Financed by the Government of Switzerland and implemented by the United Nations Development Programme (UNDP), the Municipal Environmental and Economic Governance (MEG) Project is a 12-year intervention in the domain of local governance in Bosnia and Herzegovina. The Project’s overall goal is defined as follows: Local governments (LGs), assigned with appropriate competences and finances, have improved their democratic governance, apply sound public policy and performance management systems, and provide public services in an inclusive, effective and efficient manner, particularly those related to economic and environmental sectors. The expected concrete improvements the Project will contribute to are clustered in three outcomes, as follows:

  • Outcome 1: Supported local governments apply effective development management systems characterized by stronger oversight of the legislative and greater accountability towards the citizens;
  • Outcome 2: Citizens and businesses in target localities benefit from good quality services provided by LGs in the economic and environmental sectors;
  • Outcome 3: Improved regulatory framework at higher and local government levels.

The Project’s territorial focus is on the North-West part of the country (including Una-Sana Canton and Prijedor region) and the North-East region (the wider Doboj-Tuzla area), covering 18 partner LGs: Bihac, Bosanska Krupa, Cazin, Doboj, Gracanica, Gradacac, Gradiška, Kalesija, Kostajnica, Kozarska Dubica, Prijedor, Prnjavor, Sanski Most, Tešanj, Teslic, Tuzla, Velika Kladuša and Žepce.

The Project is implemented in partnership with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Ministry of Development, Entrepreneurship and Crafts of the Federation of Bosnia and Herzegovina (FBiH), the FBiH Ministry of Agriculture, Water Management and Forestry, the Ministry for Administration and Local Self-Government of Republika Srpska (RS), the RS Ministry of Agriculture, Forestry and Water Management and both entity Associations of Municipalities and Cities (AMCs).

Within its Local Government component, MEG Project is supporting its partner local governments (municipal councils and administrations) to establish sound public policy provision and performance management systems through improved structures, regulatory frameworks, capacities and attitudes by municipal employees and elected officials. This entails reform-type of efforts by both the municipal leaderships and employees, towards a more effective and citizen-centred municipal governance and service delivery.

The overall objective of this consultancy is to strengthen the capacities of respective LGs’ departments involved in the implementation of LGs’ annual environmental plans, thus enhancing overall municipal performance when it comes to successful implementation of municipal development strategies.

Devoirs et responsabilités

National Consultant for Local Government Environmental Sector (hereafter: the Consultant) will be responsible for the review, analysis and reporting on the needs assessment results in 18 partner LGs, and later, for the design of adequate technical assistance for partner LGs environmental departments.  Based on 18 different LGs’ needs assessment findings, recommendations and identified gaps, the Consultant will, in close cooperation with the MEG Project team, propose adequate technical assistance for all individual MEG partner LGs and a suitable implementation timeline that is in line with capacities of LGs to acquire this new knowledge. This will be done by providing concrete inputs for the development of the terms of reference (ToR), and later, for the design of the technical assistance (TA) that will be provided to partner LGs. Finally, the Consultant will provide limited quality assurance, in support to the Project team, during the TA implementation phase.

With this consultancy, the Project intends to map all relevant needs for LGs environmental departments, even though appropriate technical assistance may not be available within the scope and/or the time-frame of the first phase of the MEG Project. The Consultant’s concrete input will benefit the MEG project during the design phase of relevant technical assistance for 2019-2020. This will be done through preparation of relevant terms of reference, and design and development of appropriate training modules.

More specifically, the Consultant will be responsible for the following tasks:

Task 1: Desk review and Assessment Survey Report:

The Consultant is expected to get familiar with relevant policies and individual LG environmental sector plans, as well as with other key MEG project documents such as relevant sections of MEG project developed municipal Performance Management Assessment (PMA) reports; results, findings, recommendations and means of verification that are relevant to LGs’ environmental departments’ performance; and with the internal Methodology for Performance-based Financial Assistance to MEG partner LGs. All these inputs will be provided by the MEG project team. Furthermore, the Consultant will design an assessment survey, followed by analysis of relevant results clearly identifying LG capacity gaps, actual needs and the implementation timeline. Individual follow-up phone calls with LG representatives and/or email exchange is foreseen during this phase. The assessment survey needs to be approved by the MEG project.
The Consultant is also expected to prepare an analysis report clearly indicating individual findings, defining gaps and providing relevant set of recommendations for implementation on local level. In addition, as a part of the Report, the Consultant will propose grouping partner LGs with similar needs for easier technical assistance provision at a later stage.  After the consultation process with the MEG project team, the Consultant will propose suitable technical assistance, adequate timeline, and provide inputs for the development of relevant terms of reference - for further capacity building of the select LGs.

