UNDP and the Ministry of Environment and Physical Planning (MoEPP) are implementing the project “Macedonia’s Fourth National Communication (NC) and Third Biennial Update Report (BUR) on Climate Change under the UNFCCC (4th NC/3rd BUR)”. As the project title indicates, the immediate objective of the project is to assist the country in the preparation and submission of its Fourth National Communication and Third Biennial Update Report on Climate Change to the Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) for the fulfilment of its obligations to the Convention under FCCC/CP/2002/7/Add.2 and Dec.2/CP. 17 Annex III.

The 4th NC/3rd BUR will follow the recommendations of the Second BUR, Third NC on Climate Change and Nationally Determined Contributions (NDC) and will be focused on transferring knowledge to relevant target groups for developing GHG inventories, mitigation scenarios and MRV framework, as well as development of vulnerability and adaptation assessments for the most vulnerable sectors in the country. Engagement of an experienced national consultant - Chief Technical Advisor (CTA) within the previous BURs and NCs contributed to development of a high – quality report as the CTA provided critical advisory support at certain decision-making points covering the GHG inventory development, mitigation scenarios development and proposing framework for the national Monitoring, Reporting and Verification (MRV) system.

Given the above, UNDP would like to engage an experienced national consultant who will act as a Chief Technical Advisor (CTA) and will provide substantive guidance and support the preparation of both documents i.e.  4th NC and 3rd BUR.  The consultant should also support the Ministry of Environment and Physical Planning in establishing synergies between the UNFCCC and relevant EU Directives, especially those related to climate change.

Purpose of the Consultancy

Objective of the Assignment

The CTA is expected to provide critical advisory support at certain decision-making points (e.g. selection of the most feasible mitigation options, prioritization of measures, etc.). Upon request, s/he will be contributing to documenting some of the key achievements especially those that require specific expertise, as well as to drafting various products (e.g. lessons learnt reports, articles, papers and presentations) and capacity development support to the key stakeholders. Moreover, s/he shall also support the project climate change office and UNDP in identifying potential new project ideas and sources of funding, based on the findings and recommendations of the previous national climate change reports.

Scope of Work

  • Ensure compliance with the UNFCCC guidelines for 3rd BUR preparation;
  • Ensure consistency with the Nationally Determined Contributions (NDC) and other national strategic documents (new Energy Strategy, Strategy and Law on Climate Action etc.);
  • Reflect contribution of the 3rd BUR activities/recommendations/findings towards the implementation of the Sustainable Development Goals (SDGs) in the country, especially SDG13 (Climate action);
  • Provide technical advice to the MRV team in order to ensure harmonization with the Monitoring Mechanism Regulation (MMR);
  • Strengthen the national inventory process by proposing the most appropriate adjustments in order to improve regular data flow with sources for GHG inventory;
  • Provide technical advice and guidance in identification and implementation of innovative tools as alternate sources of data, especially for the Land Use Land Use Change and Forestry (LULUCF) sector;
  • Review technical documentation produced by the GHG inventory, mitigation and MRV teams and, provide comments/recommendations for improvement 0f the quality;
  • Provide advice for strengthening the inter-institutional coordination on climate change thus giving sustainability to the preparation process of national communications and biennial update reports;
  • Provide expert support at critical decision-making points by drafting specific advisory notes (e.g.  co-benefits of the proposed actions in various mitigation scenarios, impact analyses of different policy instruments for GHG emission reduction and similar, transfer of technology etc.);
  • Provide expert opinion and advice to the MOEPP in regard to specific questionnaires and/or requests for input related to GHG inventory and climate change mitigation issues; 
  • Propose/develop methodology for cross-sectoral prioritization of the mitigation and adaptation measures of the NCs/BURs Action Plans;
  • Compile at least 4 short documents summarizing national climate change perspectives related to the latest IPCC report, increase of climate ambition, country reporting towards 2020 and elaborate the national requirements and synergies in climate change reporting towards UNFCCC and EU;
  • Review and provide recommendation on the compiled draft 3rd BUR;
  • Provide support to the project climate change office and UNDP in scoping the assessment of financial and technical capacity needs and constraints associated with the Implementation of the Action Plan of the3rd BUR;
  • Provide support to the MOEPP during the international UFCCC review of the BURs;

Institutional arrangment

The consultant will work under direct supervision by the Project Manager, and in close collaboration with the UNFCCC Focal Point. The consultant will report to UNDP through the Project Manager quarterly reports with description of activities carried out, as per the duties and responsibilities stated above. These reports shall be submitted in English language. Other documents/inputs required/described above shall be submitted in Macedonian and English languages.

In course of performing his/her job, the consultant shall support the GHG Inventory, Mitigation and MRV Teams by providing technical advices and strategic guidance in order to ensure the soundness and consistency of the generated products.

Duration of the Work

The duration of the Consultant’ is estimated 84 working days in the period March 2019-March 2020. 

Duty station and travel

The assignment will be home based. If unforeseen travel is requested by UNDP, such travel shall be covered by UNDP in line with applicable rules and regulations and upon prior written agreement.

Qualifications et expériences requises

The selected candidates shall possess:

  • Master’s degree in the thematic areas relevant to the assignment (e.g. environmental engineering, mechanical engineering, electrical engineering); PhD degree is an asset;
  • Minimum 7 years of professional experience in the fields relevant for the assignment (climate change mitigation, GHG inventory, MRV, climate change policy documents);  
  • Record of participation in at least 4 relevant projects (climate change mitigation, GHG inventory, MRV, climate change policy documents, technology needs assessments etc.). Relevant International experience shall be considered as asset.
  • Minimum 2 publications in areas relevant to the project (climate change mitigation, energy planning, or mitigation in any of the sectors listed above) are required
  • Fluency in English and Macedonian, with excellent writing skills.

CRITERIA FOR SELECTION OF BEST OFFER

The award of the contract shall be made to the offeror whose offer has been evaluated and determined as:

a) Being responsive/compliant/acceptable, and

b) Having received the highest score based on the following weight of technical and financial criteria for solicitation as per the schedule below:

* Technical criteria weight: 70%

* Financial criteria weight: 30%

Only candidates obtaining a minimum of 49 points (70%) in the technical evaluation shall be considered for the financial evaluation.

For the considered offers in the financial evaluation only, the lowest price offer will receive 30 points. The other offers will receive points in relation to the lowest offer, based on the following formula: (Pn / Pl) * 30 where Pn is the financial offer being evaluated and Pl is the lowest financial offer received.

  4. Financial Proposal The financial proposal must be expressed in the form of a lumpsum all-inclusive cost, supported by breakdown of costs as per template provided in MKD for this consultancy.

The financial proposal must take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required (the prevailing price for an economy class ticket on the most direct routes shall apply; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract such as the cost of mission travels, as applicable.
