Historique

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women in Turkey works with national governments, UN agencies, local authorities, non-governmental organizations and private sector to empower women and girls from different marginalized groups and improve their access to opportunities, rights and services, as required by international treaties and national legislation. Thus, UN-Women’s operation in Turkey focuses on bringing about concrete change in the lives of women and the society as a whole through the following key areas: 

  1. Women in politics and leadership
  2. Gender sensitive refugee response
  3. Elimination of violence against women
  4. Gender responsive planning and budgeting
  5. Prevention of Child, Early and Forced Marriages

Women in Politics and Leadership: UN Women has been implementing Gender Equality in Political Leadership and Participation in Turkey project since 2015. Achieving the goal of gender equality, particularly with respect to women’s political participation and leadership, has become a key priority in Turkey. While progress has been consistent in the fields of women’s education and health, women have been unable to advance politically in significant numbers, especially at the local level. The project aims to ensure that women participate in all aspects of decision making, especially within the Turkish Grand National Assembly (TGNA), and the Committee on Equal Opportunities for Women and Men (EOC) is the main beneficiary.

In 2019 UN Women started a new phase of the Gender Equality in Political Leadership and Participation in Turkey project which seeks to support women in various positions of leadership including women elected to municipal councils, in municipal government, in parliament and in civil society. The project will bring together gender equality advocates and women in leadership positions to encourage multi-stakeholder dialogues on issues that can advance gender equality and women’s empowerment at the national and local level such as the application of gender responsive budgeting (GRB), eliminating violence against (EVAW), and gender sensitive governance. The project will include capacity development and training activities, advocacy and the exchange of best practices within Turkey and with women leaders in the region. The project is implemented by UN Women, in partnership with the Inter-Parliamentary Union (IPU).

Gender Sensitive Refugee Response: UN Women concluded an assessment in seven cities to determine the needs of refugee women and girls, their challenges in accessing services and the areas that need improvement. The assessment helped inform the development of the “Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey” an integrated programme that targets both displaced Syrian women and girls and host-country nationals across Iraq, Jordan and Turkey. The programme works through a multi-dimensional strategy that: i) enables women’s empowerment through addressing issues of economic vulnerability and violence by increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to national justice structures to promote accountability for violence against women, and ii) promotes a culture of peace and co-existence through supporting women to lead and engage in peacebuilding, reconciliation and conflict prevention. The partners for programme implementation in Turkey are the Municipality of Gaziantep, International Labour Organisation (ILO) and Association for Solidarity with Asylum Seekers and Migrants (ASAM). The programme  offers a two-tier approach that combines livelihoods and referral support at the SADA Women-Only Center in Gaziantep, with interventions aiming at empowering women, increasing women’s participation in decision-making mechanisms and creating dialogue between women and girls from refugee and host communities. The implementation of the project started in February 2017 and will last until the end of January 2020. The project also covers a wide array of training programmes and events addressing women, civil society organizations, government institutions and local authorities. 

To support the effective implementation of the communication plans of Gender Equality in Political Leadership and Participation in Turkey Project and Refugee Response Programme, UN Women Turkey Office seeks to embark on a series of targeted communications, visibility, publicity and advocacy interventions that would show-case the results of women in communities from Turkey and their impact on the lives of women, men and other community members as part of the leadership for change spirit. In addition, UN Women seeks to produce communications and advocacy materials on positive messaging and combatting against gender stereotypes and especially prejudices against the refugee population. 

As a part of UN Women work in Turkey there are also planned a series of events such as conferences, workshops, roundtables, study visits, trainings, for which visibility needs to be ensured and target audience reached. A prudent approach is to have on hand a long-term agreement with a photojournalist who can be brought on board to address visual communications needs on an ad hoc and as-needed basis. 

In view of documenting the activities and creating a pool of image resources UN Women Turkey office seeks to hire a photojournalist for providing timely and qualitative still photography services.

Under the overall guidance of the Programme Management Specialists and direct supervision of Communications Associates of above mentioned two programmes, the photojournalist provides high quality photography services, when required (with advance notice). The photojournalist demonstrates a client-oriented and gender-sensitive approach, tact and ability to work with people of different national, cultural and ethnical backgrounds. The photojournalist ensures effective and efficient provision of services, full confidentiality in all aspects of assignment, management of information flow and follow-up on deadlines and commitments made.

