Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality, women empowerment and gender mainstreaming translate into action. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. UN Women PNG works in close collaboration with the Government of PNG, Civil Society, the UN Country Team, the Private Sector, Academia and other development partners to advance women’s national agenda, particularly in the context of domesticating the Sustainable Development Goals, an agenda of unprecedented scope and significance to “reach the farthest behind first”.

To be well positioned for anticipated support, UN Women Country Office (PNGCO) has developed a new Strategic Note for the period of 2018-2022, defining key development results and management/operational outcomes for the same period. To this end, the UN Women PNG Country Office is soliciting the services of a short-term consultant to support and facilitate

Under the overall supervision of the UN Women Deputy Country Representative, the Resource Mobilization and Partnerships Development Consultant will lead the design of a Resource Mobilization Strategy and Action Plan reflective of UN Women's strategic vision and direction. The objective of the strategy and action plan is to mobilize the necessary financial resources to build sustainable support for the activities of UN Women PNGCO next 5 years.

The Resource Mobilization and Partnerships Development Consultant will develop the AU/PSD resource mobilization strategy, tools and procedures for its implementation.

 Scope of Work and Responsibilities               

Under the guidance and direct supervision of UN Women Deputy Representative, the Consultant will be responsible for providing expert technical assistance in the following areas:

Support  Women’s strategic partnerships:

  • Coordinate relationships with key partners; provide technical inputs to senior management’s efforts at the country level to develop new and innovative partnerships to support implementation of Country Office and country specific Strategic Notes (SNs);
  • Draft and monitor annual priorities, goals and key performance indicators (KPIs) for regional partnerships;
  • Provide technical inputs to the Regional Office and Country Offices/ Programme Presences  on building and maintaining partnerships and positioning with potential donors, including country Civil Society Advisory Groups (CSAGs); coordinate of the work of the regional CSAG;
  • Facilitate development of strategic partnerships with the private sectors, academia and think tanks;
  • Identify prospective private sector partners, and support outreach and partnership management, as needed;
  • Conduct research and provide inputs related to due diligence of prospective private sector partners, including analysis on corporate social responsibility, philanthropy and other areas related to private sector engagement in international development supporting promotion of gender equality and women’s empowerment in the Country Office;
  • Coordinate and organize internal and external meetings, events, and discussions related to the private sector partnership;
  • Provide inputs to the RO and Country Offices on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and donors.

Support the implementation of regional resource mobilization strategy and initiatives:

  • Coordinate the implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
  • Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding to address the SNs’ priorities and funding gaps;
  • Gather information on project/programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;
  • Provide technical inputs to the development of concept notes and project proposals in line with the UN Women’s RM strategy and the interest of donors;
  • Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge.

Maintain effective relationships with donors:

  • Provide technical inputs to the CO’s senior management in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
  • Act as focal point for donors, building institutional relationships;
  • Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
  • Identify opportunities to secure additional non-core resources;
  • Provide inputs to the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate.

Support the submission of high quality and timely reports to Donors:

  • Maintain systems to promote compliance with the terms of grants and agreements, across the region;
  • Provide technical support to programme managers for the preparation of high quality and timely donor reports as required;
  • Coordinate with the CO’s programme staff for the collection of information and preparation of results-based reports for external constituencies.

Provide support to strengthen internal resource mobilization capacity:

  • Provide inputs to UN Women Regional Office and field offices on resource mobilization procedures and guidelines as well as funding modalities;
  • Facilitate partnership and resource mobilization training to program staff and managers based in the CO, as needed;
  • Identify and share best practices and innovations for the partnership development and resource mobilization with Cos/PPs;
  • Provide inputs to UN Women regional partnership development and communication products, packages and positions.

