Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Pacific sub-region has four main thematic areas:

  • Ending Violence against Women and Girls (EVAWG);
  • Women’s Economic Empowerment (WEE) which includes the Markets for Change project (M4C);
  • Gender and Protection in Humanitarian Action; and
  • Women’s Political Empowerment and Leadership.

Communications is a key component of UN Women’s work in the region and constitutes a vehicle for ensuring visibility for successful UN Women initiatives, results and programmes, as well as for raising awareness about key issues of gender equality and women’s empowerment. Effective communications also contribute to mobilizing resources, through visibility for donors.

Within this scope, UN Women Fiji MCO regularly develop impact stories, news material and other web-related information and communications products to be featured on the Fiji MCO section of the UN Women Asia Pacific website to showcase UN Women initiatives and impact on the lives of people in the Pacific.

Purpose and Context:

Communications is a key component of UN Women’s work in the region and constitutes a vehicle for ensuring visibility for successful UN Women initiatives, results and programmes in the region, as well as for raising awareness about key issues of gender equality and women’s empowerment.

Within this scope, UN Women Fiji MCO regularly develops impact stories, Press Releases, newsletters and other web-related information, as well as publications to be featured on the UN Women Asia Pacific website to showcase UN Women initiatives and impact of their work on Pacific Islanders.

As the result of being granted autonomy over the management of the UN Women Fiji MCO section of the UN Women Asia Pacific website, the purpose of this consultancy is to provide webpage administration support to the UN Women Fiji MCO for updates and management of the Fiji MCO section of the UN Women Asia Pacific website. The role will be carried out under the guidance and direct supervision of the UN Women Communications and Media Specialist, in close collaboration with communication officers in programme teams.

Objectives of the Assignment:

The objectives of the assignment include the following:

  1. To update and maintain the UN Women Fiji MCO section (http://fiji.unwomen.org ) of the UN Women Regional Asia Pacific website (http://asiapacific.unwomen.org)
  2. To make clear and practical recommendations on development of a TOR for the establishment of and recruitment for a Web Administrator position at the UN Women Fiji MCO.

Scope of Work/Duties and Responsibilities:

  • Under the direct supervision of the Fiji MCO Media and Communications Specialist, the Consultant will work with UN Women Fiji MCO Communications Team to manage the Fiji MCO section of the UN Women Asia and the Pacific Website.
  • The Consultant will be responsible for updating the website with content provided by the Fiji MCO.

Duration of the Assignment:

  • The contract aims to start in March to end in July 2019, with a maximum of 40 working days.

Expected Deliverables:

  • The deliverables are expected from the Consultant to deliver within the approximate timelines. 
  • The payment for each deliverable will be made upon the approval of UN Women.

All the documents, including the interview tools, and transcripts, all scoping materials including images materials and reports should be submitted in written English language.  

Note that all materials, including images will remain property of UN Women and cannot be used without UN Women’s permission.

Inputs:

  • UN Women will provide the consultant with articles, photographs, publications and other content for upload.
  • The consultant is expected to work remotely using their own equipment and computers.

Performance Evaluation:

  • Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Travel:

  • The Consultant selected for this assignment will be responsible for all administrative and travel expenses associated with undertaking this assignment as there is no travel involved for the purpose of this assignment.

Financial Arrangement:

  • Payment will be disbursed upon submission and approval of deliverables and certification by the project managers that the services have been satisfactorily performed as per the delivery table above.

Qualifications et expériences requises

Education:

  • Bachelor’s degree in web development, programming, communication or other related discipline.

Experience:

  • Web development CMS on Sitecore, required,
  • Web development CMSs on Adobe Dreamweaver, Joomla, Wordpress, required,
  • Web programming HTML, DHTML, Java Script, PhP, CSS, required,
  • Video Editing: CyberlinkPower Director, Adobe Premier Productivity - Word, Excel, Access, PowerPoint, Outlook, Visio, MS Project Databases - MySQL, MsAccess, required,
  • Minimum 5 years of experience in communications engineering, information technology, 
  • Experience working with UN Agencies or international NGOs will be an advantage, and
  • Knowledge of the Pacific is also an asset.

Language:

  • Excellent written and spoken English.
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation:

Applications will be evaluated based on the cumulative analysis:

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:

  • The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria.
  • Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.

Financial/Price Proposal evaluation:

Below, to set the guidance to submission/s of financial proposals.

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100 (30%).
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation.
  • All other price proposals will receive points in inverse proportion to the lowest price.
