Financed by the Government of Switzerland and implemented by the United Nations Development Programme (UNDP), the Municipal Environmental and Economic Governance (MEG) Project is a 12-year intervention in the domain of local governance in Bosnia and Herzegovina. The Project’s overall goal is defined as follows: Local governments, assigned with appropriate competences and finances, have improved their democratic governance, apply sound public policy and performance management systems, and provide public services in an inclusive, effective and efficient manner, particularly those related to economic and environmental sectors. The expected concrete improvements the Project will contribute to are clustered in three outcomes, as follows:

  • Outcome 1: Supported local governments apply effective development management systems characterized by stronger oversight of the legislative and greater accountability towards the citizens.
  • Outcome 2: Citizens and businesses in target localities benefit from good quality services provided by LGs in the economic and environmental sectors.
  • Outcome 3: Improved regulatory framework at higher and local government levels and pro-active.

The Project’s territorial focus is on the North-West part of the country (including Una-Sana Canton and Prijedor region) and the North-East region (the wider Doboj-Tuzla area), covering 18 partner local governments (LGs): Bihac, Bosanska Krupa, Cazin, Doboj, Gracanica, Gradacac, Gradiška, Kalesija, Kostajnica, Kozarska Dubica, Prijedor, Prnjavor, Sanski Most, Tešanj, Teslic, Tuzla, Velika Kladuša and Žepce.

The Project is implemented in partnership with the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina, the Ministry of Development, Entrepreneurship and Crafts of the Federation of Bosnia and Herzegovina (FBiH), the FBiH Ministry of Agriculture, Water Management and Forestry, the Ministry for Administration and Local Self-Government of Republika Srpska (RS), the RS Ministry of Agriculture, Forestry and Water Management and both entity Associations of Municipalities and Cities (AMCs).

This consultancy will take place within the Project’s economic development component, seeking to contribute to improvements in local business environment and economic governance in partner LGs. 

The purpose of the consultancy is to improve selected[1] LGs’ procedures and practices of issuing construction-related permits, addressing issues that may hinder new investments and economic growth.

The objective of the assignment will be to follow up on achieved improvements and to provide additional analytical and expert technical assistance (TA) to selected partner LGs, related to establishing/improving  work of municipal one-stop shops and implementation of the MEG project developed Monitoring model (hereinafter: the Monitoring model), as well as all actions relevant for efficient business-enabling infrastructure for issuing construction-related permits.

Travel will be required to:

[1] Bihac, Gradacac, Kalesija, Kostajnica, Kozarska Dubica, Prnjavor, Sanski Most, Tuzla, Velika Kladuša and Žepce. 

Devoirs et responsabilités

Activities under this ToR continue to support partner LGs in upgrading their processes and procedures for issuing construction-related permits. Implementation of the Monitoring model and municipal one-stop shops will be supported through specific TA provided by the Consultant.

The Consultant will provide support to selected LGs to:

  • address challenges and minimize obstacles to the successful functioning of the Monitoring model,
  • address local level administrative challenges related to establishing and/or successful functioning of municipal one-stop shops and improve their work.

More specifically, the Consultant will have to complete the following task: 

Task 1: Deliver TA related to establishment/functioning of one-stop shops and implementation of the Monitoring model

As the basis for his/her work, the Consultant will become familiar with the relevant findings, recommendations and results of the TA provided on improvement of processes and procedures for issuing construction-related permits, implementation of the Monitoring model, as well as the progress made during 2017 and 2018. All these inputs will be provided by the MEG project team. The Consultant is expected to:

  • provide TA related to implementation of the Monitoring model,
  • provide TA in process of establishing, improving work of municipal one-stop shops,
  • provide follow-up activities related to improvement of processes and procedures for issuing construction related permits.

As a precursor to this task, the Consultant is expected to submit a detailed work plan that has to be endorsed by the MEG team before the commencement of the TA.

The tailored TA will be provided through direct contacts with relevant representatives of target LGs and/or through electronic communication (e-mail, Skype).

It is envisaged that this task will be delivered by end-November 2019 and the level of effort will not exceed 18 expert days.

Task 2: Prepare mid-term and final Report

The Consultant will provide two reports during the tenure of this consultancy - one mid-term and one final report on tailored TA provided to the selected LGs.

The mid-term Report will contain minimum following information, but not be limited to:

  • description of provided TA during reporting period,
  • description of achieved progress/results,
  • identification of challenges and action plan for their overcoming (for each selected LG individually).

The mid-term Report will be prepared and submitted by the end of August 2019.

The final Report on tailored TA provided to the selected LGs under Task 1, will contain minimum following information, but not be limited to:

  • description of provided TA and achieved progress/results during an assignment,
  • list of identified internal obstacles/challenges to implementation of suggested improvements,
  • recommendations for future improvements (for each LG individually).

Final report will be prepared and submitted by mid-December 2019.

It is envisaged that the level of effort for this task will not exceed 2 expert days.

Deliverables/outputs

Task 1: Deliver TA related to establishment/functioning of One-stop shops and implementation of developed Monitoring model: 

  •  Provided tailored TA related to implementation of the Monitoring model, and in process of establishing and improving work of municipal one-stop shops- by 10 August 31, 2019; Provided follow-up activities related to improvement of processes and procedures for issuing construction related permits - by 8 November 30, 2019;

Task 2: Prepare mid-term and final Reports:   

  • The mid-term Report on tailored TA provided to selected LGs, with individually identified challenges, submitted and approved by the MEG team - by 01 August 31, 2019; The Final Report on tailored TA provided to selected LGs, with individually listed recommendations for further improvements, submitted and approved by the MEG team - by 1 December 13, 2019;

Qualifications et expériences requises

Academic Qualifications/Education:

  • University degree in law, economics, public administration or other relevant field;
  • Advanced degree will be an asset.

Experience:

  • At least 5 years of relevant experience;
  • Previous experience, practical work and delivery of technical assistance to local and other governments in the field of policy reform is required;
  • Practical experience in providing technical assistance to the LGs on improvement of the processes related to the issuing construction, urban and permit for use;

Languages Requirements:

  • Fluency in official Bosnia and Herzegovina languages, and in English.

Other Requirements:

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.

Technical criteria:

  • Demonstrates substantive knowledge on local level administrative procedures and processes related to the issuing construction, urban and permit for use, based on the evaluation of sample of previous documents relevant for engagement done by the consultant- Weight: 20%, Maximum points: 20;
  • Previous experience, practical work and delivery of technical assistance to local and other governments in the field of policy reform is required - Weight:20%, Maximum points: 20;
  • Practical experience in providing technical assistance to the LGs on improvement of the processes related to the issuing construction, urban and permit for use - Weight: 30%, Maximum points: 30;

Financial criteria: Weight: 30%, Maximum points: 30.

Shortlisting Criteria:

  • Relevant Education (University degree in law, economics, public administration or other relevant field. Advanced degree will be an asset) max 10 points (5 points allocated for BA/BSc degree; + 3 points for MSc/MA; + up to 2 points for PhD).
  • Relevant professional experience (at least 5 years of relevant experience) - max 17 points;
  • Knowledge of English and languages of BiH people - max 3 points.

EVALUATION

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • * Technical Criteria weight-70%
  • * Financial Criteria weight- 30%
