Historique

The consultancy is planned within the Local Integrated Development (LID) Project (2016 – 2018). The project is primarily funded by the European Union and co-funded and implemented by United Nations Development Programme (UNDP) in Bosnia and Herzegovina (BiH). As part of the UNDP BiH’s Rural and Regional Development Sector’s portfolio, the LID Project has an overall objective to raise the standards of living, and improve social cohesion in Bosnia and Herzegovina through inclusive sustainable socio-economic development. LID interventions are streamlined along two main pillars: governance, and economic development and job creation. LID will work with 21 selected local governments, grouped together in 4 geographic clusters in the areas primarily affected by floods and areas with a large percentage of returnees/internally displaced persons. The main beneficiaries of the project are 21 local governments, 30 MSMEs and 300 rural households, 50 civil society organizations and grass-root citizens’ groups in target communities, 5,000 members of socially excluded and vulnerable groups, and 3 relevant higher government level institutions. The main partners are the BiH Ministry for Human Rights and Refugees and the two entity governments.  

The Project intended results are as follows:

  1. Local community partnerships are capable of defining and steering effective local socio-economic development as per local needs;
  2. Investment needs in target localities are addressed to deal with long-term consequences of the 2014-floods and achieve objectives of local integrated development strategies/action plans; and
  3. Job creation and income generation needs of local communities are addressed, in particular for returnees and IDPs, households affected by the 2014-floods and other vulnerable groups.

As part of the intended “Result 2”, the Project support local governments to implement infrastructure projects recognized in local development strategies. The purpose of the consultancy is to contribute to improved communal services in selected local governments. The main objective of the consultancy will be to offer independent quality assurance through supervision of construction works in local governments and enable successful implementation of the infrastructure projects supported by LID.

Devoirs et responsabilités

This consultancy will provide independent quality assurance in the process of implementation of the following projects:

  1. Construction of the primary sanitation system in the part of the settlement of Odžak-Novo Naselje;
  2. Construction of sanitation system in the local community of Modrica 3;
  3. Construction of water supply system in Odžak municipality (Phase IV);
  4. Construction of water supply system in Gradiška municipality.

The Consultant will be responsible for provision of the following tasks:

  1. Analyze in detail and get familiar with technical documentation related to subject construction works;
  2. Provide effective management and administering of the contracts in line with UNDP rules and regulations;
  3. Actively oversee execution of the works by the construction companies, as well as the work of specialized legal entities responsible for primary site supervision.
  4. Control quality and quantities of executed works and in-built materials.
  5. Provide technical advice when needed, hold regular site meetings with the contractors, site superintendents and beneficiaries and provide minutes;
  6. Regular (minimum twice a month) and ad-hoc meetings with contractors, beneficiaries and primary site superintendents in each location;
  7. Liaise with primary site superintendents, request progress reports and advise them on all issues concerning their duties, when needed;
  8. In coordination with Programme Manager, review and arbiter on eventual requests concerning increase of quantities of the works or additional works;
  9. Ensure submission of Performance security as per Contract provisions;
  10. Keep track of the correspondence with contractors, beneficiaries and supervisors;
  11. Inspect on-site technical documentation making sure that one copy of the following documents is kept for UNDP archives upon the completion of works and issuance of final inspection certificate;
  12. Coordinate and manage final inspection of the completed works;
  13. Verify and sign interim and final payment certificates prepared by the contractors;
  14. Provide progress reports to the Programme manager as requested.

While the primary site supervision will be done by the specialized legal entity, the Consultant will provide second-level quality assurance for the above mentioned contracts, which will require close cooperation with the site superintendants and the contractors.

It is envisaged that this task will be delivered during the period December 2018 - April 2019 and the level of effort will not exceed 30 expert days.

Deliverables/outputs:

The Consultant is responsible for the following deliverables:

  1. Quality assurance and administration of the contracts related to execution of the construction works in Odžak, Gradiška and Modrica, implemented under LID and CIDI projects; Regular field visits to each construction site, at least twice a month; Verify and sign interim payment certificates prepared by the contractors - 20 expert days,  by beginning of March 2019, 65%;
  2. Coordinate and manage final inspection of the completed works; Verify and sign final payment certificates prepared by the contractors - 7 expert days, by mid of March 2019, 25%;
  3. Final report - 3 expert days, by end of March 2019, 10%;

Qualifications et expériences requises

Academic Qualifications/Education:

  • Advanced degree in civil engineering or architecture from a recognized university.

Experience:

  • At least 5 years of relevant experience in the relevant field of architecture/civil engineering, especially in construction supervision and quality assurance;
  • Professional licensure in areas of architecture/civil engineering in accordance with Entity Spatial Planning and Construction Acts and relevant by-laws;
  • Proven experience in work of technical acceptance committees for public buildings and evaluation of works in regard to relevant regulations and by-laws.

Languages Requirements:

  • Excellent writing and oral communication skills in in the official languages in Bosnia and Herzegovina and in English.

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Qualification Requirements:

  • Advance degree in civil engineering or architecture from a recognized University - Weight: 50%, Maximum points: 50;
  • Professional licensure in areas of architecture/civil engineering in accordance with Entity Spatial Planning and Construction Acts and relevant by-laws - Weight: 50%, Maximum points: 50;

 Only candidates obtaining a minimum of 90 points would be considered for Technical Evaluation.

Technical Evaluation:

  • Qualification Score - Weight:10%, Maximum points: 10;
  • Experience in the relevant field of architecture/civil engineering, especially in construction supervision and quality assurance - Weight:35%, Maximum ponts:  35;
  • Experience in work of technical acceptance committees for public buildings and evaluation of works in regard to relevant regulations and by-laws - Weight: 35%, Maximum points: 35;
  • Familiarity with entity spatial planning and construction acts and relevant by-laws - Weight: 20%, Maximum points: 20;

Only candidates obtaining a minimum of 70 points would be considered for the Final Evaluation.

Final Evaluation

The final evaluation score will be based on Combined Scoring Method where technical evaluation will be weighted a maximum of 70% and combined with the financial offer which will be weighted a maximum of 30%.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Financial Criteria weight- 30%
