Gender-based violence (GBV) is a global epidemic which inhibits the fulfillment of gender equality, human rights and the Sustainable Development Goals (SDGs). The SDGs now include explicit targets addressing violence against women, violence against children, and harmful practices. Reducing violence against women and girls is a stand-alone target under SDG 5 (Gender Equality) and also will contribute to achieving other gender equality targets and many of the other SDGs, including those on education, health and poverty.

UNDP has launched a new initiative to support the achievement of the SDGs by helping countries make progress on the specific gender-based violence and related targets. UNDP’s GBV and SDGs project will pilot the integration of GBV prevention and response components into sectorial programmes and measure the results. It will to use the findings of what works and what did not to advocate for better policies and programmes to address and prevent GBV across sectors such as livelihoods, health, environmental programming, youth empowerment and social protection. 

The GBV and SDGs project is recruiting two to three graphic designers to provide creative, professional design services related to the GBV and SDGs project knowledge products. The contract modality for the successful candidates will be international consultants (ICs) on a long-term agreement (LTA). The first ranked candidate, per the evaluation process detailed below, will be the primary IC LTA Holder and the second ranked candidate will act as an alternate, who will only be contacted upon confirmation of unavailability of the first ranked candidate. The third ranked candidate will act as an alternate, who will be contacted upon confirmation of the unavailability of the first and second ranked candidates.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

The consultants will produce creative, professional design services and deliverables related to the GBV and SDGs project. Working on an “on call” basis, the consultants will be responsible for design and layout of knowledge products such as Guidance Notes, Case Studies, short Issue Briefs, Comparative Experience Papers, meeting reports, infographics and PowerPoint presentations.

The consultants will directly report to the UNDP Policy Specialist, in close consultation with the UNDP Gender Team, and will produce products based on the content and guidance provided by the hiring unit. The consultants are responsible for ensuring all products are in full compliance with UNDP branding and style guide.

Expected outputs and deliverables:

  1. Design and layout of knowledge products such as Guidance Notes, Case Studies, short Issue Briefs, Comparative Experience Papers, meeting reports, newsletters, etc
    1. Design overall look/design
    2. Layout existing copy in a user-friendly manner, incorporating feedback and content corrections from hiring unit
    3. Supply print ready artwork
    4. Create design elements to highlight information as necessary
    5. Submit electronic files in different file types for printers, and collaborate in ensuring smooth printing processes
  2. Design Infographics relating to the GBV and SDGs project, including around international advocacy campaigns and high-level events
    1. Translate data into digestible visual infographics
    2. Use innovative and cutting-edge tools and formats
  3. Design PowerPoint presentations related to the knowledge products listed above

Qualifications et expériences requises

Academic qualifications:

  • At least a Bachelor’s Degree in Graphic Design, Communications, Industrial Art, Fine Art, Data Visualization or a related field.

Experience:

  • Minimum five years of relevant professional experience in communications for development organizations, including experience in the preparation of publications, infographics, etc. related to promoting gender equality and women’s empowerment is required
  • Excellent design skills, including typography, layout, color theory, etc. (as demonstrated by samples submitted with application)  
  • Minimum five years demonstrated experience skillfully using presentation software such as Adobe InDesign, Illustrator, PowerPoint, Keynote is required.
  • Knowledge of infographics programs such as info. Gram, Canva, etc an asset.
  • Previous work experience with the UN System on communications highly desirable.

Language:

  • Fluency in written and spoken English is required;

Application Procedure

The application package containing the following (to be uploaded as one file):

  • A cover letter with a brief description of why the Offer considers her/himself the most suitable for the assignment;

  • Personal CV, indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.

  • At least 3-5 samples of similar knowledge products that highlight the applicants knowledge and mastery of graphic design (e.g. infographics, Guidance Notes, Issue Briefs, newsletters, powerpoint presentations, etc).

    Note: The above documents need to be scanned in one file and uploaded to the online application as one document.

    Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily professional rate

  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; (excluding mission travel); living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • This consultancy is a home-based assignment, therefore, there is no envisaged travel cost to join duty station/repatriation travel.

  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

  • The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to shortlisted candidates.

    Evaluation process

    Applicants are reviewed based on Required Skills and Experience stated above and based on the technical evaluation criteria outlined below. Applicants will be evaluated based on cumulative scoring.  When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Being responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation where technical criteria weighs 70% and Financial criteria/ Proposal weighs 30%.
  • Technical evaluation - Total 70% (700 points):

  • Criteria 1. A Bachelor’s Degree in Graphic Design, Communications, Industrial Art, Fine Art, Data Visualization, or a related field. Weight = 10%; Maximum Points: 100.
  • Criteria 2. Minimum five years of relevant professional experience in communications for development organizations, including experience in the preparation of publications, infographics, etc. with demonstrated mastery of design and presentation software such as Adobe InDesign, Illustrator, PowerPoint, Keynote. Weight = 35%; Maximum Points: 350.
  • Criteria 3. Professional experience designing for knowledge products related to promoting gender equality and women’s empowerment and/or in gender-transformative communication. Weight 20%; Maximum Points: 200.
  • Criteria 4: Previous work experience with the UN System on communications. Weight: 5% Maximum points: 50.

Candidates obtaining a minimum of 70% (490 points) of the maximum obtainable points for the technical criteria (700 points) shall be considered for the financial evaluation.

Financial evaluation - Total 30% (300 points)

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Framework Agreement

UNDP plans to enter into the Long-Term Agreement (LTA) with up to two to three TOP ranked successful Individual Contractors to assure resources availability at the required time fame and/or increased demand for services requested. The service of who will be used on an intermittent and repetitive basis when needed and based on the fixed unit price.  Other prospective applicants that are not contracted, at the UNDP’s discretion, may be placed in the roster of consultants to be used based on an on-call basis for similar services.

Please note that the LTA does not form a financial obligation or commitment from UNDP at the time the LTA contract is signed, and that such an agreement is non-exclusive. When a specific need arises, the successful Individual Contractor/s will be approached and be provided with a specific TOR and deliverables (and time frame) but still within the scope of the responsibilities stated in the LTA. The successful Individual Contractor(s) is expected to provide Confirmation of Interest on the specific services required at the agreed LTA Daily Rate Consultancy Fee. Financial commitments will only be established each time a Purchase Order for the specific services/TOR for Individual Contractor is committed.

This LTA has a cumulative ceiling amount that may accrue to the individual contractor during the life of the LTA, but said amount shall remain as an upper limit, and must not and cannot be interpreted nor understood as neither a financial commitment nor guarantee of business volume.

Contract Award

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into Long-Term Agreement (LTA) with UNDP.

of unavailability of the first ranked candidate. The third ranked candidate will act as an alternate, who will only be contacted upon confirmation of the unavailability of the first and second ranked candidates.

Intellectual Property:

All information and designs pertaining to the assignments as well as outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable.

Institutional arrangement

The consultant will work under the guidance and direct supervision of the Policy Specialist, Gender Team and will be responsible for the fulfilment of the deliverables as specified above.

The hiring unit is recruiting two to three IC LTA holders. The first ranked candidate will be the primary IC LTA Holder and the second will act as an alternate, who will only be contacted upon confirmation of unavailability of the first ranked candidate resulting from the technical evaluation. The third ranked will act as an alternate in cases where the first and second ranked candidates are unavailable.

The Consultant will be responsible for providing her/his own laptop and all necessary software.

Payment modality

  • Payment to the Individual Contractor will be lump sum amount. Payments are based upon output, i.e. upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager. 
  • The work week will be based on 35 hours, i.e. on a 7 hour working day, with core hours being between 9h00 and 18h00 daily.
