Background:

UN-Women allocates and administers grants to civil society organizations (CSOs) as part of its work to advance gender equality and women’s empowerment. This is done at a decentralized level via its field offices or through centralized grant-making mechanisms, such as its own Fund for Gender Equality, or funds that it manages on behalf of the UN System such as the UN Trust Fund to End Violence against Women and the Women Peace and Humanitarian Fund. UN Women is also in the process of promulgating a small grants policy for funds to civil society partners under US$50,000.

To further pursue grant-making as a programmatic business-line, it is important to map, capture and analyze all existing practices and procedures in UN-Women for grant allocation and to develop a more coherent and aligned policy approach for the entity as a whole to ensure high relevance and potential for impact in the lives of the most marginalized women and girls across the globe.

The objectives of this consultancy will be to produce a Grant-making Policy, Procedures and Guidelines document that will provide an overall framework for UN-Women’s use of grant awards to support innovative and strategic initiatives by CSOs to reach women and girls furthest behind, either within the context of a larger project and contributing to the overall goal and outcome of the project, or as a stand-alone programmatic modality to advance the gender equality agenda and the outcomes encompassed in UN-Women’s strategic plan, mandate, and the UN’s Sustainable Development Goals (SDGs).

B.           Scope of work and expected outputs:

Under the supervision of the Chief of the UN Trust Fund to End Violence against Women (UNTF) and support from an established UN-Women grant-making taskforce, the consultant's work will have the following scope:

  1. to map all existing grant-making mechanisms (mandates, policies, procedures and guidelines)
  2. provide a short analysis of opportunities, challenges and risks involved to existing modalities of grant allocation to civil society with options for UN-Women to consider;
  3. develop a UN-Women wide Grant-making Policy, procedures and guidelines as relevant and appropriate for grant allocation

Implementation:

This consultancy will be implemented in following phases:

Phase 1/ Consultation & Mapping: 

  • Consult with all relevant Teams and Units such as the UN Trust Fund to End Violence against Women (UNTF), the UN Women Fund for Gender Equality (FGE), the Women Peace and Humanitarian Fund (WPHF), Afghanistan fund, the Pacific Facility Fund, any other UN Women fund, relevant UN Women stakeholders, and external grantmaking mechanisms for gender equality and women’s empowerment.
  • Conduct a mapping of all existing large and small grant-making mechanisms in UN-Women as well as instances where grant-making has been used as a significant project component; and review background information
  • Collate all the policies, procedures and guidance followed by each grant-making mechanism, the UN Women Programme and Operations Manual (POM), and OAI recommendation on Corporate issues, the current situation, and best practices in the UN system.

Phase II/ Policy Development:

  • Based on the above, provide sound analysis of the current practices and all opportunities, challenges and associated risks (if any).
  • Draft the policy, procedures and guidelines document and a draft UN Women Grant Agreement that will allow UN Women to provide grants to CSO partners in support of their deliverables. This should take into consideration exceptions based on UN Women’s mandate and who we aim to fund (e.g. small women’s organizations or those working in humanitarian settings for example).

Phase III/ Feedback & Finalization:

  • Socialize draft policy, procedures and agreement with relevant stakeholders in UN WOMEN HQ units and the Regional / Country Office and receive feedback.
  • Finalize documents based on feedback received.

Deliverables:

  1. Full overview and functional analysis of all existing UN Women's grant-making mechanisms and modalities including their mandates, policies, procedures and guidelines including analysis of opportunities, challenges and risks involved to existing modalities of grant allocation to civil society;
  2. A draft concept note presenting options for a corporate decision by UN Women for modalities, policies and procedure for allocation and management of grants, based on a review of relevant documentation, discussions with all stakeholders, the current situation, any relevant UN wide policies and procedures and best practices.
  3. UN Women Grant-making Policy, Procedures and Guidance and Grant Agreement that contains the minimum requirements to be followed for all UN Women grants awarding purposes.

Timeline:  4 months.

C.           Duration and duty station for the assignment   

The duration of the assignment will be four months. The position is home-based with a potential mission to New York. UN Women will provide all necessary data and contacts.

D.           Fees and Schedule of Payments

The position will be remunerated based on specified deliverables. The successful candidate will receive his/her payment, based on the following tentative payment schedule:

  • 20% of the contract amount upon approval of the work plan;
  • 40% of the contract amount upon submission and approval of the draft concept note presenting options;
  • 40% of the contract amount upon submission and approval of the final Grant Policy.

The Chief of UN Trust Fund to End Violence against Women (UNTF) will certify the deliverables.

Qualifications et expériences requises

Qualifications required:

NOTE: All applicants must address each selection criteria detailed below with specific and comprehensive information supporting each item.

Education:

Master’s degree in Gender, Organizational Management or related field.

Experience:

  • Over 7 years of experience working in the field of grant making, preferably in the international development context
  • Excellent work experience with civil society, especially women-led CSOs and funds management
  • Familiarity with UN-Women and the UN system is considered an asset
  • Excellent communication and Interpersonal relation skills
  • Excellent diplomatic skills
  • Is able to convene message to different audiences
  • Client-oriented
  • Working knowledge of mission-driven organizations and the UN system

Language:

Excellent spoken and written English.

G.           Application Procedures:
