UNDP Global Mission Statement:

The United Nations Development Programme (UNDP) is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP is on the ground in 166 countries, working with national counterparts on their own solutions to global and national development challenges.

UNDP Afghanistan Mission Statement:

UNDP supports stabilization, State-building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government of the Islamic Republic of Afghanistan (GIROA), the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the State, Ministries, Government agencies and commissions at the national and sub-national levels. UNDP has played a role in the management of the Law and Order Trust Fund for Afghanistan (LOTFA), which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors. UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Assistance Mission in Afghanistan (UNAMA) and the UN system to maximize the impact of its development efforts on the ground.

Organizational context:

UNDP is committed to augmenting the capacity of the GIROA to administer Rule of Law and improve security and justice service-delivery for all Afghan citizens. As the lead Rule of Law institution in the country, improving the ability of the Ministry of Interior Affairs (MOIA) to fulfill its mandate remains critical to the overall stability of Afghanistan and its people. As the UN’s primary development agency, and a longstanding development partner to GIROA’s Rule of Law and Security sector, UNDP Afghanistan plays a leading role in facilitating institutional reform and development of MOIA.

UNDP has operated the LOTFA since 2002. LOTFA was created to support the establishment, payment, equipment and training of the police force in Afghanistan. The central goal is to support the GIROA in achieving a paid, professional Afghan National Police (ANP) and staff of the General Directorate for Prison and Detention Centres (GDPDC) that deliver essential services to the Afghan people for improved public trust, safety and security and to support improved rule of law enforcement.

Based on consultations conducted between UNDP, the GIROA and donors during 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and corrections) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Simultaneously, the LOTFA structure has been revised to bring it more in line with international standards and best practices on Trust Fund management and administration.

The new Trust Fund Terms of Reference (TOR) and Strategic Framework was approved by the LOTFA Steering Committee on 25 November 2018. UNDP, as the Trust Fund Manager, will administer and manage the Fund in accordance with its rules, regulations, policies and procedures.

Organizational context of the position:

The ROLHS Unit currently in the process of designing a full suite of new projects across the three thematic windows under LOTFA, security, justice and anti-corruption.  Of these, the security window constitutes the largest volume of new project development with five projects currently under development.  While development efforts are underway, UNDP has established a “bridging project”, Transitional Support to MOIA (TSM), which serves to ensure continuity of UNDP’s technical assistance and advisory support MOIA.  Collectively, these efforts – programme development and implementation of TSM – place a signficinat demand for operatioanlizing key programmatic deliverables through drafting complex Request for Proposals, Terms of References (TORs) for technical assessments/studies, concept notes, proposals, among other documents.  Within this context, UNDP’s ROLHSU seeks the services of an international consultant to support in designing and drafting programmatic instruments to help scale-up programme development and implementation

Objective of the assignment:

Under overall supervision of the TSM Project Manager and direct supervision of the Senior Police Advisor and in collaboration with the Programme Management Specialists and Programme Management Consultants, the Individual Consultant will provide advice and technical assistance focusing on the following:

  • Support in conceptualizing implementation modalities for existing and new project outputs and activities;

  • Design and draft Expressions of Interest (EOI), Request for Proposals (RfPs), Terms of References, and other procurement/programmatic instruments to operationalize key outputs and activities;

  • Conduct background research on key issues/thematic areas to inform programme development/design and implementation efforts, providing recommendations/options for consideration;

  • Share knowledge and practices with the project, national counterparts, implementing partners, civil society and others on lessons learnt and comparative practices in rule of law area;

  • Review for quality and finalize, as required, project reports and ad-hoc documents to ensure that project reports are consistent with donor agreements, POPP and CO standards.

  • Draft concept notes, proposals, briefing notes and presentations to communicate new and emerging ideas to support programme development, implementation of activities, partnership building and resource mobilization efforts;

  • Draft job descriptions and terms of reference for relevant positions/functions

  • Identify potential partners and service providers to serve as implementing and/or repsonsible parties under UNDP programmes and projects;

  • Coordinate efforts to draft and finalize corporate and donor reports as per agreed timelines;

  • Contribute to the development of new project documents as required including key sections such as M&E frameworks, risks logs, gender strategies, results and resource frameworks, etc.

  • Other functions as required.

