UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against all women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The overarching goal of UN Women Ukraine is to empower women and girls and ensure full enjoyment of their human rights towards a peaceful and gender equal society in Ukraine. The implementation of the UN Women Ukraine Country Strategy (2018-2022) is guided by key international gender equality and women’s human rights norms and standards. UN Women work in Ukraine focuses on supporting the government, parliament and civil society in advancing gender equality and implementation of the national and international commitments.  Through its normative support functions, UN Women assists Ukraine in implementation of the Sustainable Development Goals, recommendations of the Universal Periodic Review, implementation of the Convention on Elimination of All Forms of Discrimination against Women (CEDAW) and the other human rights treaty body recommendations on women’s human rights, Beijing Platform for Actions and the outcome documents of its reviews, and the UN Security Council Resolutions on Women, Peace and Security, among other normative frameworks.

Ukraine ratified the key international instruments on human rights, gender equality and women’s rights, including the Convention on Elimination of Discrimination against Women (CEDAW) in 1980, joined the Beijing Declaration (BPFA) and ratified the International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) in 1994. Country adopted and localized the SDGs, accomplished the baseline report and is in the process of developing the mechanism for SDGs implementation through sectoral policies and programmes. Gender equality is enshrined in the Constitution and Ukraine and adopted a solid policy and legal framework. The Government developed the National Strategy on Human Rights and the Action Plan (2016-2020). The 2018 saw a number of further policy advancements on gender equality. The Cabinet of Ministers for the first time included gender equality priorities in the Government Plan: institutionalization of the gender analysis of legislation; the revision of NAP1325 based on the mid-term review. The Government also adopted theNational Action Plan on the CEDAW Concluding Observations (1) and the State Programme on Equal Rights and Opportunities for Women and Men by 2021 (2), which builds on the BPfA, SDGs and CEDAW, and integrates the measures to address multiple forms of discrimination.

Despite of these significant efforts, gender equality and human rights have not yet become an integral part of the reforms, recovery or peacebuilding processes. Neither gender equality and human rights priorities have been mainstreamed in the sectoral policies and plans. The structural barriers to a full realization of human rights and gender equality have not been addressed and multiple forms of discrimination remain widespread. The scale of discrimination against Roma community in general and Roma women remains wide-spread.

Ukraine ensures the rights and protection of Roma as a national minority in the Constitution of Ukraine and relevant national legislation. Ukraine also recognizes that the situation of Roma requires a complementary policy framework aimed at overcoming discrimination, their social marginalization and poverty, and at promoting the full inclusion of Roma population into the Ukrainian society. In 2013, Ukraine adopted the national “Strategy for the Protection and Integration of the Roma National Minority into Ukrainian Society until 2020” (the Roma Strategy). The Strategy was developed in line with international human rights standards, such as UN Universal Declaration of Human Rights (UDHR), the Convention on the Elimination of All Forms of Racial Discrimination (CERD), the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Convention on the Rights of the Child (CRC), the International Covenant on Civil and Political Rights (CCPR), the International Covenant on Economic, Social and Cultural Rights (CESCR); the 2003 OSCE Action Plan on Improving the Situation of Roma and Sinti in the OSCE Area and subsequent OSCE Ministerial Council Decisions relating to Roma and Sinti adopted in 2006, 2008, 2009 and 2013; the European Convention on Human Rights, the Framework Convention for the Protection of National Minorities and Roma related recommendations of the Council of Europe Committee of Ministers.

The civil society and international organizations (CoE, EU, OSCE) commended the initiative for a Roma Strategy by the Ukrainian Government but also recommended to strengthen the policy document by integrating a stronger anti-discrimination and gender mainstreaming approach and account to the specific situation of Roma women. In addition, the authorities were encouraged to undertake a situation analysis based on gender disaggregated data and ensure that policies respond to the particular needs of Roma in Ukraine, including the protection and non-discrimination of internally displaced Roma women and men. While the recently adopted policies on promoting gender equality reflect on the diversity of its beneficiaries and particular needs of different communities, including Roma women, the Roma Strategy did not reflect the gender equality and Roma women’s rights priorities in Ukraine. International and national human rights organizations addressed the situation of Roma and particular situation of Roma women and girls in their monitoring reports and pointed to concerns in the area of obtaining personal documents (civil registration documents, obtaining passports), education, access to social and health services, public and political participation and protection and security.

