Historique

The United Nations Development Programme (UNDP) has been supporting the government’s efforts in effective implementation of the National Development Plan (NDP), which is aligned with the corporate Sustainable Development Goals (SDG), in collaboration with a wide range of stakeholders in Somalia.

 

The UNDP Rule of Law (RoL) Portfolio includes a 30-month Joint Justice Programme, implemented together with the United Nations Assistance Mission to Somalia (UNSOM), UNICEF, UN Women and International Development Law Organisation (IDLO) as a non-UN entity.  The second outcome of the programme titled “Men and Women are safer and accessing basic justice and human rights services” recognizes that rule of law reforms cannot be achieved solely by top down capacity and institution building initiatives but also requires a socially transformative approach with a strong citizen participation.  The intention of this Outcome is to engage the communities in jointly seeking solutions to rule of law issues particularly on justice, security and land issues (since land disputes are one of the main sources of conflicts in the communities) and partnering with local institutions to implement and assess them.  Under this framework, the Joint Justice Programme plans to support community conversations on justice and security in three different locations during the first phase of the programme.  

 

Community conversations have been used in many countries in the health sector but also in other areas such as good governance and gender. They have proven a powerful tool to empower communities in collective thinking processes and find creative and locally owned solutions to solve complex social issues. Through facilitated and inclusive dialogues based on equality, trust and acceptance, communities can explore their own development issues, discover new perspectives and take responsibilities for their future. 

 

Within this context, the Joint Justice Programme requires services of an international community conversation consultant to design a training programme for community master trainers, develop training materials and to train master trainers in support of community conversations on justice and security.


Devoirs et responsabilités

The consultant will undertake the following tasks:

1.       Develop a ten-day training programme with training modules for community conversations on Rule of Law with focus on justice, security and land issues

2.       Train 15 community facilitators (5 from each locations) on community conversations on Rule of law in general and justice and security. The master trainers will be identified jointly by the UN Rule of Law Global Focal Point and the selected NGO UNSOM and UNDP.

3.       Conduct three quarterly review and refresher sessions of two days for community facilitators focusing on identifying challenges, finding common solutions and refining community conversation skills and review the facilitator’s handbook accordingly

4.       Develop a facilitators handbook for community conversations for community facilitators

5.       Conduct a 10- day training of master trainers

Computer Skills:

Language Requirements:

·         Fluent in written and spoken English.


Qualifications et expériences requises

Education:

·         Master’s degree in political science, social science, public administration, international studies, humanitarian affairs, communication for development, communication or a related field or; a first-level university degree in combination with 7 years of qualifying experience in lieu of the advanced university degree.

 

Experience:

·            At least 5 years’ development-related field experience with a strong focus on citizen participation for Maste’rs degree or a minimum of 7 years of qualifying experience for a first first-level university degree;

·            At least three years’ demonstrated experience in training community master trainers on social justice

·            At least 3 years of experience in conducting community conversations programmes with focus on good governance, gender, security or justice issues preferably.

·            Experience in designing training materials for community master trainers on good governance, gender, security and justice issues preferably;

·            Experience working in post conflict environments and fragile states; demonstrable knowledge of or experience in Somalia is an advantage
