Malaysia is one of the most rapidly urbanising countries in Asia with more than 71% (as of 2010 census) of the population living in urban areas. The multi-ethnic population of 28.6 million is growing at an annual rate of more than 1.8% where urban growth is around 3.3% whereas rural populations are declining at around 1.3%. The population of Malaysia is projected to grow to 41.5 million by 2040. It is predicted that urbanisation will further outpace growth so that by 2030 about 82% of the population will live in urban areas. This will lead to a population density shift of 71 persons/km² in 2000 to more than 107 persons/km² by 2030. This burgeoning shift has been strongly linked to nearly continuous economic growth since independence.

The Green Technology Application for the Development of Low Carbon Cities (GTALCC) project was initiated to facilitate the implementation of low carbon initiatives in at least five Malaysian cities and showcase a clear and integrated approach to low carbon development. The objective will be achieved by removing barriers to integrated low carbon urban?planning and development through 3 components :

  1. Policy support for the promotion of integrated low carbon urban development, which will enable cities to implement and adopt integrated low carbon urban development plans;
  2. Awareness and institutional capacity development, which will expedite appraisal, approval and the implementation of strategic urban development, and ensure cities are aware of planning and implementing low carbon technology applications, and;
  3. Low carbon technology investments in cities, where there is an increase in investment in low carbon technologies with more low carbon projects implemented.

The project will be implemented over 5 years in Cyberjaya, Iskandar Malaysia, Melaka, Petaling Jaya, and Putrajaya. It is expected to be generate direct GHG emission reductions of 346,442 tonnes CO2eq by end of project and 2,152,032 tonnes CO2eq over the lifetime of project investment.

The Ministry of Energy, Science, Technology, Environment and Climate Change (MESTECC) is the implementing partner of this project. The Sustainable Energy Development Authority (SEDA), an agency under MESTECC is the implementing agency of this project.

The project is currently preparing the National Low Carbon Cities Masterplan and Policy Roadmap which is hoped to provide the necessary policy tools to achieve the following objectives:

  1. To address the existing planning and development policies, standards and guidelines regarding low carbon integrated urban development and local capacity to implement central government policies;
  2. To evaluate the effectiveness of existing planning and development policies, standards and guidelines on low carbon cities;
  3. To consolidate the existing national and sub-national policy and regulatory frameworks on low carbon urban planning and development in Malaysia;
  4. To provide local authorities a standard policy tool to enable cities to implement and adopt integrated low carbon urban development plans and programmes.
  5. To chart a roadmap to drive the nation’s low carbon cities agenda and initiatives for the immediate, medium and long term involving the public and the private sector.

UNDP is currently seeking a qualified Chief Technical Advisor to provide advisory and technical assistance to support the implementation of the GTALCC project. The Chief Technical Advisor will work closely with the National Project Manager, Component Managers, and project consultants; and in consultation with the UNDP Programme Manager.?

The responsibilities of the Chief Technical Advisor as stated in the Project Document (ProDoc):

“A Chief Technical Advisor (CTA) will provide strategic advise and technical oversight for the project to ensure that all outputs are high quality and consistent with the effective delivery of results according to the Project Document. The CTA will report programmatically to the Co-Chair of the National Steering Committee (NSC) and the National Project Director (NPD). The CTA will chair the Technical Advisory Group and will advise the NSC and NPD on any technical issues or risks which may impact on the results of the project, and will work closely with the National Project Manager on a day-to-day basis to support the project’s technical decision making.”

