I. Organizational Context

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Turkey is working with national governments, UN agencies, local authorities and non-governmental organizations to empower refugee women and girls and improve their access to opportunities, rights and services, as required by international treaties and national legislation. UN Women concluded an assessment in six cities to determine the needs of refugee women and girls, their challenges in accessing services and the areas that need improvement. The assessment helped inform the development of the “Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey”, referred as Refugee and Response Programme (RRP), an integrated programme that targets both displaced Syrian women and girls and host-country nationals across Iraq, Jordan and Turkey. The programme works through a multi-dimensional strategy that: i) enables women’s empowerment through addressing issues of economic vulnerability and violence by increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to national justice structures to promote accountability for violence against women, and ii) promotes a culture of peace and co-existence through supporting women to lead and engage in peacebuilding, reconciliation and conflict prevention.

The partners for programme implementation in Turkey are the Municipality of Gaziantep, International Labour Organization (ILO) and Association for Solidarity with Asylum Seekers and Migrants (ASAM). The programme offers a two-tier approach that combines livelihoods and referral support at the SADA Women-Only Center in Gaziantep, with interventions aiming at increasing women’s participation in decision-making mechanisms and creating social dialogue between women and girls from refugee and host communities. The implementation of the project started in February 2018 and will last until the end of January 2020.

With a view to enhancing gender sensitive humanitarian/refugee response programming and delivery, UN Women supports the capacity building efforts of key line ministries, municipalities, local authorities, international, national and local civil society organizations, UN Agencies and other stakeholders. Shifts are emerging around how humanitarian assistance/refugee response is delivered, as more effective solutions need to be found to address those left furthest behind. There is an increasing understanding that the humanitarian-development nexus needs to be addressed as people in humanitarian assistance and support to reduce risk, build resilience in the short, medium and long term, given the nature of the protracted crisis in Syria. Humanitarian and refugee response are not gender neutral. Gender sensitive response is essential to improve the effectiveness of assistance and resilience efforts, through better targeted support.

In December 2018 UN Women has started to roll out gender-sensitive refugee response trainings for the benefit of the first line responders. The training materials already developed by UN Women as well as the Inter-Agency Standing Committee (IASC) Gender in Humanitarian Action Handbook (2018 version) are key references for the training modules (1) , built upon lessons learned by the humanitarian community and reflects the main challenges faced in ensuring that gender equality and women’s empowerment are mainstreamed throughout the assessment, planning, resource mobilization, implementation and monitoring stages of the humanitarian programme cycle.

UN Women’s training modules include, among others, gender equality, gender analysis and gender mainstreaming in humanitarian action and refugee response, engaging men and boys in dialogue and action to support women’s empowerment, gender equality and to address issues of gender based-violence as well as social cohesion. In this context UN Women in Turkey plans to hire an international consultant to contribute to the designing and carrying out training programmes based on the abovementioned Gender Handbook and contribute to the peer-review of the training materials designed and delivered by the team of gender training consultants working under UN Women’s refugee response portfolio in Turkey. The consultant will also carry out trainings in Turkey on men-engagement and contribute to gender-sensitive programme design in the related area of work.

II. Functions

Within the scope of the assignment the consultant shall provide consultancy services for the below listed task:

  1. Prepare and roll-out training modules on gender sensitive humanitarian action/refugee response based on the Gender in Humanitarian Action Handbook and similar internationally recognized materials and best practices. The consultant shall ensure that the training modules are pertinent to the local context. The training will target first-line responders from key line ministries, municipalities, local authorities, and civil society organizations engaged in humanitarian action/refugee response. The training programmes will last three to four days and will be implemented in Ankara, Adana, Gaziantep, Istanbul, Hatay, Izmir and Sanliurfa (indicatively) minimum 10 times in total. Each training session will accommodate between 20 and 25 participants.
  2. Prepare and roll-out training modules on engaging men and boys in dialogue and action to support women’s empowerment, gender equality and to address issues of gender based-violence.
  3. Contribute to the peer review process for the finalization of the training materials on gender sensitive refugee response/humanitarian action, to be carried out with relevant UN agencies and UN Women colleagues.
  4. Provide strategic advice for enhancing the capacities of first line service providers to enhance their support to refugee women and enhancing social cohesion between host community and refugees and provide technical support to programme design.
  5. Carry out pre and post tests/evaluations of the training modules.
  6. Document the experience and lessons learned regarding the training sessions. Present such lessons learned at events, programme meetings and other relevant platforms.
  7. Contribute to gender-sensitive programme design in the related area of work targeting UN Women’s partners and interlocutors.

The consultant will work under the overall supervision and guidance of the UN Women Programme Management Specialist or his/her delegate and in close collaboration with the International Gender and Humanitarian Consultant at UN Women Turkey.

III. Deliverables

The assignment will start in April 2019 and be completed at the end of November 2019. The table below outlines the estimated number of working days that are allocated to the Consultant to carry out the assignment.

All deliverables shall be received and cleared by the UN Women in Turkey. All reports shall be presented in English, in electronic version.

Note: The mentioned number of working days has been estimated as being sufficient/feasible for the envisaged volume of work to be completed successfully and is proposed as a guideline for the duration of assignment. It cannot and shall not be used as criteria for completion of work/assignment. The provision of envisaged deliverables approved by the UN Women in Turkey shall be the only criteria for international consultant’s work being completed and eligible for payment/s.

  • At least 7 years progressively responsible experience in international development, humanitarian aid and/or refugee response.
  • At least 3 years experience in developing training manuals and/or delivering training programmes.
  • Demonstrated experience in designing and implementing trainings on topics related to gender and humanitarian action/refugee response.
  • Experience in working with refugees in the MENA region and/or in Turkey.
  • Experience in the design and implementation of trainings/activities with regards to men-engagement is an asset.

VII.  Travel

The Consultant will be responsible for all travel expenses associated with undertaking this assignment. All travels shall be coordinated with UN Women in Turkey and shall be included in the total contract amount of the contractor. The Consultant should foresee maximum five international travels from home base to Turkey and seven domestic travels within Turkey to Adana, Gaziantep, Istanbul, Hatay, Izmir and Sanliurfa (indicatively). Each mission to Turkey is expected last 10 days on average. In the case of unforeseeable travel, payment of travel costs should be agreed upon, between UN Women in Turkey and the Consultant, prior to travel and will be reimbursed.

VIII.  Schedule of Payments

The amount paid to the consultant shall be gross and inclusive of all associated costs such as travel, social security, pension and income tax etc.

Payments will be made upon submission and approval of deliverables above, and certification by the UN Women Supervisor that the services have been satisfactorily completed.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2.Travel costs

The Consultant will be responsible for all travel expenses associated with undertaking this assignment. All travels shall be coordinated with UN Women in Turkey Programme Management Specialist and shall be included in the total contract amount of the contractor. In the case of unforeseeable travel, payment of travel costs should be agreed upon, between UN Women in Turkey and the Consultant, prior to travel and will be reimbursed

3.Daily Subsistence Allowance

4.Currency of the price proposal

The applicants are requested to submit their price proposals in USD. In case of proposals in other currency, these shall be converted into USD using the official UN exchange rate for currency conversion to USD at the date of applications’ submission deadline.
