The purpose of this project is to transfer technologies for climate resilient flood management in Vrbas River Basin, UNDP, BiH to enable the communities of the Vrbas basin to adapt to flood risk through the transfer of adaptation technologies for climate resilient flood management,   upgrade and rehabilitation of the hydrometric monitoring network, development of a flood forecasting system and early warning system, development of emergency response plans, and provision of training in flood-specific civil protection.   Importantly, the project will provide targeted training on climate-induced FRM to over 100 practitioners and decisions makers and will develop an institutional capacity development plan for the long-term development of capability and capacity in Flood Risk Management (FRM).  The project will work closely with affected communities to introduce climate resilient community-based non-structural measures and provide training to local communities in climate resilient FRM. This will include the introduction of agro-forestry, community-based early warning systems, reforestation and introduction of financial instruments such as index-based flood insurance and credit deference schemes as a means of compensating for flood damages for agriculture.

The purpose of this consultancy is to ensure data server functionality, safety and ensure data flow and support updates.

The overall objective of this assignment is to perform maintenance of Project's data base server including data and tools, GIS maps and models, PGIS and hydrometric data flow applications.

Also, the GIS expert implements measures to ensure data integrity over the entire life-cycle of the information system (data collection, validation, security, archive, documentation, etc.). The consultant is expected to provide a minimum of 20 hours per month for the site maintenance and administrative support.

Devoirs et responsabilités

The expert should work in consultation with and under the guidance and supervision of the Project Manager (PM). Specifically, his\her responsibilities are but not limited to the following:

  • Provide service of Project's server data base maintenance throughout the project;
  • Ensuring functionality of all existing tools and databases;
  • Assist with content update and content management problems;
  • At the end of the contract the vendor will provide support to complete migration of the platform to UNDP servers or to an identified partner;
  • Providing progress reports to the PM.

Deliverables/outputs

The Consultant is responsible for the following deliverables:

  1. Project's server data base maintenance, updates management and content functionality (for the period of April 2019-Dec. 2019) - minimum 22 days, end of December 2019, 50%;
  2. Project's server data base maintenance, updates management and content functionality (for the period of January 2020-April. 2020); Platform migration to UNDP servers or to an identified partner; Final consultancy report describing the process, methodology used, major deliverables and lessons learned - minimum 10 days, 30 April 2020, 50%.

Qualifications et expériences requises

Academic Qualifications/Education:

  • Advanced degree in natural/engineering;
  • PhD will be considered as an asset;

Experience:

  • Minimum 5 (five) years of professional experience in GIS data base management;
  • Good and proven experience in various software usage (at least one open source GIS);
  • Knowledge and understanding of relevant water management requirements in field of spatial data usage and management;
  • Knowledge of the institutional arrangements in BiH;
  • Knowledge of the environmental issues in BiH;
  • Experience with GEF/donor funded projects should be considered an asset;

Languages Requirements:

  • Fluency in both written and spoken English.

Qualification Requirements:

  • Advanced university degree in natural/engineering (PhD will be considered as an asset) - Weight: 50%, Maximum points: 50;
  • Previous experience in conducting similar assignments - Weight: 50%, Maximum points: 50;

Technical Evaluation:

  • Qualification Score - Weight: 20%, Maximum points: 20;
  • Professional experience in GIS data base management and various software usage (at least one open source GIS) - Weight:40%, Maximum points: 40;
  • Previous experience and understanding of relevant water management requirements in field of spatial data usage and management - Weight:40%, Maximum points: 40;

Only candidates obtaining a minimum of 70 points would be considered for the Final Evaluation.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Technical Criteria weight-70%
  • * Financial Criteria weight- 30%
