Historique

The UN/UNDP Brussels Representation Office has a coordinating role in leading the UN Brussels Team (UNBT) in its objective to maintain, nurture and develop its strategic partnership with the European Union (EU). In recent years, this partnership has gained in intensity as has the UNBT’s role in projecting a unitary UN image to its partners. The UNBT today constitutes 25 specialized agencies, funds and programmes.

The UN Coordination Officer will work under the guidance and direct supervision of the UN Director. The incumbent will ensure overall coordination support to the efficient functioning of the Director’s Office in her capacity as UN Director. This will include bringing together the different UN entities from both Headquarters and UN Country Offices to improve the efficiency and effectiveness of the UN-EU strategic partnership. The incumbent will additionally provide support in the analysis of global (development and humanitarian) policies of mutual UN-EU interest, including the coordination of inputs into substantial UN contributions to EU policy initiatives. Promoting a client-oriented approach, the UN Coordination Officer will work in close collaboration with the UNBT and the various units of the Office (Directorate, Operations, Programme, Bureaux and Projects).

Devoirs et responsabilités

        Provide policy support to the effective development and implementation of the UN-EU strategic partnership, focusing on the achievement of the following results

  • Support the UN Director in the design and implementation of policies and initiatives of joint UN-EU interest;

  • Conduct research and write briefings on EU Institutions and relevant policies;

  • Track EU and UN policy developments relevant to the interest of UN agencies;

  • Promote smooth information flows between the UNBT and the EU Institutions;

  • Coordinate the preparation of missions and events in support of UNBT-wide activities;

  • Provide support in the preparation of information and advocacy materials in consultation with UNBT;

  • Identify and recommend actions for enhancing inter-agency coordination, initiating and providing support in the implementation of inter-agency joint actions agreed upon by the UNBT.

     

    Assist in the coordination of activities emanating from the Director’s Office regarding inter-agency coordination

  • Provide direct assistance to the Director in the drafting of correspondence, briefings and reports on all issues relevant to UN-EU coordination;

  • Provide support to the Director in the circulation of incoming/outgoing UNBT communications, ensuring adherence to appropriate protocol and correspondence guidelines;

  • Compile and prepare briefings, presentation materials and background information for identified UNBT missions, coordinating mission itinerary and logistics;

  • Provide support in the organization of UNBT Agency Heads’ meetings, circulating information as required;

  • Track and report on UNBT cost-shared budgeted activities.

     

    Expected deliverables

  • Contribute towards the design and implementation of policies and initiatives of joint UN-EU interest;

  • Produce written briefs on EU institutions and relevant policies;

  • Coordinate the preparation of information and advocacy materials in consultation with the UNBT;

  • Coordinate UNBT-wide missions and events;

  • Produce UN-EU coordination correspondence, briefings and reports;

  • Prepare and compile UNBT briefings, presentation materials, background information;

  • Quarterly reporting of UNBT cost-shared budgeted activities;

  • Produce one final report outlining the achievements for the entire duration of the assignment at the end of the contract.

Qualifications et expériences requises

Education and Experience

  • Master’s degree in International Relations, Development Studies, Political Sciences or related field;

  • A minimum of three years of progressively responsible work experience in development, humanitarian, international relations or related field;

  • Experience working with the United Nations and/or the EU institutions;

  • Experience in the usage of computer and office software packages (MS Word, Excel, etc);

  • Fluency in written and spoken English; knowledge of French an asset.

 

Selection Criteria

  • Personal History Form (P11), indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references (the template can be downloaded from this link: http://sas.undp.org/Documents/P11_Personal_history_form.doc

  • An updated curriculum vitae.

  • A motivation letter prepared by the candidate detailing how he/she is best fit for this consultancy given his/her experience and background.

     

    Step 2: Submission of Financial Proposal

    Applicants are instructed to submit their financial proposals in EUR for this consultancy to procurement.be@undp.org using the financial proposal template available here: http://procurement-notices.undp.org/view_file.cfm?doc_id=45780. The proposals should be sent via email with the following subject heading: “UN Coordination Officer" latest by March 15th 2019.

     

    Proposals to be received after the deadline will be rejected. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal should be all-inclusive and include a breakdown. The term ‘all-inclusive” implies that all costs (professional fees, travel related expenses, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are already factored into the financial proposal. 

     

    Application Evaluation Process

    Individual consultants will be evaluated based on the cumulative analysis methodology (weighted scoring method), where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and

  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

    Technical Criteria weight: [70%]

    Financial Criteria weight: [30%]

     

    Only Individual Consultants obtaining a minimum of 70% on the Technical evaluation would be considered for the Financial Evaluation.

     

    Technical Criteria - 70% of total evaluation – max. 100 points:

  • Relevance of Education/Degree – max 15 points;

  • Knowledge of UN and/or EU working environment and organizational set-up - max 20 points;

  • Sound knowledge of UN and EU policy developments, in particular that related to development and humanitarian policies, external assistance, foreign affairs - max 20 points

  • Work experience in a relevant domain, preferably in development, humanitarian, international relations. Experience gained from working within a UN and/or EU context an asset - max 20 points;
  • Fluency in written and spoken English (with knowledge of French language an asset) – max 10 points;
  • Interview - max 15 points.

 

Financial Criteria - 30% of total evaluation

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

 

UNDP is applying fair and transparent selection process that would take into account both the technical qualification of Individual Consultants as well as their price proposals. Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
