The 2030 Agenda represents a paradigm shift that requires a different way of dealing with the development issues, responses and solutions.  The speed, dynamics and complexity of today’s challenges are fundamentally different from previous eras in history.

In this context, UNDP will build a network of 60 Country Accelerator Labs as the largest, fastest global network on development challenges in order  to  match the complexity of development challenges and rapidly accelerate progress toward SDGs.  The Network is a deliberate effort to test new methods and approaches on an unprecedented scale, to surface and accelerate development solutions based on local demand and Dynamics, and mobilize a wide and dynamic partnership of actors contributing knowledge, resources and experience.  The Lab network will build on the existing policy innovation work of UNDP and tap into the collective knowledge of organizations working on the cutting edge of new approaches to development.  

 

The envisaged result will be new approaches to development solutions, embedded within UNDP’s global architecture and country support platforms.  We will do this by building on locally-sourced solutions, finding things that work and expanding on them; rapid testing and iterating to scale what works and go beyond obvious solutions; combine the best understanding, ideas and expertise; and accelerate progress by bringing expertise, creativity and collective intelligence to bear.

A.     Scope of work, expected outputs and deliverables

In this context, the consultant will craft the strategic communications and partnerships guide for the initiative.  Specifically, this will entail the following deliverables:  

·        The ‘About Us’ overview: covering missions, vision, and USP; a series of counter messages anticipating and flagging misconceptions and perceptions of Labs as delivery mechanisms of change; and initial product catalogue (an ID card of what Lab offering is).  Timeline: January 10th 2019

·        The ‘Partner-Brief’ that includes geographically and sector ally relevant partners, relevant value-proposition of the initiative for each sub group, and a call to action designed with the intention to leverage their expertise and local know how to accelerate design of better solutions for SDGs: January 30th 2019

·        Strategic Communications and Partnerships guide including both the content (branding, graphics and distinct look/profile and voice of the initiative, video interviews, web material, key presentation materials) and execution (methods to address key internal/external questions and requests, means of leveraging progress from the field for communication and partnership purposes): March 15th 2019

·        Roll out plan for the Strategic Communications and Partnership guide: May 2019

 

 

 

B.     Institutional Arrangements

The Strategic Partnerships and Communications consultant will report directly to the Accelerator Lab Network co-leads in the UNDP Executive Office.  During their work, the consultant will interact closely with both UNDP communications colleagues and staff involved in the Lab Network.

 

C.     Duration of the work

The duration of the assignment is 6 months, starting at the day of the contract signature and during the period between November 15th 2018 to May 15 2019.  This timeframe is set against UNDP’s broader efforts to operationalize the Accelerator Lab network.

 

D.     Duty Station

The assignment is home based with missions to the UNDP headquarters in New York and potential 1 or 2 regional hubs as determined by the contracting team.

Qualifications et expériences requises

  • Bachelor’s degree in Strategy Design or related field (with minimum of 5 years in a related field)
  • Proven experience in a senior role managing strategic partnerships and communications in the field of social innovation
  • Flunecy in English in written and spoken English

 

Application Procedure

  • The application package containing the following (to be uploaded as one file):

  • Online application with brief description of why the Offeror considers her/himself the most suitable for the assignment; and
  • Personal CV, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.
  • Note: The above documents need to be scanned in one file and uploaded to the online application as one document.

    Candidates meeting mininum requirements will be contacted to submit a Financial Proposal.

    The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day - lunch time is not included - and estimated 21.75 days per month).

    The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.

    In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
    If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

    The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to those meeting minimum requirements.

    Evaluation Process

    Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below.  Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.
  • Technical Evaluation - Total 70% (700 points):

    Criteria 1- Masters degree in Finance, International Relations, Business Management, with demonstrative interest/focus on impact management.  (10% weight; maximum 70 points)
    Criteria 2 - Proven practical working experience in the field of impact management. (50% weight; maximum 350 points)
    Criteria 3 - Proven knowledge of impact management principles, practices, standards, including the work of IMP and similar entities (20% weight; maximum 140 points)
    Criteria 4 - Strong knowledge of international development issues, programmes, and finance  (20% weight; maximum 140 points)

    Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

    Financial evaluation - Total 30% (300 points)

    The following formula will be used to evaluate financial proposal:

    p = y (µ/z), where
    p = points for the financial proposal being evaluated
    y = maximum number of points for the financial proposal
    µ = price of the lowest priced proposal
    z = price of the proposal being evaluated
     Contract Award

    Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.

    Institutional arrangement

    The consultant will work under the guidance and direct supervision of the Project Manager and will be responsible for the fulfilment of the deliverables as specified above.

    Payment modality

  • Payment to the Individual Contractor will be made based on the actual number of days worked, deliverables accepted and upon certification of satisfactory completion by the manager.
  • The work week will be based on 35 hours, i.e. on a 7-hour working day (lunch excluded), with core hours being between 9h00 and 18h00 daily.
