The project titled "Enhancement of National HIV Response with Focus on Target Beneficiary Groups in line with the fourth National Strategic Plan (NSP4) 2015-2019” is funded by the Global Fund’s New Funding Model (NFM) program to support Iran’s response in controlling the growth of HIV/AIDS prevalence and incidence. The NFM project continued through allocating the Global Fund’s New Allocation to be utilized from 1st April 2018 to 31st March 2021 in the Islamic Republic of Iran. The main goals of the project are: 1) By the end of 2019, maintain the HIV prevalence rate at less than 13% among PWIDs; 2) By the end of 2019 maintain the HIV prevalence rate among men and women with the most high-risk sexual behaviours at less than 5%; 3) By the end of 2019 decrease AIDS mortality rate in identified HIV positive cases by 20% compared to the baseline of the 4th NSP.

The key objectives of the New Allocation project are 1) by end of 2019, at least 90% of People Who Inject Drugs (PWIDs) used sterile injecting equipment the last time they injected; 2) by the end of 2019, at least 60% of the PWIDs have done HIV testing through Provider-Initiated HIV Testing (PIT) approach; 3) by the end of 2019, at least 50% of the High Risk Behaviour Women Affected by HIVs have done HIV testing through PIT approach; 4) by end of 2019, 90% of estimated People Living with HIV (PLHIV) will be identified and know their status; 5) by end of 2019, 90% of identified cases will be put on Anti-Retroviral (ARV) treatment; 6) by end of 2019, 80% of people on ARV will be virally suppressed.

The United Nation Development Program (UNDP) Iran country office as the Principal Recipient (PR) works with the Country Coordinating Mechanism (CCM) and three Sub-Recipients (SRs) in implementation, monitoring, and evaluation of the project. The SRs are Centre for Disease Control of Ministry of Health (CDC), State Welfare Organization (SWO) and Iranian Prisons Organization (PO).

Although most of the prisoners living with HIV in prison contact their infection outside the institutions before imprisonment, implementing HIV interventions including prevention, care and treatment services in prisons has been always comprehensively included in the National Strategic Plans (NSP) to control HIV/AIDS epidemic in I.R. Iran.

Prisons Organization as one of the main stakeholders of the 4th NSP aims to improve the effectiveness of HIV interventions, coverage and quality of services in its settings. This study which is being conducted in the time that the 5th NSP is going to be developed will provide information about the other common viral diseases such as HCV among the HIV patients to evaluate the possibility of HCV treatment of HIV/HCV co-infected individuals in prisons.

The consultant is responsible to provide the following services:

  • A high-quality literature review on the above-mentioned topic
  • Prepare a proposal (Proposal should include the following sections: 
    • Methodology of the study including diagnostic approach for finding eligible HIV/HCV co-infected patients for HCV treatment, DAA treatment protocol for eligible HIV/HCV co-infected, defining patients follow up pathway (including laboratory tests), data collection, data analysis, Data quality assurance
    • the criteria for entering the study is imprisoned HIV individuals who have HCV Ab positive results in their file
  • Developing a SOP for site’s activities and action plan for implementing the SOP
  • Prepare appropriate periodic reports as per the requirement of the contractor
  • Reporting findings and results of the study and recommendations

Qualifications et expériences requises

  • Master level academic degree in the area of health, e.g. medicine, public health, epidemiology, planning and management of health and social sciences or alike
  • At least 3 years of experience on conducting research, evaluation/assessment, surveys, on health and social sciences
  • Having experience in field of HCV treatment or being in direct relation with an expert specialist
  • Experience on conducting research in the field of HIV prevention, treatment and care is a plus
  • Experience of working in the field of prisons is a plus