Participate in knowledge building and sharing and advocacy efforts:

  • Contribute to the development of knowledge products and mechanisms to effectively position UN Women in the region wherever possible;
  • Share knowledge and enhance organizational learning among UN Women regional and field offices through the development and use of on-line tools, templates, tips, mechanisms and guidelines;
  • Identify and document best practices and lessons learned directly linked to the partnership development and resource mobilization by CO for further wide sharing;
  • Provide contributions to knowledge networks and communities of practice (CoPs), including CoP on Resource Mobilization as required;
  • Train and Mentor the National Coordination and Resource Mobilization Programme Staff.
  • Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

Duration of the assignment

The total duration of the contract assignment will be an aggregate period of 50 days commencing May 2019, over a 6-month period. There is possibility of travel within PNG, to the Autonomous Region of Bougainville and Australia during this assignment. Work related travel will be covered by UN Women. Some of the work will be completed from home.

Expected Deliverables

The consultancy will be remunerated based on an “all inclusive” lump-sum payments as per the below schedule of deliverables. The successful candidate will receive his/her payment based on satisfactory deliverable and a certificate of payment duly approved by the UN Women Deputy Country Representative.

These proposals will be resource mobilization tools for the anticipated donor and private sector round tables for the next phase of this assignment

Inputs

  • The consultant is expected to submit financial proposal inclusive of cost of living in Port Moresby, which shall not exceed UN daily subsistence allowance (DSA) rate for Port Moresby as per standard UN rate, as well as any other costs related with travelling from consultant’s home country to Port Moresby (E.g. visa, air tickets) shall be included in the lump sum of the Financial Proposal.
  • Assignment-related travels at the duty station will be facilitated by UN Women which will provide a driver on a pick-up and drop-off basis.
  • The consultant is expected to work either at the UN Women office or other relevant location, using her/his own computer, but may access the UN Women office for printing of relevant documents should he/she be required to work on-site at any point during the assignment.
  • The consultant will be required to provide their own local communications such as SIM cards and mobile phone. 
  • It is mandatory for the consultant to participate in a UN security briefing and to follow UN security rules and guidance.
  • It is the Consultant’s responsibility to arrange private insurance, the cost of which may be included in the financial proposal.
  • The Consultant will be required to provide a Statement of Good Health, endorsed by a certified Medical Practitioner.

Qualifications et expériences requises

Required experience and qualifications

The consultant is required to fulfil the following requirements:

Education

Master’s Degree or equivalent in Business Administration, Economics, Public Policy, Social Sciences, International Relations, Political Sciences or related field.

Experience and skills

  • A minimum of ten years of progressively responsible professional experience in resource-mobilization related activities, external relations and liaison, preferably in an international organization.
  • Relevant professional experience in high level proposal writing, donor engagement, strategic planning, at an international level in facilitating strategic planning processes and drafting strategic/business plans for complex institutions is essential;
  • Knowledge of the UN system is highly desirable;
  • Demonstrated experience in supporting similar assignment is an added advantage;
  • Knowledge of the relevant international frameworks pertaining to gender equality and women’s empowerment, as well as gender mainstreaming and gender analysis;
  • Experience in Policy Analysis and development programming/planning are an asset;
  • Demonstrated knowledge of existing networks within PNG that are relevant to this assignment is an advantage

Language and other skills

  • Good command of English both written and oral is essential.
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email is highly advantageous.

Submission package

  • Letter of Interest containing the statement on candidate’s experience in the field and outlining why the candidate is the most suitable for the assignment;
  • Personal CV and P11 Personal History form, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • A one-page summary of envisioned approach to the assignment and what methodologies are proposed to be used in the different stages of the processes;
  • Two original writing samples, preferably reflecting results-based writing with logframes. in ENGLISH. Submitted works not to exceed 1,000 words/4 pages each;
  • Financial proposal. The financial proposal shall specify a total lump sum amount breaking down 1.) a daily professional fee; 2.) cost of living allowance for duration of mission in Port Moresby and international travel expenses (from the country of origin to Port Moresby or other location  and back); and 3.) other travel-related costs;

Candidates should have the ability to quickly produce medical certification (of good health) should they be short-listed in consideration of the consultancy post.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

NOTE: Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates for the financial evaluation below.

Financial/Price Proposal evaluation:

  • Only the financial/price proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
