Historique

Background and Justification

The need for robust HIV estimates at national and local sub-national levels is quite critical in monitoring the epidemic and vital in planning appropriate responses. A geospatial data model is a formal means of representing spatially referenced information. It is a simplified view of physical entities and a conceptualization of reality. A geospatial data model is composed of two parts: the object and attributes. The object and attributes are combined together to form a simplified concept of reality. The object stores the geometry of the spatial phenomenon that we are modelling. The attribute stores the descriptive information related to the object part of the geospatial data model.

The HIV epidemic in Zimbabwe is largely generalized and predominantly driven by unprotected sex. The country, however, is lacking subnational lower level data hence there is need to map the epidemic patterns. The recently conducted surveys are not powered enough to give an accurate HIV picture at district and wards level structures. Geospatial modelling is therefore one of those most critical approaches that will provide a clear epidemic picture of the epidemic at the lowest level.

Objective

The aim of the project is to spatially map the epidemic in Zimbabwe and create the geospatial HIV estimates of the epidemic.

Inception report - Duration 3 Days - To complete around 15 May 2019
Presentation of the model outputs estimates to the TWG meeting for validation - Duration 3 Days - To complete around 20 May 2019
Geospartial model with files that can be used for monitoring the epidemic and planning appropriate responses - Duration 3 Days - To complete around 22 May 2019
Comprehensive report of the task including recommendations on how to improve the response in Zimbabwe Duration - 6 Days - Around 15 June 2019

Institutional Arrangement

The institution or person will work under the overall supervision of the Chief Executive Officer of NAC with support from UNDP. UNDP will house the consultant and NAC will supervise the consultant on the technical content.

Duty Station

Home based and Harare if local consultant but flexible if international and the proposed days of visit should be 15 days.

Qualifications et expériences requises

Education

An international or national individual is sought to conduct geospatial modelling of the HIV epidemic in Zimbabwe. The contractor should:

Have an advanced academic degree (Masters and above) in Public Health, Mathematics, Statistics or Computer science
At least developed a model that has been used in other countries
Similar work done previously traceable through reports or publication

Experience

Have at least 5 years’ experience of working in the field of modelling have previously worked with the government of Zimbabwe.
Should have flexible model that can best give Zimbabwean picture
Knowledge of the current HIV epidemic in Zimbabwe
Had done similar work before with traceable experience
Experience in working with teams of diverse professional backgrounds.

Language

Fluent in English.

Evaluation

Combined Scoring method – where the qualifications and methodology will be weighted a maximum of 70% and combined with the price offer which will be weighted a maximum of 30%.

Evaluation Criteria

Submission of application and CV (Application with clear budget alone=3, CV alone = 3, Application with clear budget alone +CV=5) (5 Points)
Qualification - Advanced University degree in Public Health, Mathematics or Computer Science (Degree with additional Diploma and certificates=2, Maters=4 and PhD=5) (5 Points)
Relevant Experience conducting similar type of works ie Geospatial modelling (<3 years = 0 points; 3-5 years = 5 points; 6-8 years = 8; >8 years = 10 points) (Max 10 Points)
Proven knowledge of Geospatial modelling (No stated proof = 0; Stated proof but not traceable = 2, Stated proof traceable = 5) (5 Points)
Knowledge of the current HIV epidemic in Zimbabwe stated in the application through work done before (5 Points)
Excellent analytical, synthesizing and report writing skills – (5 Points)
Experience in working with teams of diverse professional backgrounds – (5 Points)
Payment Method

Payment: All-inclusive Daily Fee

The consultant will be paid as a daily rate

Payments will be based on the Certificate of Payments that will be submitted on a monthly basis;

Application Submission Process

For purposes of generating Offers whose contents are uniformly presented and to facilitate comparative analysis, it is best to recommend the preferred contents and presentation of the Offer to be submitted, as well as the format/sequencing of their presentation. The following documents are requested:

a) Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
b) Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
Brief description of why the individual/organization considers itself/him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services, but may be omitted for support services [Note: this is optional for support services];
inancial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