On 17-18 October 2018 UN Women in partnership with the Verkhovna Rada (Parliament), the Ministry of Foreign Affairs of Ukraine and the International Roma Women Fund “Chirikli” organized an international conference “Realizing the rights of Roma women in Ukraine. The Outcome document (3) builds on the recommendations of the CEDAW (2017), CERD (2016), UPR (2017) as well as the report of the UN Special Rapporteur on minority issues (2014) and the recommendations of regional organizations – the Council of Europe and ODIHR/OSCE. The recommendations of the Outcome Document of the high-level international conference “Realising the Rights of Roma Women in Ukraine” were adopted by the Parliamentary Committee on Human Rights, which recognized the importance of promoting the rights of Roma women in the government's National Strategy for Roma Integration, to be developed 2019. Among the rest, the Outcome document states that “sustainable results of policies promoting Roma integration depend on effective participation of the affected communities and on qualitative monitoring, including gender-responsive and human rights-based evaluation of policies and programmes implemented. In this regard we encourage the Ministry of Culture of Ukraine and its Roma Secretariat to undertake a serious evaluation of the initiatives implemented under the current Roma Strategy by end of this year to inform the creation of an improved post-2020 Roma Strategy and other relevant policies and programmes.”

In 2019, when the Government will be drafting the new National Strategy for Roma Integration, UN Women will partner with the Parliament and Council of Europe, the Cabinet of Ministers and the Ministry of Culture of Ukraine in conducting the gender-responsive evaluation of the Strategy to inform the development of the post-2020 Roma Strategy. The initiative will be supported through the UN Women project “Gender Equality at the Center of the Reforms” funded by the Government of Sweden.

To implement this task, UN Women seeks to hire International Consultant for conducting the gender-responsive evaluation of the Roma Strategy, who will work in the team with the international and local consultants on Roma rights (local consultant to be hired by the Council of Europe).

Devoirs et responsabilités

Under the overall guidance of the UN Women Representative, the UN Women Regional Evaluation Specialist for Europe and Central Asia and direct supervision of the Project Specialist of the “Gender Equality at the Center of the Reforms, Peace and Security”, the consultant will implement a set of tasks, including, but not limited to: 

1.       Conduct a desk review of the documents related to the implementation of the Roma Strategy and Roma women human rights issues.

2.       Participate in any needed skype calls/teleconferences with UN Women, Council of Europe and the key partners as part of the preparatory work for the assignment.

3.       Elaborate and submit the inception report which will include evaluation objectives and scope, description of evaluation methodology/methodological approach that includes data collection tools, data analysis methods, key informants/agencies, evaluation questions, performance criteria, issues to be studied, work plan and reporting requirements and preliminary findings from the initial desk review. It should also include a clear evaluation matrix linking all these aspects that will guide further data collection.

4.       Undertake at least one data collection mission to Ukraine where a series of individual interviews and focus group discussions with key stakeholders from the Government, Parliament, civil society at national, oblast and community levels will be conducted. This will include:

-          10 days-long mission at the initial stage of the evaluation (at least 2 days in Kyiv to interview the key stakeholders; two 2-days-long filed trips to collect data from the stakeholders at the oblast and community levels to at least 2 oblasts (to be determined with the Government).

5.       Draft a final gender-responsive evaluation report which will include findings, lessons learned, conclusions and recommendations in line with the objectives (above).

Assignment Deliverables:

  • Inception report submitted and validated –5 days by 1 May 2019.
  • Draft evaluation report by 10 June 2019 - 10 Days by 10 June 2019.
  • Final evaluation report submitted – 5 days by 30 June 2019.

TOTAL – 20 days

Inputs:

  • The Consultant is expected to work remotely using her/his own computer but may access the UN Women office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.
  • UN Women will provide the consultant with the resource materials, organize meetings, including in the field.

Performance evaluation:

Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery by delivery basis to the consultant.

Financial arrangements:

Payment will be disbursed by three instalments upon receipt of the deliverables (as detailed above) and their certification by the UN Women Programme Specialist that the work submitted is of the required standards and as per the requirements set out in the TOR.

Qualifications et expériences requises

Qualifications Education:

Advanced (Masters) degree in Development studies, Law, Political Science, Human Rights, Gender Studies, Social Sciences or related field.

Experience:

  • At least 7 years of relevant experience evaluating development projects, programmes, policies and strategies. (Two evaluation sample reports should be submitted)
  • Sound experience and knowledge of women’s human rights and gender equality;
  • Experience working with the rights of Roma, gender equality and women’s human rights will be considered a strong asset;
  • Knowledge of Ukraine context, situation with Roma rights and gender equality would be an asset;
  • Previous professional experience with development agencies and the United Nations would be considered an asset.

Languages and other skills:

  • Proficiency in English; knowledge of Russian/Ukrainian/one of Roma languages is an asset;
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria - total max 70 points:

The total number of points allocated for the technical qualification component is 45. The technical qualification of the individual is evaluated based on desk review and following technical qualification evaluation criteria:

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