It is envisaged that this task will be delivered by 10 April 2019 and the level of effort will not exceed 10 expert days.

Task 2: Support to TA Design and Development:

The Consultant’s concrete and specific input is expected in the design of relevant MEG project technical assistance to its partner LGs for 2019-2020. This will be done by providing technical support to the Project team in the process of ToR preparation, and later, during the specific TA design, the development of relevant training modules to ensure further capacity building of the selected departments and LGs.

It is envisaged that this task will be delivered by 30 June 2019 and the level of effort will not exceed 10 expert days.

Task 3: Quality Assurance and Reporting:

The Consultant will provide limited quality assurance to the MEG project team during the implementation phase. This will be done by reviewing drafts of relevant LG outputs, providing feedback and by assessing the actual training delivery to partner LGs. At least two one-day field visits during the training sessions are envisaged, i.e. one to Doboj and another one to Bihac/Prijedor area. Feedback on findings and recommendations will be provided first in an interim-report, due by 30 September 2019, and later in the final report to be submitted by 20 December 2019.

It is envisaged that this task will be delivered by 20 December 2019 and the level of effort will not exceed 12 expert days.

Deliverables/outputs:

Task 1: Desk review and Assessment Survey Report:

  • Desk review performed; Designed assessment survey for mapping LG needs and capacities and approved by the MEG project; Analysis report on LG capacity gaps, actual needs and implementation timelines, as well as relevant set of recommendations, prepared and accepted by the MEG project team - 10 days, 10 April 2019, 31.25%;

Task 2: Support to TA Design and Development:

  • Concrete and specific technical input provided during the phase of ToR preparation and TA design; Developed training modules for 2019-2020, approved by the MEG project team - 10 days, 30 June 2019, 31.25%;

Task 3: Quality Assurance and Reporting:

  • Quality assurance on key LG outputs provided in the form of constant informal feedback; Quality assurance on key LG outputs and training delivery provided in the form mid-term report. The mid-term report accepted by the MEG project; Final report prepared and accepted by the MEG project - 12 days, 20 December 2019, 37.50%.

Qualifications et expériences requises

Academic Qualifications/Education:

  • University degree in environmental studies, international studies, public administration, development policy, law or related field.
  • Master’s degree or PhD in relevant field will be considered an advantage.

Experience:

  • At least 5 years of public administration experience, preferably at LG level
  • At least 3 years of working experience in the environmental sector, preferably at LG level.
  • At least 1-year experience in the assessment and analysis of public documents and regulations.
  • Demonstrated understanding of relevant LG competences.

Languages Requirements:

  • Fluency in English and official languages of people of BH.

Shortlisting/ Qualification Criteria:

  • Relevant Education (University degree in environmental studies, international studies, public administration, development policy, law or related field) - Maximum points: 10 (6 points relevant BSc/BA, +up to 2 points for relevant MSc/MA; + up to 2 points for relevant PhD).;
  • Relevant professional experience (at least 5 years) Maximum points:15;
  • Knowledge of English and languages of BiH people - Maximum points: 5;

Technical Evaluation Criteria:

  • Rating based on Qualifications - Maximum points:30;
  • Rating based on Technical criteria - Maximum criteria: 70.

Technical criteria:

  • Work experience with public administration, preferably at LG level (at minimum 5 years) - Weight: 25%, Maximum points: 25;
  • Work experience in the environmental sector, preferably at LG level (at minimum 3 years) - Weight: 25%, Maximum points: 25;
  • Work experience in the assessment and analysis of public documents and regulations (at least 1 year) - Weight:20%, Maximum points: 20;

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
