UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The Strategic Planning Unit (SPU) in UN Women HQ focuses on assisting UN Women and partners to achieve higher quality development results through an integrated approach that links strategic planning and Results-Based Management (RBM) with more effective and new ways of working.  The SPU is the custodian of RBM as well as field and HQ level strategic planning and results-based reporting in UN Women. The SPU provides quality assurance on strategic planning and results reporting exercises at the corporate and field levels. It takes a collaborative approach to strategic planning and programmatic learning, creating space for innovation and enabling UN Women and its partners to be more effective, knowledge and data-driven, and driving higher quality UN Women programming.  It is also charged with engagement on all planning inter-agency initiatives, including UNDAFs. SPU is also the leading unit as business owner for UN Women results management systems to support strategic planning and results-based monitoring and reporting processes as well as data aggregation and analysis to communicate on results with stakeholders. 

Under the direct supervision and guidance of the Chief of SPU, the Corporate Planning and Reporting Specialist is responsible for overseeing and coordinating the development of strategic corporate documents, such as UN Women’s Global Strategic Plan, the Executive Director’s Annual Report on the Strategic Plan, and Mid-Term Review of the Strategic Plan, and other documents. She/he leads the overall coordination and manages the work planning process at the HQ level by providing guidance and technical support. The Corporate Planning and Reporting Specialist also leads the work at the HQ level with UNDP, UNFPA and UNICEF on the implementation, monitoring and reporting on the Common Chapter of Strategic Plan.

Devoirs et responsabilités

Lead and manage the corporate processes associated with strategic planning for development of new Strategic Plans as well as monitoring and reporting on the implementation of Strategic Plan:

  • Lead and manage corporate work related to the development, monitor, review, reporting of the strategic plan and the Integrated Results and Resources framework of UN Women;
  • Coordinate, lead and manage the preparation and finalization of annual reports to the Executive Board/ECOSOC, including preparing a drafting plan, briefing all relevant units and ensuring the receipt and consolidation of inputs, as well as ensuring overall coherence, timeliness and drafting specific sections of the report;
  • Coordinate, lead and manage the overall processes for Mid-Term Reviews of Strategic Plan, alignment exercises, including with the outcomes of the UN Development System repositioning;
  • Ensure timely updates of the strategic plan online portal, analyze data and prepare visual representation for internal and external audiences;
  • Act as the Secretariat of the interdivisional strategic planning task force and coordinate its work;
  • Ensure effective communication of UN Women’s strategic plan across the organization and with external partners;
  • Contribute to the organization’s thinking on the UN Development System’s repositioning from a strategic planning perspective, and ensure that these processes, including the follow-up to the common chapter to the Strategic Plan, are properly reflected in UN Women’s strategic planning documents and performance management;
  • Act as the focal point for inter-agency meetings related to corporate strategic planning.

Lead the overall coordination and joint work with UNDP, UNFPA and UNICEF to ensure the effective implementation of Common Chapter of Strategic Plan:

  • Lead the technical coordination from UN Women with UNDP, UNFPA and UNICEF at the global level, and act as the Secretariat of Inter-Agency Management Group on a quarterly basis;
  • Lead the monitoring and reporting process of Common Chapter implementation at the corporate level, including coordination with and technical support to Regional Offices of UN Women;
  • Work closely with Regional Planning and Coordination Specialists in Regional Offices to ensure that they have the necessary resources and materials to support the field offices on the implementation of Common Chapter.

Lead and manage the HQ work planning process:

  • Lead the overall coordination with HQ units and manage the work planning process at the corporate/HQ level;
  • Provide overall guidance to HQ units on work plan preparation in accordance with UN Women corporate standard and requirements, including RBM-related support during AWP drafting stage;
  • Manage Peer Review Group (PRG) mechanism and meetings for HQ AWPs to ensure that each of HQ AWP meets the corporate standards and requirements;
  • Develop tools and processes to foster interdivisional synergies and complementarity and the generation of lessons learned and good practices to stimulate interdivisional exchange and collaboration;
  • Ensure the effective use of Results Management System of UN Women and other online platforms to support work planning and reporting.

Contribute to development, revision and implementation of business processes, procedures of UN Women on strategic planning, monitoring and reporting at the corporate/HQ level:

  • Act as the technical lead in SPU, in collaboration with various HQ units, for development, revision and update of corporate business processes, procedures, guidance and tools of UN Women that are directly related to strategic planning, monitoring and reporting of Strategic Plan at the corporate/HQ level. 

Support RBM capacity development of HQ staff:

  • Provide technical inputs to the capacity development of HQ staff to apply RBM to their planning, programming, monitoring and reporting work through provision of guidance, technical support, training and working sessions;
  • Provide RBM-related support to HQ staff for the preparation of global programmes.

Contribution to Evaluations and Assessments:

  • Provide inputs in the areas of strategic planning to corporate evaluations and external assessments, such as bilateral assessments, Joint Inspection Unit (JIU) evaluations, Multilateral Organization Performance Assessment Network (MOPAN) and to relevant reports of the Secretary-General and other UN documents;
  • Provide inputs to relevant corporate evaluations conducted by the Independent Evaluation Office, including management responses as regards to strategic planning.

Contribute to development and enhancement of IT systems of UN Women on strategic planning, monitoring and reporting at the corporate/HQ level:

  • Provide inputs to contribute to specification of business cases and functional requirements specifically related to strategic planning, monitoring and reporting at the corporate/HQ level in the processes of development of new and/or enhancement of existing IT systems of UN Women;
  • Support conducting User Acceptance Testing specifically related to those functionalities that support strategic planning, monitoring and reporting of Strategic Plan at the corporate/HQ level.

Supervise Staff members:

  • Manage the performance of staff under supervision;
  • Provide managerial direction, guidance and leadership to staff and provide performance feedback in line with performance management policy and coaching to staff under supervision.

Key Performance Indicators:

  • Corporate strategic planning documents timely completed and submitted to the Executive Board Secretariat, including Annual Reports of Strategic Plan, Mid-Term Reviews and other organization-wide reports;
  • HQ Annual Work Planning process effectively managed and all the work plans from HQ units finalized and approved in accordance with corporate requirements and standard;
  • RBM capacity of HQ staff is strengthened to improve their results-based planning, monitoring and reporting;
  • Policies, procedures and tools associated with corporate planning, monitoring and reporting is fully revised and finalized;
  • UN Women inputs provided to relevant inter-agency groups on strategic planning and in response to the repositioning of the UN Development System;
  • Timely inputs related to strategic planning provided to evaluations and assessments in the areas of strategic planning;
  • Staff management.

Qualifications et expériences requises


  • Master’s degree in development-related disciplines, Social Sciences, Political Science, Development Studies, Public Administration, Gender, or other related fields.


  • At least 7 years of progressively responsible development experience that combines strategic and managerial leadership in development cooperation, international relations, public administration or other related field, some of which must be in the areas of strategic planning or reporting at the country, regional or global/HQ level;
  • Experiences related to managing and coordinating the development of strategy, planning documents, work plans, or preparation of reports at the country, regional or international levels;
  • Experience in providing guidance and RBM technical support for strategic planning or results-based reporting is an important asset;
  • Familiarity and experience with the UN system at the country, regional or global level is an asset;
  • Experience in inter-agency coordination work would be an asset.


  • Fluency in English (both oral and writing) is required;
  • Working knowledge of another UN official language is an asset.
