two days training with Police officers (men and women), one day training with women police and on a fourth day for other actors actively engaged in preventing and mitigating GBV.

Expected Deliverables:
The selected consultant is expected to deliver the following:

  • Detailed workplan and methodology of the needs assessment and capacity building workshop;
  • Design and Conduct needs assessment (in Cox’s Bazar) and submit the report;
  • Prepare and organize the training for police including ensuring technical and logistical requirements of the trainings. The specific activities will include (i) prepare workshop agenda and post workshop facilitation notes; and (ii) conduct workshops as co- facilitator with the international expert;
  • Translation of training materials into user friendly Bangla from English for the group of police trained by UN Women;
  • Prepare and submit end assignment report.

Inputs

  • UN Women will provide the Consultant with the relevant documents which would provide a basis for the assignment;
  • The consultant is expected to work remotely using her/his own computer but may access the UN Women office for printing of relevant documents or should s/he be required to work on-site at any point during the assignment;
  • UN Women will support the consultant with logistical arrangements for the field work like conducting training in Cox’s Bazar.

 Performance evaluation:
Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Functional Competencies:

  • Knowledge on gender responsive capacity building and expertise on policing;
  • Experience on developing and conducting needs assessment through FGDs and interview with police and other key stakeholders and ability to extract lessons learnt, and remaining gaps and challenges;
  • Ability to review and revise documents thoroughly with excellent attention to detail and understanding of the overall project goal;
  • Experience in designing and facilitating training and workshops for Law Enforcement Agencies;
  • Strong communication skills, including the ability to convey complex gender equality concepts (translate in to Bangla from English, if required) and recommendations, both orally and in writing, in a clear and simple tailored to match different audiences.

Qualifications et expériences requises

Education:

  • Master’s degree in development related disciplines, gender issues, economics, law, international relations or other social science fields.

Experiences

  • At least 7 years of experience of capacity building and training on gender equality with Government and non-Government actors in Bangladesh;
  • Experience of training with police and law enforcing agencies, women’s human rights and gender equality, gender mainstreaming and gender sensitive approaches;
  • Experience of working with police officers to support survivors of gender-based violence, and relevant stakeholders.

Language

  • Good command of English and Bangla, both written and oral;
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email;
  • Knowledge in Chittagoniyan dialects will be an asset;
  • Previous experience with UN Women would be an asset.

Payments for this consultancy will be based on the achievement of deliverables and certification that each has been satisfactorily completed.