1. Objectives of the Assignment:

Capture and provide high quality and high resolution images of events, missions, including visual stories of women, men and children in the target communities where UN Women is implementing its activities. The photos will be used in a variety of advocacy events, publications and campaigns to capture public attention and highlight to a wide audience the pressing social and human rights issues related to gender equality and women’s  empowerment particularly with regards to women, peace and security, including humanitarian action, women facing multiple forms of discrimination, and others.

The photojournalist will be required to have her/his own equipment (a semi-professional or professional DSLR camera, lenses, flashes and all other necessary accessories) and be available for travel immediately as needed to communities from Turkey in order to cover various stories, events and topics. The transportation and logistical arrangements will be ensured by UN Women Turkey Office.

2. Scope of Work:

  • To generate compelling photography to illustrate specific stories or events. Capture high resolution images of individuals, families, groups, events at field locations related to the implementation of the UN Women activities and programmes;
  • Provide at least 20 selected images from minor assignment/event and at least 30 inspiring images from the major events immediately following the events in electronic format;
  • Caption each photograph with specific details such as geographical location, name of the person, a quote or a short description of the person’s story, a few lines (when required);
  • Caption short videos of the beneficiaries and conduct short interviews (when required);

Write brief stories related to the photo’s content.

3. Deliverables:

Duration of the assignment is from April 2019 to 31 December 2019. The Consultant is expected to spend up to 90 working days on a non-consecutive basis throughout the assignment. The consultant will use her/his own equipment.

Expected Deliverables:

  • Photographs – both color and black and white, and related cut lines (photo descriptions);
  • ‘Best of’ photographs that have been taken during each of the assignment (at least 15-30, depending on event);
  • Photographs shall be provided to UN Women through online transfer or on an external format, e.g. hard drive, flash disk, when requested;
  • In order to reflect an event in media and social media in an appropriate and effective time, min 10 photographs shall be provided within the first couple of hours after the closing of the event. There may be cases when the Consultant is expected to share a good selection of photos during the events;

Photographs shall conform to UN Women ethical reporting guidelines and appropriate visual portrayal of UN Women programme related areas. UN Women ethical conditions will be shared with the contract holder when s/he is on board.

Special attention must be demonsrated to the sensitiveness of women, children and refugees. Consents and permissions need to be provided, concent forms need to be filled with the guidance and support of the relevant programme and communication officers.

Types of photos expected:

  • Photos of the events and meetings organized by UN Women or its partners
  • Portrait format photos (faces)
  • Photos of people at work/action
  • Photos of people in the household
  • Photos of groups of people in their habitual community environment (special attention should be paid to women’s activities in the community)
  • Other

The photographs should be a mix of portraits and action shots. The majority of the images should be portraits of the subjects against a setting that is relevant to the story. For instance, if the subject is a researcher, the photograph could be set in her office, to provide important context to the story. The portraits should be posed against a desired backdrop, and lit well and evenly.

However, in addition to the portraits it is also important to capture the subject in action, either in conversation with a beneficiary of the programme they spearheaded, or otherwise engaged in an activity that helps drive the story home. For these images, it may not be possible to control the environment and so it is not necessary that these images are lit or posed in the same way as the portraits.

The photographs should depict the subject as empowered and strong, and the mood should be uplifting and positive as opposed to dark or moody. The case studies focus on the process of change, in finding positive solutions to overcoming challenges to achieving women’s human and social rights, and the subjects’ role in developing programmes or campaigns that protect and uphold these rights and empower women. In this context, it is especially important for the photographs to portray the subjects as leaders and as activists who embody this positive change.

Photos should take into account the following:

  • Representation of women and men, teenage boys and girls, young boys and girls;
  • A series of photos of women - leaders and activists, (a series of women’s photos);
  • Refugee women, men and their families;
  • Capture the sense of the vulnerable women’s and men’s lives in Turkey (e.g. typical employment niches, traditional life style etc.) but at the same time provide images on powerful and transformative storytelling (non-traditional and non-stereotypical sense);
  • Pictures shall capture both pressing social and human rights issues and empowerment and transformative and positive changes (potential solutions).