 

The above responsibilities and the following tasks may be revised accordingly (and mutually agreed) during the contract inception period to suit the dynamic nature of the project. In principal, the CTA will perform the following tasks:

  • Review available baseline information and indicators referring to the Project Document, Project Implementation Reviews, Annual Project Report and internal progress reports;
  • Provide overall project advisory services and technical assistance to the National Project Manager and Component Managers, and other project consultants in consultation with UNDP Programme Manager;?
  • Provide support and advice for the preparation or revision of key planning, monitoring and evaluation documents such as the Annual Work Plans (AWPs) for 2019 and 2020, the Results and Resources Framework (RRF), Project Implementation Reviews (PIR), progress reports, monitoring and review reports;
  • Provision of technical advice to Component Managers in implementing planned activities and monitoring the project implementation and performance, in particular the technical quality of outputs;
  • Review and provide comments on the technical reports and knowledge sharing materials produced by components;
  • Assist in the drafting and preparation of relevant Terms of Reference for international and local consultants through guidance and comments;
  • Provide up-to-date best practices and hands-on recommendations in the subject area to the project team for efficient delivery of output and resources.;
  • Provide technical input in the development of policies specifically the National Low Carbon Cities Masterplan and Policy Roadmap;
  • Provide inputs and necessary substantive support to the project team during the project’s Mid-Term Review process in Q1 2019 (TORs, discussion with evaluators, development of management responses, and?team preparation for mid-term review);
  • Evaluate the readiness of the local authorities representing the 5 participating cities in terms of integrated low carbon urban planning which includes review of the cities’ low carbon action plans and greenhouse gas (GHG) emission inventories;
  • Provide technical input on development of a standard citywide GHG data model for effective GHG accounting;
  • Provide technical input and review assistance to ongoing studies and reports commissioned by the project;
  • Support the project team in preparing component or output-based concept of strategy papers and implementation manuals or guidelines;
  • Provide technical input on awareness and institutional capacity development;
  • Provide technical input on low carbon technology investments in terms of financing and incentive mechanism with more emphasis on private financing;
  • Support SEDA and MESTECC in development of policies on low carbon cities;

Preparation of policy briefs and knowledge products on low carbon cities for UNDP Malaysia;

  • Provide guidance to the management of SEDA in monitoring of the project;
  • Contribute towards mainstreaming gender equality throughout all project activities during project implementation period, and
  • Any other duties required by the project;
  • Provision of guidance to the National Project Manager (NPM) in coordinating the management and implementation of planned activities as set out in the Project Document.

Methodology:

The consultant will report to the National Project Manager in consultation with the UNDP Programme Manager and will work closely with the GTALCC project team based at the Sustainable Energy Development Authority (SEDA). The methodology includes desk research, data collection, active consultation, engagements with MESTECC, PLANMalaysia, Ministry of Housing and Local Government, state governments and local authorities representing the 5 participating cities.

Terms of Payment:

The fee is payable upon satisfactory completion and acceptance of the deliverables by SEDA/MESTECC and UNDP Malaysia. Please refer the above schedule of payments.??Prices should be in US Dollars Per day rate inclusive?all expenses (insurance, local travels and communications) related to the assignment. The consultant is responsible for payment of all relevant taxes.?

 

Duration:

The engagement is expected to be completed in 6 months after signing of work contract by successful bidder. The deliverables and timeline are as per the Financial Proposal form. The consultancy will take place from 1 December 2018 for a total of 6 man-months, where 10 days per month is expected to be based in SEDA's office in Putrajaya.

Qualifications et expériences requises

  • Master’s Degree in urban and regional planning, environmental policy, climate change policy, sustainable development, or any other similar field;
  • Bachelor’s Degree with similar field as above, with more than 15 years of working experience is accepted in lieu of the Master’s degree.

 

Experience:

  • Minimum of 15 years of mixed experience in the areas of climate change mitigation, sustainable development urban planning, smart cities and formulation and implementation of low carbon cities/green cities policies;?
  • Well acquainted with roles and functions of different stakeholders at the national, state/regional, local governments and private sector in the low carbon city context;
  • Understanding of the Malaysian context is an advantage;
  • Proven expertise in conducting GHG emissions or inventory related calculations;
  • Experience in low carbon or green technology financing is an added advantage;
  • Experience in UNDP/GEF projects in the past is an added advantage.

 

Language Requirement

Fluency in both written and spoken English.

Criteria for selection of the best offer:

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions.? Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  1. The technical proposal including educational background and experience on similar assignments will be weighted a max. of 70%;
  2. The financial proposal will weigh as 30% of the total scoring.
