Historique

Due to a long period of neglect and under-investment, urban infrastructure in BiH, public and residential buildings, energy systems and utilities, waste management, and transport, are now in need of expansion and modernization. From a global environmental standpoint, this situation contributes to a steady increase in greenhouse gases (GHG) emissions, primarily associated with energy use in public facilities. Public facilities are also the largest energy users and GHG emission sources in municipalities in BiH. Modernization, upgrade and expansion of municipal buildings, infrastructure, and services in BiH will improve the quality of urban life and achieve a range of important local and global environmental and sustainable development benefits.

To achieve abovementioned, this Project strives to leverage investment for transformational shift towards low-carbon urban development (LCUD) in Bosnia and Herzegovina thereby promoting safer, cleaner, and healthier cities and reducing urban GHG emissions. To enable this transformational shift, the Project will facilitate implementation of technically and economically feasible low-carbon solutions in key urban sectors and promote their wider uptake by municipalities and private sector via a dedicated financial mechanism established within the national environmental finance framework. The Project will also accelerate the implementation of a policy and regulatory framework supportive to low-carbon investment in cities. First, it will support key environmental finance institutions (i.e. environmental funds) to establish innovative financial mechanisms for LCUD (Component 1). Under Component 2 and 3, the Project will work at the local level with relevant public authorities to help build their capacities to identify, carry out and monitor low-carbon projects in key urban GHG emitting sectors, public facilities, and utilities (Component 2) and waste management and logistics/transport (Component 3). Finally, under Component 4, at the entity/sub-national level the Project will work with relevant public authorities to design and adopt policies and regulations to enable the scale-up low-carbon investment. In addition, national awareness raising, and an advocacy campaign will be conducted to secure public support and promote behavioral changes towards low-carbon urban living.

The Project has been financed by Global Environment Facility (GEF) and is directly implemented by UNDP Bosnia and Herzegovina Country Office.

Therefore, the purpose of the position of a national consultant for review of institutional framework, legal and strategic documents for harmonization of rules and regulations in BiH related to energy management (entity and B-H level) is to conduct review of relevant documents as precondition for achieving the harmonization of institutional, legal and strategic framework of energy management sector in BiH (entity and B-H level).

Devoirs et responsabilités

Consultant will conduct:

  • Identification of possibilities for advancement in assurance of standardized roles and responsibilities, rules and strategic goals within the energy sector in BiH, focusing on following aspects:
    • Identification of institutional framework to enable energy management system in BIH (entity and B-H level).
    • Identification of standardized roles and responsibilities, rules and strategic goals within the energy management area of work in BiH (entity and B-H level).
  • Recommendations (based on identification) for establishment of the energy management system at State level in BiH, focusing on:
    • Development of the relevant document in form of the Regulation or Decision on the establishment of the energy management system at the State level;
    • Development of the detailed training programme (teaching plan) for establishment of the energy management system at the state level in BiH.

Deliverables/outputs:

  • Report on identified possibilities for advancement in assurance of standardized roles and responsibilities, rules and strategic goals within the energy sector in B-H (entity and B-H level) with focus on: Identification of institutional framework to enable energy management system in BIH (entity and B-H level) and identification of standardized roles and responsibilities, rules and strategic goals within the energy management area of work in BiH (entity and B-H level) - 10 days, by 20 December 2019, 20%;
  • Development of the relevant document in form of the Regulation or Decision on the establishment of the energy management system at the State level - 20 days, by 15 January 2019, 40%;
  • Development of the detailed training programme (teaching plan) for establishment of the energy management system at the state level in BiH - 20 days, by 15 March 2019, 40%.

Qualifications et expériences requises

Academic Qualifications/Education:

  • PhD degree in energy, economics or political sciences.

Experience:

  • At least 10 years of experience in conducting research and providing consultancy services related to institutional, legislative, and strategic frameworks of energy sector or similar (experience from B&H preferred);
  • Scientific and professional experience in the field of analysis and planning;
  • Experience in data collection and thorough identification of documents for at least 2 different projects in field of energy (experience from B&H preferred);
  • Experience in the field of energy management and energy efficiency;
  • Intensive experience in knowledge management and networking in Bosnia and Herzegovina, the Western Balkans and with international research/development institutions;
  • Experience in policy development and monitoring in energy sector in Bosnia and Herzegovina;
  • Experience in policy development in environment/energy;
  • Experience as Project Manager of various assignments (feasibility studies, grid impact studies, training courses, business planning, development and implementation of international and national projects related to sustainable development etc.);
  • Experience in networking in the region especially in the area of energy transition;
  • Knowledge of the data gathering process, organization and conducting thorough identification of relevant documents related to energy market;
  • Proven record of delivery of services demonstrating excellent data collection and analytical skills is required.

Languages Requirements:

  • Fluency in both written and spoken local languages and English.

Only candidates obtaining a minimum of 49 point would be considered for the Financial Evaluation.

Technical  criteria:

  • Criteria A: Methodology (document which contains brief explanation on approach to conduct the work) - Weight:50%, Maximum points: 50;
  • Criteria B: Experience in the field of energy management and energy efficiency; evaluated based on the information provided in CV - Weight:10%, Maximum points: 10;
  • Criteria C: Experience in policy development in environment/energy; evaluated based on the information provided in CV - Weight:10%, Maxumum points: 10;
  • Criteria D: Ratings based on shortlisting criteria (Academic qualifications/education; Relevant professional experience; Fluency in local languages and English - Weight: 30%, Maximum points: 30.

Financial criteria: Price offer from candidate (lump sum offers in BAM, calculated using prevailing UN exchange rate) - Weight: 30%, MAximum points: 30.

Long/Shortlisting Criteria:

  • Academic Qualifications/Education - Max 25 points;
  • Relevant professional experience:  At least 10 years of experience in conducting research and providing consultancy services related to institutional, legislative, and strategic frameworks of energy sector or similar (experience from B&H preferred); Scientific and professional experience in the field of analysis and planning; Experience in data collection and thorough identification of documents for at least 2 different projects in field of energy (experience from B&H preferred); Intensive experience in knowledge management and networking in Bosnia and Herzegovina, the Western Balkans and with international research/development institutions; Experience in policy development and monitoring in energy sector in Bosnia and Herzegovina; Experience as Project Manager of various assignments (feasibility studies, grid impact studies, training courses, business planning, development and implementation of international and national projects related to sustainable development etc.); Experience in networking in the region especially in the area of energy transition - Max 70 points;

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