Technical specificities:

Specific requirements for photos:

  • Color and Black and White;
  • In electronic form or flash-card;
  • Format of electronic pictures: JPEG, TIFF, BMP, PNG;
  • Colors: minimum RGB, maximum CMYK;
  • Resolution: high (minimum 300 dpi scale up to A1 size for print and minimum 72 dpi for web) that will be of an internationally acceptable standard;
  • Pixel dimension: 1600x900 px.
  • Photos to be adopted to the UN Women social media account resolutions such as Facebook and Twitter.

Digital originals should be shot at the highest resolution that the camera permits. The minimum resolution accepted is 4000 pixels on the long side, saved as jpeg 10 or above.

Each image from the optimized edit as well as the full take must include in the IPTC metadata: the full name of the photographer for photo credit (UN Women Photographer’s name), the correct date, the location, and the city/country. If possible and relevant, names and titles of people in photos should be included as well. IPTC metadata can be embedded within the photo through the use of image editing software such as Photoshop, Lightroom, or Photo Mechanic. In addition to required info, a descriptive caption written in complete sentences is strongly preferred. The caption should describe the who, what, when and where of the photo in a way that accurately describes the context of the photo to a new viewer.

UN Women’s website is built around horizontal images, and the lead photos from the events, as well as portraits will need to be shot horizontally. Portraits and other types of photos for the purposes of knowledge products and collateral visibility materials can be shot vertically. The Consultant will be provided with instructions accordingly.

Colors: Photos must be made and delivered in color. Adobe RGB is the preferred color space for high resolution jpegs. Color filtering or stylistic adjustments (extreme contrast, high saturation, etc.) are highly discouraged, and original out-of-camera images may be requested if processing is unacceptable.

Resolution: Highest camera resolution when shooting with 4000 pixels on the longest side as minimum deliverable resolution on final edit. If lower resolution images are requested during the assignment (or necessary for transmission for web/social use) then photographer will provide originals and/or high res optimized files upon conclusion as well.

The photographer will deliver approximately 20-30 images per day of the event delivered by the end of the day.

Copyrights

The photographs will be copyrighted to UN Women and any violation of copyright law will be pursued appropriately. All photos taken by the photojournalist will be credited to the name of the person as well as UN Women’s photographer.

The Consultant represents and warrants that he/she has not, and undertakes that he/she shall not, infringe any third party intellectual property rights in performing any activities pursuant to the Contract. The Consultant represents and warrants that that he/she shall perform the activities pursuant to the UN Women Photo Policy and Guidelines including obtaining written consent when required, including from survivors of violence and from the legal guardian/s of children under 18 years of age.

All deliverables shall be agreed with the UN Women Programme Management Specialists and/or relevant UN Women staff. All written documents should be presented both in English and Turkish.

Travel

This is a home-based assignment with travel to provinces in Turkey. The travel arrangements will be handled by UN Women as per the UN Women rules and regulations.  UN Women will not cover transportation cost within duty station. 

Schedule of Payments

The amount paid to the consultant shall be gross and inclusive of all associated costs such as social security, pension and income tax, etc. Payment will be done in separate installments upon delivery of services and certification by Turkey Office no later than at the end of each quarter. Photojournalist’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate a "lump sum amount" which is "all-inclusive"; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2.Travel costs

This is a home-based assignment with travel to provinces in Turkey. The travel arrangements will be handled by UN Women as per the UN Women rules and regulations.  UN Women will not cover transportation cost within duty station.

3.Daily Subsistence Allowance and Terminal Fee

The Consultant will be covered within the UN Women policy on travel. Therefore the consultant will be entitled to receive daily subsistence allowance and terminal fee in line with the policy.

4.Currency of the price proposal

The applicants are requested to submit their price proposals in Turkish Lira. In case of proposals in other currency, these shall be converted into TL using the official UN exchange rate for currency conversion to TL at the date of applications’ submission deadline.
