Albania is a middle-income-country that is making the transition to an open market economy. Albania has low HIV prevalence, but data show an upward trend in new diagnoses, suggesting a larger number of undiagnosed cases. While tuberculosis treatment success rates in Albania are high, the country’s TB burden has increased since 2012. The Global Fund (GF) is supporting a combined HIV/TB grant in the country in investing for impact against tuberculosis and HIV.  The goal of is to contain the TB and HIV epidemics at the current low levels and reduce TB and HIV-related morbidity and mortality in Albania. Its vision is to foster a long term sustainable public health care system with continued and sustained TB and HIV prevention, treatment, care and support services increasingly integrated, institutionalized  and client centered , and scaled up through high impact interventions in the most affected populations and epidemiological hotspots of the country, while providing quality services that are gender sensitive and can be equitably accessed by key at risk populations. 

Given the concentrated character of the epidemics, the focus is on who men having sex with men (MSM), people who inject drugs (PWID), sex workers (SW), the transgender population (TG), TB infected people and their contacts, people living with HIV (PLWHA) and the sexual partners of key affected populations (KP) and PLWHA, the prison population and other vulnerable groups. The key strategies of the GF interventions' aim at ensuring programmatic and financial sustainability, reducing stigmatization and discrimination and intensifying the identification and outreach of key affected populations in selected areas while ensuring continuum of care. Key to this is a client/patient tracking system that builds up from community level and is linked to a strengthened public surveillance system. GF is expected to: 1) ensure equitable access to high quality TB and HIV prevention, treatment, care and support with a focus on key affected populations; 2) strengthen the health and community systems that enable needs-based, cost effective and integrated interventions for key populations mostly affected by HIV and TB epidemic.

The nature and goal of the interventions require a network of civil society and CBOs working in tandem with the government in order to have a successful implementation. Since that a broad range of civil society and communities have been involved in the development of the proposal, there will still be the need of civil society involvement in programme implementation through the delivery of specific interventions for targeted populations.

In this regard, UNDP will provide specific support to civil society organizations in terms of institutional strengthening and capacity building of organizational development for civil society organizations working in health issues with specific focus on HIV / TB's and affected target groups.

An improvement in health outcomes can be greatly enhanced through involvement of key affected populations and community networks. In order to have real impact, community organizations and actors must have effective and sustainable systems in place to support their activities and services. This includes a strong focus on capacity building, human and financial resources, with the aim of enabling community actors to play a full and effective role alongside health and social welfare.

Therefore, UNDP will need the services of an national expert, teaming up the a international expert to conduct the following tasks and deliverables:

Under the overall supervision of UNDP Programme Specialist, the qualified consultant in cooperation with an international will be responsible for conducting the following tasks:

  • The national expert jointly with the international expert and UNDP will work develop a consultancy plan with specific tasks and division of duties and tasks between the two consultants, pointing out the specific timeline of deliverables.
  • The national expert will provide support to the international expert in reviewing of relevant documentation and background information related to the targeted NGOs.
  • Support the international expert to develop a methodology and related documents for capacity assessment, of the targeted NGOs (at the maximum 14 NGOs) focusing on key organizational development issues: human resource development, resource mobilization and financial management, planning, monitoring and evaluation, administrative systems and other needs of NGOs.
  • Under the guidance of the international expert will conduct the capacity assessment interviews.
  • In cooperation with the international expert draft a capacity assessment report and Institutional Strengthening Plans (ISP) for each targeted NGO or group of NGOs as per their specific needs and gaps.
  • Teaming up with the international expert organize and deliver a three day training for targeted NGOs on capacity building related on the methodology for the implementation of the Institutional Strengthening Plans focusing on key organizational development issues: human resource development, resource mobilization and financial management, planning, monitoring and evaluation of capacities, administrative systems and provide recommendations for future areas of interventions related to NGOs capacities and institutional building.
  • Jointly with the international consultant, prepare and conduct a briefing session for the targeted NGOs, PMU, UNDP and other involved stakeholders on the key assessment findings and present the Institutional Strengthening Plans.

The list of final deliverables:

  • Inception report that describes consultancy approach and timelines.
  • Capacity assessment methodology finalized and Institutional Strengthening Plans for each targeted NGO or group of NGOs.
  • A PowerPoint presentation on the key assessment findings and ISP.
  • Delivery of 3 day training programme: this includes training materials and post training report on capacity building of NGOs (i.e. agenda and methodology, presentations, training toolkits and training report by including needs, gaps, future areas of interventions related to NGOs institutional strengthening).
  • A final consultancy report (in English) describing the completed tasks and recommendations for CSO strengthening activities.

Qualifications et expériences requises

Academic Qualifications/Education:

  • University degree preferably in major disciplines of public health ( health services, social issues, health administration);
  • Advanced degree in any of the above-mentioned areas is preferred;

Work Experience:

  • At least 7 years of professional experience working particularly on health, HIV/TB  or public health issues;
  • Knowledge and working experience with civil society organizations with focus on HIV/TB;
  • Demonstrated experience in conducting assessments, developing plans and related policy documents at institutional level (NGOs);
  • Experience in providing capacity building on organizational development issues;
  • Good knowledge and understanding of United Nations System and particularly the role and mandate of UNDP is desired;

Language skills:

  • Full working knowledge of English, including excellent writing and presentation skills

EVALUATION OF APPLICANTS

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only the highest ranked candidates who would be found qualified for the job will be considered for the Financial Evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:

  • Criteria A: Specific education development-related disciplines as mentioned under “Qualifications” section – max points: 30
  • Criteria B: Work experience – max points: 20
  • Criteria C: Previous experience with similar tasks – max points: 20

Financial Criteria - 30% of total evaluation – max. 30 points
