The United Nations Office for South-South Cooperation (UNOSSC), hosted by UNDP since 1974, was established by the UN General Assembly with a mandate to advocate for and coordinate South-South and triangular cooperation on a global and UN system-wide basis. 

Under the strategic framework (2018-2021), UNOSSC focuses its work, on three strategic outcomes targeting:

  1. the advancement of policy choices for South-South and triangular cooperation (SSTrC) and coordinated United Nations system support to such cooperation;
  2. capacity development through the sharing of knowledge and experiences; and
  3. the forging of strategic South-South and triangular partnerships to support demand-driven programmes.

In order to achieve the outcomes, especially outcome 2 and 3, UNOSSC provides advisory services to Member States and United Nations entities on South-South and triangular cooperation through demand-driven programmes, connecting countries, cities, institutions and people from the South to exchange knowledge, learn and adapt experiences and solutions for Sustainable Development.

UNOSSC supports SSC thematic programmes and initiatives to eradicate poverty, join forces for climate action, and sustain peace. Such programmes are based on evidence-based analysis of both demands and solutions among developing countries. UNOSSC has also established cross-cutting thematic initiatives such as Maritime-Continental Silk Road Cities for Sustainable Development, Youth4South, and Global South-South Development Centre. UNOSSC organizes and hosts global events and platforms to facilitate knowledge sharing and learning, as well as partnership building, including Global South-South Development Expos.

In this context, the UNOSSC is procuring professional services to assist the planning, implementation, coordination and management of above listed programmes, events and initiatives, under IC Framework Agreement modality, by engaging a maximum of 3 consultants for the provision of these services

Devoirs et responsabilités

Under the direct supervision of the respective project managers, the Project and Event Management Consultant will assist the planning, coordination and management of the programmes, initiatives and events as required in the UNOSSC annual work plans during the current strategic framework period.

The scope of work of the Project and Event Management Consultant includes, but is not limited to:

 Assist with event planning, coordinating and implementation of UNOSSC events, workshops and trainings, particularly the Global South-South Development Expos.

  • Develop invitations, concept notes, talking points, briefing notes and communications;
  • Provide inputs to the development of event workplan/activities;
  • Act as the focal point for organizing event logistics in full compliance with UNDP rules, regulations and policies.
  • Support the documentation and reporting of the events, trainings and workshops.

Assist with project administration and operations to support the management of UNOSSC programmes and initiatives, in full compliance with UNDP rules, regulations and policies.

  • Assist with research in preparation for the development of project documents and appraisals;
  • Provide inputs to project annual and multi-year planning, management, reporting and closure;
  • Provide administrative assistance with the initiation of project level procurement activities (eg., small purchases, printing, editing, and design services);
  • Follow up on concrete deliverables as planned in projects;
  • Keep the files for the related activities (procurement, travel, payments) up to date and in order.

Assist with knowledge management tasks with related to UNOSSC events, programmes and initiatives.

  • Provide inputs to the development of knowledge products with relates to UNOSSC programmes and initiative, and support the editing, design and printing in partnership with professional service providers;
  • Support the documentation, compilation and dissemination of good practices and case studies;

Support the dissemination of research and knowledge products

Duration of work / Contracting Arrangements:

  • Each assignment will vary in duration. The expected duration will be specified in each respective Terms of Reference for each individual assignment, within the maximum three-year period of the Long Term Agreement.
  • Several successful individuals will be selected and placed on the technical expert for the period of up to 3 years. It is to be noted that inclusion in the LTA does not guarantee a contract during the period of 3 years.
  • LTA experts will be contacted when specific service requests arise and will be asked to indicate availability and interest against a specific Terms of Reference (TOR) outlining the outputs of the assignment.

In the event that more than one candidate is engaged through this Long Terms Agreement, secondary selection process will be conducted and Individual Contract (IC) or Reimbursable Loan Agreements (RLA) may be awarded for these specific TORs, including detailing the time frame and specific expertise required. 

Travel:

Some assignments might require mission travel; any official mission travel expenses will be paid for directly by UNDP/UNOSSC and should not be included in the price proposal.

