Organizational Context:

UNDP, via the Rule of Law and Human Security (ROLHS) Unit, manages Law and Order Trust Fund for Afghanistan (LOTFA), and has been supporting the payment of salaries of the police officers, institutional development of the Ministry of Interior Affairs (MOIA) and police professionalization of the Afghan National Police (ANP) since 2002. Based on consultations conducted in 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and corrections) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption.  Accordingly, the following three Thematic Windows have been identified for the Trust Fund: 1) Security; 2) Justice; 3) Anti-Corruption and 4) MOIA Payroll.

The UNDP-ROLHS Unit is currently developing new projects adhering to the LOTFA Security Window’s strategic framework; 1) Strengthen institutional capacities for increased effectiveness and accountability of security service delivery, 2) Assess and support development of security sector infrastructure and operational capacities, including equipping and capacitating such facilities as required; and 3) Strengthen policing capabilities and service-delivery to communities and citizens’ voice mechanisms for improved public trust.

The projects under development include: the Transitional Support to the MOIA (TSM), Institutional Support to MOIA (ISM), Community Oriented Policing Services (COPS), Kabul Safety and Security (KSS) and Afghanistan Police Recruitment & Development (APRD) projects address both the back and front

end policing to strengthen and enhance police service delivery to the community. TSM, was launched as a Project Initiation Plan (PIP) to provide undisrupted support to existing project deliverables associated with MOIA, while also engaging in new initiatives for the MOIA by demonstrating to the Afghan people direct impact and high visibility of the Afghan National Police (ANP) in its community policing role. The ISM Project will focus on providing strategic advice to MOIA to streamline key administrative functions and command and control, the COPS Project will address building trust between the Police and the community. Working in close coordination with the Provincial HQs, the KSS Project will address urgent safety and security issues in Kabul city. Short, medium and long-term capacity building needs of the police service will be covered in the APRD Project.

Under the overall supervision of the ROLHS Unit Chief and relevant Project Managers and direction of the Senior Police Expert, the National Police Reform Coordination Advisor will coordinate and liaise with external partners, as well as provide advice on police related issues.

Scope of Work and Deliverables:

  • Develop close relations and regularly engage with external parties, in seeking to coordinate and cooperate on initiatives and identify new opportunities for UNDP related to police reform;
  • Closely engage with the MOIA, to further UNDP’s relationship with the relevant focal points and to understand the latest developments and relevant issues for MOIA and ANP; 
  • Provide technical advice related to the design of TSM PIP as well as ISM, COPS, KSS and APRD Projects;
  • Contribute to the development of new concept notes in the area of police reform and capacity development;
  • Support the undertaking of police related assessments, e.g. Police Districts in Kabul and the Provinces and Police Curriculum and the Afghanistan National Police Academy (ANPA);
  • Review strategic documents impacting the MOIA strategic plan review, namely the: Afghan National Security Forces Four-years Roadmap, and the US/Afghanistan Compact (Security Sector Commitments) and their alignment with the strategic objectives of UNDP Afghanistan.

 The consultant will produce a report covering:

  • Strategic issues on police reforms and other relevant issues (e.g. emerging issues;
  • Summary of consultations with stakeholders, emphasizing key points;
  • Key findings during field visits, i.e. police stations and posts;
  • Analysis of research and documentations on police reform in Afghanistan.

WORKING ARRANGEMENTS

Institutional Arrangement

The consultant will be provided with office space in the UNDP country office ROLHS unit and at the UNDP-LOTFA project offices based in MOIA  as required for the duration of his/her contract with UNDP.

Monitoring and reporting arrangements:

The consultant will work under the direct supervision of the Chief, UNDP Country Office ROLHS Unit or his designate as well as under the guidance of the the Senior Police Expert.

Duration of the Work

The Consultants start date will be 15 March 2019 for a duration of 9 months (191 working days) based in Kabul. All work needs to be completed by 15 December 2019.

Duty Station

Kabul, Afghanistan with some field visits which will be arranged by UNDP.

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

The contractor shall submit a price proposal as below:

  • Daily Fee – The contractor shall propose a daily fee, which should be inclusive of his/her professional fee, local communication cost and insurance (inclusive of medical health and medical evacuation). The number of working days for which the daily fee shall be payable under the contract is 191 working days.

The total professional fee shall be converted into a lump-sum contract and payments under the contract shall be made on submission and acceptance of deliverables and timesheet  by end-user under the contract in accordance with the abovementioned schedule of payment

Qualifications et expériences requises

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS

 Academic Qualifications:

Master’s or Bachelor’s Degree in Law Enforcement, Political Science, criminal sciences, Governance, Public Policy, or related disciplines.

Experience:

  • With a Master’s degree, a minimum of 10 years is required. With a Bachelor’s degree a minimum of 15 years of experience required in law enforcement, the rule of law sector or security sector reform.
  • Extensive international expertise on policing in a developed or developing country context (or both);
  • Knowledge of the socio-political context of Afghanistan, in particular on current trends in the area of security sector reform is required.    
  • Experience working with the UN is an advantage. 

 

Language:

  • Fluency in written and spoken English in addition to Dari and/or Pashto is a requirement.

Evaluation Method and Criteria:

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  1. Responsive/compliant/acceptable, and;

  2. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight 70%

Financial Criteria weight 30%

 

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Proposal (30 marks)

  • Technical Approach & Methodology (20 marks) – This explain the understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. The Applicant should also explain the methodologies proposed to adopt and highlight the compatibility of those methodologies with the proposed approach;

  • Work Plan (10 marks) – The Applicant should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan.
