Over the last decade, Khyber-Pakhtunkhwa’s Merged Areas have experienced security challenges and large-scale population displacements. Since 2014, a combination of military operations and political reform process culminated in the merger of the Federally Administered Tribal Areas into neighboring Khyber Pakhtunkhwa province. The merger, one of the most consequential political reforms in Pakistan’s 70-year history, is an unprecedented extension of constitutional rights and governance structures to 5 million of the poorest people in Pakistan.

The reform process includes the introduction of constitutional rights, elected local governments, rule of law institutions, and empowered legislature, fundamentally changing the relationship between the citizen and the state.

UNDP seeks a Reporting and Knowledge Management Consultant to strengthen narrative reporting, promote thought leadership, and compile a knowledge and evidence base. The first requirement of the project is that all our reporting should be readily understandable, representing both clarity of thought as well as clarity of writing.

Duties and Responsibilities

The Reporting and Knowledge Management Consultant will work with the reporting team to compile project reports and optimize knowledge sharing (KS) and knowledge management (KM) of the project. This will be done both internally for the project, as well as externally, as a service the project offers to key national and international partners supporting governance and reforms.

The Reporting and Knowledge Management Consultant will be based in UNDP’s Islamabad office, with regular travel to Peshawar.

Following are the detailed duties and tasks of the Specialist:

  1. Compile and edit all project reporting and knowledge products:

  2. Compile and edit all project reporting to meet international quality standards. International standards in this context are difficult to define, but the Economist Magazine’s Economist Style Guide is an accepted benchmark.

  3. Compile and edit quarterly and annual project donor reports, weekly and thematic briefs. Ensure all materials receive appropriate management review.

  4. Contribute to the narrative and evidence base for the project reporting, monitoring and evaluation;

  5. Edit technical assistance documents;

  6. Draft, quality control review, and ensure approval by project manager and senior management of short information products based on donor and technical assistance contributions, lessons learned, and results;

  7. Travel to Peshawar and other locations to interview technical assistance team, partners, and key stakeholders;

  8. Collect and write up project notes, lessons learned and best practices:

  9. Gather the core lessons learned and best practices of the project, developing a narrative that can be tested against the project results, indicators and targets, and using existing internal and external project evaluations and assessments;

  10. Contribute to improving project monitoring, evaluation and learning (MEL) tools;

  11. Partake in important project meetings and collect/collate information and essential notes;

  12. Update and implement the FGP knowledge management tools and facilitate learning on best practices and lessons: 

  13. Evaluate current knowledge management practices, and propose a comprehensive knowledge management strategy for the project;

  14. Implement knowledge management strategy to ensure FGP has a fully operationalized contemporary knowledge management practices in which relevant data, information and knowledge on the issues are systematically acquired, stored, continuously updated (and disseminated internally and externally to counterparts, donors and other stakeholders as appropriate);

  15. Ensure that FGP has an up-to-date, easy-to-access database of lessons learned and best practices in the areas of policy innovation, programme planning, design, implementation, monitoring and evaluation to influence FGP/UNDP programme policy, official programme guidance and policy dialogue;

  16. Mentor and train project staff in reporting and knowledge management

Qualifications et expériences requises

  1. QUALIFICATIONS – EDUCATION, EXPERIENCE AND LANGUAGE:

  • Masters degree in any social science, law or public policy from a well-recognized institute
  • Minimum of 5 years of progressive experience in international development work, with focus on report writing, monitoring, evaluation and learning (MEL), generating project reports, stakeholder and team coordination in international development organizations;
  • Experience in working at the country level including countries experiencing political transitions;
  • Excellent written and oral communication skills and ability to get consensus and collaboration;
  • Ability to think and work logically and work precisely with attention to detail;
  • Ability to write clearly and concisely;
  • Work experience in Pakistan is strongly preferred;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc);
