Albania is a middle-income country that over the past two and half decades has made a significant stride in establishing a consolidated market economy. Due to strong growth performance (annual growth rate at 6%), Albania grew from the poorest nation in Europe in the early 1990s to the status of middle-income country in 2008. Despite the growth trend, the structure of the country’s economy is dominated by small enterprises (95%), which despite having a substantial contribution in terms of both economic growth and employment have limited potential for job creation. With a narrow export and production base, and limited innovation capacities, the competitiveness of Albania’s economy is weak.

UNDP globally and regionally has built a strategic vision that recognizes the importance of creating employment opportunities as a means to addressing both poverty reduction and inequalities and exclusion. UNDP Albania’s strategic vision is to contribute to building a labour-market focused skills development system that is suited to enhance the employment and entrepreneurship aspects of the unemployed in urban and rural areas, while simultaneously addressing the skills needs of those employed in the formal and informal sectors and emerging entrepreneurs.

The ‘SD4E programme – consolidation phase’ will continue to support the Government of Albania in the national VET and Employment reform through a comprehensive approach of institutional capacity building on a macro/policy level, enabling key actors (MFE, NES/NAES and NAVETQ) to deliver coordinated and demand-driven services.

Responding to national priorities and the objectives of the National Employment and Skills Strategy, this Swiss funded intervention has the ambition to make a systemic contribution where the Albanian VET system and Employment Service supply the labour market with a skilled workforce that contributes to sustainable and inclusive economic development of the country.

To achieve the programme purpose and finally the programme goal, the programme will focus in 3 strategic fields that will aim to improve the governance and quality of service provision in VET and employment promotion in Albania.

Outcome 1 The institutional capacity of key actors in VET and Employment (Ministry, NAVETQ, NAES) is strengthened

Outcome 2 The employment service portfolio is based on a balanced demand-and supply-side oriented approach

Outcome 3 A standardized Quality Assurance (QA) framework is in place that improves the image of VET and fosters linkages between school and world of work

UNDP is seeking for an international consultant for the position of M&E Expert who will be responsible for the development of an operational monitoring and evaluation system for three public institutions: the National Employment Service (future National Agency for Employment and Skills), National Agency for Vocational Education Training and Skills and the Ministry of Finance and Economy. The M&E framework should aim to establish indicators which measure and evaluate employment and vocational and education policy development and implementation, at the input, process, output and impact level.

The development of this M&E system will start with the development of the M&E system for the National Employment Service (future NAES) and its dependent institutions, Employment Offices, Vocational Training Centres and Professional Schools. The same process will be developed for NAVETQ and the MFE.

The M&E system of all the institutions should include, but be not limited to both qualitative and quantitative indicators in the field of:

  1. Employment services and active labour market programmes designed by MFE and implemented by the Employment Offices;
  2. Professional trainings provided by the Vocational Training Centres;
  3. Delivery of secondary (and post-secondary) vocational education programmes offered by 35 public vocational schools;
  4. Vocational qualification standards, assessment standards and frame curricula developed by NAVETQ based on the learning outcome approach and driven by the needs of the labour market;
  5. Private sector engagement at different levels of the VET system (governance, design and implementation of VET programmes)
  6. All the elements of the Quality Assurance Framework in the VET system (self-assessment, accreditation, inspection, monitoring)

The indicators of the M&E system should refer to and include the indicators of the National Strategy for Employment and Skills; the budget support indicators and annual performance indicators for each institution.

The purpose of this assignment is to provide the responsible staff of these institutions with the necessary tools to effectively monitor the progress of the preselected indicators at each level. The final objective of this assignment is the development of a comprehensive monitoring platform that will connect these three M&E systems, which will serve as the basis for the development of a communication platform among the three institutions.

The expert will work in close collaboration with the institutions under the overall guidance of the UNDP Programme Specialist and Programme Coordinator. The assignment will be carried out over an 8-month long period, during which s/he will carry out the following activities for each institution:

-       Review existing M&E system and revise objectives, indicators and desired results as necessary;

-       Involve the necessary staff in the review and revision process of the existing framework;

-       Develop a comprehensive monitoring and evaluation framework and road map for implementation for each institution. The framework should outline performance indicators with clear definitions, milestones, data collections strategies, and frequency of collection. It should include methodologies for measuring these and who is responsible for collection. It should also clearly demonstrate how the impacts outlined will be measured and evidence for the evaluations will be generated.

-       Define the Human capacity needed for managing the M&E system and framework;

-       Support the necessary staff to understand the new system;

-       Compile report of the M&E system development process.

-       Three missions (5 days each) in Albania to develop the system and to train the staff.

Deliverables

The expected deliverables for this individual consultancy will be as follows:

o    An inception report with proposed methodology, data collection and reporting plan with identified deliverables and a detailed M&E guide, toolbox and data entry template;

o    A customized M&E system in place and in use for the Ministry, NAES connected with the dependent institutions, NAVETQ; 

o    Trained M&E team and relevant staff on the use of the system;

o    A comprehensive operational manual of M&E system that will also guide the responsible staff in processing and evaluating the information;

Qualifications et expériences requises

Academic Qualifications

-       Master’s degree in international development, Economics, Social Sciences or closely related field is required;

Work Experience

-       Minimum 5 years of professional experience in developing or conducting monitoring and evaluation systems and procedures;

-       Substantive knowledge of data collection techniques and tools.

-       Prior experience with employment / VET related programmes in an EU accession context is preferable;

-       Previous experience/familiarity with public institutions.

Language

-       Full working knowledge of English and Albanian is essential.

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

  • Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)
  • And has obtained the highest combined technical and financial scores.

Technical Criteria - 70% of total evaluation – max points: 70

Criteria A: Master’s degree in international development, Economics, Social Sciences or closely related – max 10 points

Criteria B:  Minimum 5 years of professional experience in developing or conducting monitoring and evaluation systems and procedures – max 20 points

Criteria C: Substantive knowledge of data collection techniques and tools – max 10 points

Criteria D:  Prior experience to employment / VET related programmes in an EU accession context - max 20 points

Criteria E: Previous experience/familiarity with public institutions - max 10 points

Financial Criteria - 30% of total evaluation – max 30 points
