The government of the United Republic of Tanzania has stepped up its effort against corruption, with greater campaign on anti-corruption, shored-up law enforcement, increased judiciary budgets, and expedited adjudication of corruption cases (John, 2016; Daily News, 2017; Citizen, 2016; Guardian, 2017).

Since 2014, high-profile arrests and charges have targeted members of the ruling elite and top public officials, including the successful 2015 prosecution of two former senior cabinet ministers on corruption-related abuse-of-office charges (Tanzanian Affairs, 2017; Citizen, 2015).

UNDP in Tanzania is implementing a project to support establishment and consolidation of a local chapter of the UN Global Compact in Tanzania, aiming to encourage the adoption of socially responsible business practices in Tanzania.

Both regionally and globally, a clear business case has repeatedly been underscored for businesses to behave in a manner that promotes ethical business practices, transparency and fair competition in the private and public sectors for the benefit of companies; the economy, the citizenry and the environment.

Global Compact Network Tanzania  plays a key role to  raise awareness of businesses and non-businesses on the benefits of operating in a responsible way, adhering and reporting on the Ten UN Global Compact principles. The UN Global Compact’s tenth principle against corruption underlines the shared responsibility and willingness of the private sector to play its part in reducing corruption.

With an emphasis on bringing anti-corruption and good governance and ethics elements together, through supporting engagement (collective action) and dialogue between signatories, government, civil society and other partners.

Against this background Global Compact Network Tanzania and its working group (PCCB, TPSF, NAOT, PPRA, CHRAGG and Policy Forum) has embarked on an initiative to promote adaption and adoption of standard ethics and integrity in the business operations by business in Tanzania through full integration of integrity pledge measures.

In order to promote and encourage the participation of Businesses and non-businesses in complying with 10 UN Global Compact principles and managing an ethical business and social activities, as well as to share the experience related to Corporate sustainability concept, it was proposed to develop Private Sector Collective Action Against Corruption to Advancing UN Global Compact 10th Principle.

Global Compact Network Tanzania in collaboration with Tanzania private sector foundation with support of UNDP is in the process of developing a guideline for business ethics (Code of Conduct) which will be promoted within the business community across the country.

The guideline shall guide the conduct of the private sector with respect to provision and acquisition of services from one another, and from business facilitating institutions and government agencies. The guidelines will incorporate the United Nations Convention against Corruption and other universal principles recognized as basic principles for responsible global citizenship for any business.

Within this context, UNDP through its support of the Establish and consolidation UN Global Compact Network Tanzania wishes to recruit an International consultancy firm to develop guidelines for the Private Sector Collective Action Against Corruption to Advancing UN Global Compact 10th Principle in Tanzania.

Devoirs et responsabilités

  • Review various anti-corruption initiatives on private sector i.e. methodologies/approaches, legal frameworks and implementation, code of conduct and integrity pledge highlight best practices in Tanzania and elsewhere in the world and analyze on how to adapt and adopt to the Tanzania context:

           The process will be undertaken through three phases;

  • Phase 1 – Develop and localize business compliance guidelines i.e. incorporate Tanzanian legal principles) for large companies and SMEs; formalize the principles through public - private sector recognition and endorsement.

  • Phase 2 Design an anti-corruption compliance program that includes Tanzanian service providers and locally trained experts that can provide training, consulting, and auditing services to Tanzanian companies. The compliance program should be tailored to the needs of Tanzanian firms/businesses but should be part of a pan-African initiative on anti-corruption compliance. The provider should be able to roll out a program and tool kit. The tool kit will include training materials, media and game for learning, compliance audit resources, facilitators manuals and more.The program should cater to both large companies and SMEs and include workshops, clinics and a pilot training to test the service offering.

  • Phase 3 – develop compliance system for collective action members and start auditing interface or/and integrate into reputable global database system for member companies.

Qualifications et expériences requises

Academic Qualifications

  • Master’s in political science, Law, International Relations, Economics, Public policy or related field;
  • Other trainings in the area of assignment will be an asset.
  • Experience
  • At least 10 years of professional experience in the knowledge of Private Sector approaches in fighting corruption. (Creating and or leading collective action initiatives are an added advantage);
  • Professional knowledge and/or practical experience in dealing with corruption or closely related issues (examples of previous work may be requested);
  • Knowledge of the UN Global Compact’s approach to engaging business on the 10th Principle is an added advantage;
  • Relevant experience in working with issues related to corporate governance, anti-corruption, or compliance;
  • Past experience working with private sector and/or UN system related project is an advantage.

Language requirements

  • High level written and oral communication skills in English.