Payment:

Payments will be made as specified in the actual contract upon confirmation of UNOSSC on delivering against the contract obligations in a satisfactory manner

Compétences

  • Demonstrated knowledge of SDGs and South-South cooperation.
  • Ability and experience in organizing large-scale international events, including knowledge of appropriate protocols for interacting with Member States, UN agencies, and other stakeholders.
  • Proficiency in English with demonstrated excellent writing skills including previous experience writing briefing notes, summaries of reports, and preparing presentations.
  • Project management skills in the context of international development.
  • Excellent organizational and time management skills, attention to detail, multitasking and proven ability to work under tight deadlines.
  • Knowledge of UNDP/UN administrative, operation and finance systems, tools and procedures is highly desirable.

Qualifications et expériences requises

Education:

  • At least master’s Degree in International Development, Social Science, Economics, political science, law, or related area, required.

Experience:

  • Two years’ work experience in sustainable development, development cooperation, economics, social sciences or related fields required.
  • Experience organizing international events required.
  • Prior experience working within the UNDP/UN system and/or Member State governments, preferred

Skills:

  • Strong skills using the Microsoft Office Suite with emphasis on Word, Excel, and PowerPoint, required
  • Skills of using professional software to develop and design webpages and programme brochures and flyers considered as assets.

Language Requirements:

  • Professional proficiency in English with demonstrated excellent writing and analytical skills, required
  • Knowledge of another UNDP official language, an asset.

Application is a two-step process:

STEP 1

Qualified candidates are requested to apply online via this website. The application should contain:

  • Document 1: Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Document 2: Brief description of why the individual considers her/himself suitable for the assignment.
  • Please submit documents 1 and 2 in the same file.
  • Candidates who fail to provide these documents will be directly disqualified.
  • Please do not submit your financial proposal at this stage of the process. Only shortlisted candidates will be invited to submit a financial proposal.

STEP 2

Financial Proposal

After review of applications, Candidates will be contacted by UNDP and requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • Shortlisted candidates will be asked to submit two different financial proposals, being these: home based fee and office-based fee. UNDP will provide shortlisted candidates with the offical financial proposal template.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual 
  • Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
  • The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to responsive and qualified candidates.

Scope of Price Proposal and Schedule of Payments:

  • Financial proposals must be all inclusive and must be expressed on the basis of “a daily fee” in USD.
  • Payment will be made upon submission of a certificate of payment request, at a schedule agreed based on deliverables, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.
  • Any official mission travel expenses will be duly paid for directly by UNDP and should not be included in the price proposal.
  • When opportunity arises, LTA Holders will be contacted for availability and requested to submit a financial proposal for call off assignments fitting their profile.  The all-inclusive daily fee provided by each candidate during the application stage will be the maximum fee to be quoted for each call-off assignment under this LTA.  Candidates may also be requested to provide costs for travel costs to duty station and/or mission related travels, as applicable.

Criteria for Selection of the Best Offer:

The selection of the best offer from the shortlisted candidates will be based on a Combined Scoring method – where the qualifications and experienced will be weighted a maximum of 70 points and combined with the price offer which will be weighted a max of 300 points out of 1000 points.

Method: Cumulative analysis method will be used to evaluate proposals.

  • When using this weighted scoring method, the award of the LTA will be made to the individual consultant whose offer has been evaluated and determined as:

Responsive, compliant, acceptable; and

  • Having received the quantum core out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight: 70%

Financial Criteria weight: 30%

Technical Evaluation (700 points, Weight 70%)

All applicants will be initially screened against the minimum qualification requirements as specified above. Responsive candidates will then be further evaluated against the following criteria:

Desk review of technical criteria as evident in the submitted application:

  • Demonstrated knowledge of SDGs and South-South cooperation. –50 points Max
  • Relevance of the experience in providing logistical and operational support to the organization of international events - 200 points Max (advantage will be given to candidates with large-scale events (350 attendants and above) experience)
  • Knowledge of UNDP/UN administrative, operation and finance systems, tools and procedures – 100 points Max
  • Experience in supporting UNDP/UN project managements – 70 points Max
  • Experiences in developing reports and knowledge products – 70 points Max

The maximum points that can be achieved in the desk review is 490.

Only those applicants obtaining a minimum of 340 points in the desk review (70% of total points obtainable during the desk review) will be considered for an interview. The total obtainable score on the interview is 210 points bringing the total points for the technical evaluation to a maximum of 700 points.

 A minimum of 147 points (70% of total points obtainable during the interview) are required to pass the interview.

Only those candidates who obtain a total technical score of 490 points (70% of total points obtainable during the technical evaluation) and above on the technical evaluation will be considered for financial evaluation and will be asked to submit a financial proposal.

Financial evaluation (30 points, Weight 30%)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