EXPECTED DELIVERABLES & PAYMENT SCHEDULE

Payments under the contract shall be delivery-based and be made on receipt of the specific milestone reports indicated above, including a timesheet completed according to accepted UNDP procurement formats for individual contractors. The draft reports will be reviewed by the Senior Police Expert and approved by the TSM Project Manager. The payments will be paid upon the full completion and acceptance of contractual obligations, as accepted by the TSM Project Manager.

This is an on-call consultancy, based on the project’s demands. The consultant will provide services only upon receiving prior request from the Senior Police Advisor (TSM Project). Number of days needed to complete a requested task will be agreed with the Senior Police Advisor and approved by the TSM Project Manager in advance

Institutional Arrangements

The National Consultant will work under the overall supervision of the TSM Project Manager and direct supervision of the Senior Police Expert and Police Advisory team.

This is a home-based consultancy. The consultant will undertake field missions to Kabul only upon receiving prior request from the TSM Project. If trips to Kabul are requested, the total duration of the missions will not exceed 20 days. If the consultant is in Kabul, the ROLHS Unit and the TSM Project will provide office space, internet, logistical and other support services including transport and security for UNDP international personnel. However, the consultant is expected to bring his/her own laptop and mobile phone and meet local communications costs (ROLHS Unit will provide a local pre-paid SIM card, if consultant is in Kabul). Costs to arrange meetings, workshops, travel costs and accommodation and if field visits are required (if any), etc. shall be covered by the TSM Project.

Duration of the Work

This consultancy is maximum 60 days (excluding joining and repatriation travel days) over the period of 9 months.

Duty Station

The duty station for the contractor is home-based. Missions to Kabul will be organized only after prior agreement with the project and will not exceed 20 days. The TSM Project will cover expenses of all official field missions within or outside the country, upon receiving the prior approval from the TSM Project Manager. When in Kabul, the contractor will be based at MOIA TSM Office or the UNDP ROLHS Unit at the United Nations Office Complex in Afghanistan (UNOCA), security conditions permitting. When  in Kabul, the TSM Project will cover expenses of accommodation. When in Kabul, the contractor will follow the working hours and weekends applicable to UNDP Country Office (CO) staff. The contractor’s movement for meetings and consultations shall be coordinated by the ROLHS Unit and the TSM Project.

The contractor is at all times required to observe UNDP security rules and regulations.

Qualifications et expériences requises

Academic Qualifications:

  • Master´s Degree in Social Sciences, Development Studies, Economics or public-sector management or similar.

    Required experience:   

  • Minimum of seven (7) years of progressive experience in programme/project development and/or management;

  • UNDP/UN experience is an asset;

  • Previous experience in result-based management and reporting is a requirement;

  • Experience in working at the country level in a post- conflict environment is a requirement;

  • Previous work experience with donor relations and partnership is an asset;

  • Previous relevant experience in project design and development within the Rule of Law/Security sector is a preferable;

  • Strong communication skills both written and verbal, excellent report writing and organizational skills;

  • Good computer literacy – MS office applications, web-based management information systems.

    Language:

  • Excellent written and oral English skills a necessary requirement.

Price Proposal and Schedule of Payment:

The Consultant shall submit a price proposal as below:

  • Daily Fee – The consultant shall propose a daily fee, which should be inclusive of her/his professional fee, local communication costs and insurance (inclusive of medical health insurance and evacuation). The professional daily fee, all inclusive of the above elements, shall be paid upon submission of timesheet. The number of working days for which the daily fee shall be payable under the contract is 60 working days maximum.

  • When in Kabul UNDP will provide accommodation free of charge to the Consultant. The contractor is NOT allowed to stay in a place of his choice other than the UNDSS approved locations. UN will provide MORSS compliant accommodation in UNOCA to the contractor;

  • Travel & Visa – All airfare and travel within Afghanistan will be covered by the project. Costs for 3 trips to and from the duty station, including visa on arrival charges, should be included in the consultant’s financial proposal and daily rate.

Payment schedule - Payments shall be done upon verification of completion of specific deliverables, upon approval by the TSM Project Manager.

Individual consultants will be evaluated based on the following methodology:

  • Cumulative analysis.

    The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

    * Technical Criteria weight 70%

    * Financial Criteria weight 30%

    Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Qualification and Experience (70 marks) [evaluation of CVs for shortlisting]

  • Relevant education (15 marks);
  • Experience relevant to the assignment (25 marks);
  • Two writing samples (ProDoc, TOR, concept notes and similar) (25 marks);
  • Language skills (5 marks).

UNDP may organize an interview and/or written test for the shortlisted candidates.
