In 2015, UNDP launched the implementation of the Strengthening the Role of Local Communities/Mjesne zajednice in Bosnia and Herzegovina Project, which is financed jointly by the Government of Switzerland and the Government of Sweden. The project goal is to improve quality of life of the citizens of Bosnia and Herzegovina (B&H) through improving local infrastructure and services, increasing democratic accountability and social inclusion. The chosen means to achieve this goal is through encouraging community-led local development and revitalising of mjesne zajednice (MZs) as the places where government comes closest to the people and as grass-roots organisations that serve communities, with the possibility for real participation and joint action.

The Project's implementing strategy is to support and drive forward change from bottom-up by engaging citizens and communities and giving them a voice in local governance processes, and by revitalising MZs as spaces where citizens come together to interact and involve, to identify and solve problems, to transmit their concerns to the local government and participate in the ways it makes its plans, spends their money and takes decisions that affect people’s lives. In doing so, the Project places MZs and their communities at the centre of its work, while also relying on a broad range of relevant stakeholders to sustain and expand Project results and increase democratic accountability. The Project works with 24 LGs and 136 MZs country-wide.

Purpose of the Consultancy

The purpose of the consultancy is to provide Training of Trainers for the facilitation of the community gathering in MZs to representatives of LGs. This consultancy will provide facilitation skills to selected representatives of the partner LGs. In this regard, one Facilitator for Training of Trainers in delivery of Forums in Local Communities (hereinafter the Consultants) will be engaged.

Objective of the Consultancy

The main objective of the consultancy will be to deliver moderation/facilitation training services to number of LG representatives within partner LGs in Bosnia and Herzegovina. The service should enable trainees to be able to moderate/facilitate MZ forums as well as to be able to provide cascade knowledge transfer within MZ representatives in their LGs.

Devoirs et responsabilités

This consultancy will contribute to achieving the primarily second project outcome where is expected MZ to be able to participate in the decision-making process at the LG level and to detect problems and priorities within their communities and to be able to address them to the relevant instances, primarily LGs.

In this context, the scope of work for this consultancy will target LG representatives closely working with MZ that will be enabled to support facilitation during forums and to skilfully guide the process from detection of problems to proposing the solutions. Furthermore, trainees receiving the training under this consultancy services should be enabled to transfer received knowledge to representatives of MZs (MZ councils) and even outside the communities. This will become a significant segment in the process of creation of the new role, functions and responsibilities of MZs in the country, as well as planning the priorities on MZ level in LGs. 

During the mid-2016 UNDP/MZ project have developed complete, tailor made, training curricula for this ToT training. The similar trainings were already organised for selected MZs within partner LGs. Thus, it is expected from the selected consultants to apply the procedures, and training materials on the new group of partnet LG representatives/teams (expected 3-4 representatives from each 24 LGs). Selected consultant will have to adjust training material and deliver 4 trainings according to existing 2 day training schedule. It is very important to deliver the training in the same methodology in order to succeed same level of knowledge among representatives of newly selected councils of MZs.    

More specifically, the Consultant/s will undertake:

Task 1: Review existing training material and proposed adjustments, if necessary: In consultation with UNDP project staff, adjust training material and propose delivery plan. Expected duration of the assignment of selected consultant should not exceed 2 days.

Task 2: Provide TOT on Facilitation skills to selected representatives of LGs closely working with MZs: Upon defining of adjusted training agenda, to deliver 4 ToT training sessions (two day session for each group) on facilitation skills for LG representatives from 24 partner LGs. Locations of the training will be Banja Luka, Doboj, Mostar and Sarajevo. Trainer has to ensure that the trained LG facilitators would be fully equipped to carry out similar facilitation processes independently in MZs, as well as to transfer knowledge to members of MZ councils. 
The number of participants might be alternated up to small extent. Trainings should take place in the February 2019. Expected duration of the assignment of selected consultant should not exceed 8 days.

Task 3: Prepare report from delivered trainings in line with format provided by UNDP/MZ project
Upon conclusion of all tasks selected consultant will be obliged to prepare jointly a report on complete engagement with further recommendations for project. Report which will be the trigger for final payment.

Deliverables and timelines:

The Consultant is responsible to provide ToT on Facilitation skills to selected LG representatives.
All logistical and organisational work prior to and during the training will be done by the Project team.
Following the training delivery, the Consultant will prepare a final report (using standardised format provided by Project Team) on the training delivery, to include: total number of participants per training; main observations, analyse on pre/post-tests, as well as overall participants evaluation of the training. It is envisaged that the level of effort will not exceed 13 expert days.

Deliverables/outputs:

  • Task 1: In consultation with UNDP project staff, adapt training agenda and material, TOT on facilitation skills for community facilitators - 2 days, By the mid of February 2019, 15.50%;
  • Task 2: Deliver 4 ToT trainings on facilitation skills to selected representatives of LGs - 8 days, By the mid of March 2019, 61.50%;
  • Task 3: Prepare report on delivered trainings in line with format provided by UNDP/MZ project and provide recommendations - 3 days, By the end of March 2019, 23.00%.

Qualifications et expériences requises

Academic Qualifications/Education:

  • University degree in public administration, economics, law, political sciences, social sciences or related field.

Experience:

  • At least 5 years of relevant experience in delivering trainings and training of trainers (ToT) in skills of facilitation, moderation, etc. in Bosnia and Herzegovina;
  • Previous concrete work at MZ level in the country is considered an unique asset;
  • Proven skills and previous experience in facilitation of public consultative policy development processes in Bosnia and Herzegovina, engaging a diverse set of public, non-governmental and civic participants;
  • Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders;
  • Facilitators’ certificate will be considered as asset.
  • Excellent expertise in the area of adult learning.
  • Excellent communication and group-facilitation skills.

Languages Requirements:

  • Fluency in languages of Bosnia and Herzegovina (excellent writing, editing and communication skills). Fluency in English is an asset.

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Long/Shortlisting Criteria:

  • University degree in public administration, economics, law, political sciences, social sciences or related field -  Weight: 50%, Maximum points: 50;
  • Relevant experience in delivering trainings and training of trainers (ToT) in skills of facilitation, moderation, etc. in Bosnia and Herzegovina - Weight: 50%, Maximum points: 50;

Only candidates obtaining a minimum of 80 points would be considered for Technical Evaluation.

Technical Evaluation Criteria:

  • Qualification Score - Weight:30%, Maximum points: 30;
  • Previous concrete work at MZ level in the country is considered an unique asset; Previous delivery of the similar training and knowledge on forum facilitation is considered an unique asset; Proven skills and previous experience in facilitation of public consultative policy development processes in Bosnia and Herzegovina, engaging a diverse set of public, non-governmental and civic participants; Proven communication and advocacy skills, and ability to work in an environment requiring liaison and collaboration with multiple actors including government representatives, donors and other stakeholders; Proven analytical skills and ability to conceptualize and write concisely and clearly - Weight:50%, Maximum points: 50;
  • Facilitators’ certificate will be considered as asset; Proven expertise in the area of adult learning - Weight:20%, Maximum points: 20;

Only candidates obtaining a minimum of 70 points would be considered for the Final Evaluation.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Financial Criteria weight- 30%
