UNDP Global Mission Statement:

UNDP is the UN’s global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with national counterparts on their own solutions to global and national development challenges.

 

Organizational context:

The Government of Malaysia is committed to attaining the Sustainable Development Goals (SDGs) and through it, also reach high income country status by 2030. The UN system is the Government’s key partner in taking the SDGs agenda forward. UN Malaysia’s SDGs implementation is divided into three phases. In the current Phase 1, considerable work has been done in anchoring SDGs at the national development planning levels. Efforts are now underway to prepare for Phase 2 implementation which includes developing awareness on the SDGs and involving the subnational structures, focusing on a ‘whole of society’ approach by involving other stakeholders such as civil society, academia, local officials and policymakers etc.

A key stakeholder group is public officials at the subnational levels, particularly at the city levels. Malaysia is experiencing rapid urbanization – from 2004 to 2014, the urban population in Malaysia increased from 66% to 75% and this growth is expected to continue as people migrate from rural areas to urban areas for employment and economic opportunities. Increased greenhouse gas emissions, air pollution, higher amounts of waste generated, and more frequent flash floods in urban centers over the last decade are all evidence of the increasing pressures of urbanization. Thus, subnational progress particularly around urban city center will be essential to the attainment of the 2030 Agenda. To drive this local progress through developing local solutions, awareness generation on how the SDGs can support progress across a range of local priorities will be paramount. 

In this context, UNDP Malaysia is launching a nationwide campaign to address this SDGs awareness gap and build SDGs champions, focusing on local subnational authorities such as mayors of urban centers as catalysts for the 2030 Agenda. This entails creating an awareness drive among mayors from urban centers from all 13 states in Malaysia through a 6-months-long campaign, followed by a competitive selection of winners chosen for high profile recognition. The campaign will be launched with intensive outreach and advocacy events and dissemination of communication materials to city mayors, who will be invited to develop innovative SDGs awareness campaigns for their respective cities/towns over a period of 6 months. At the end of the campaign period, the top campaigns will be chosen by a panel of eminent judges and an award ceremony will be held recognizing the winners as SDGs champions.

In order to support the achievement of the project’s objectives, a Project Coordinator who shall be responsible for the overall management and implementation of the project is required.

Devoirs et responsabilités

The Project Coordinator will support the successful achievement and delivery of the goals and expected results of the “‘All About SDGs’ Campaign – Building SDGs Champions as Catalysts for the 2030 Agenda” project through efficient project management and coordination.

Duties and Responsibilities:

Under the direct supervision of the UNDP Governance and Institutional Reform Specialist and the overall guidance and supervision of the Resident Representative, the Project Coordinator will be responsible for the overall management and coordination of the project’s activities. This shall consist of ensuring the timely implementation of the project activities listed in the project work plan and budget, including the following responsibilities:

  • Coordinate and monitor the implementation of all project activities to ensure that deliverables/outputs are of quality and are submitted on time, including monitoring the work and deliverables of staff and/or consultants contracted under the project;
  • Develop advocacy and campaign strategy on promoting SDGs with public officials at subnational levels (namely mayors of urban centers), sensitizing subnational counterparts on UN’s work with SDGs as well as their own role as champions for the achievement of SDGs and laying the ground for building a fruitful collaboration with the UN;
  • Coordinate the planning and implementation of awareness raising campaigns as well as the development of communications and outreach events and materials, engagement with media and other communications support necessary for the project;
  • Participate in advocacy and policy dialogues and engagement with decision makers, subnational counterparts and other stakeholders on issues related to the project, especially on the implementation and localization of the SDGs and the 2030 Agenda;
  • Review and monitor project finances and funds, approve project disbursements according to the work plan and liaise with UNDP on budgetary changes in compliance with the UNDP’s financial standards and guidelines and UNDP’s operating arrangements for financial management and accountability, ensuring all supporting documents are maintained;
  • Collect data, monitor and report on indicators and targets set to evaluate the progress and results achieved by the project;
  • Any other tasks deemed necessary to achieve the project objectives.

 

Working Arrangements:

The national consultant will work under the direct supervision of the UNDP Governance and Institutional Reform Specialist and the overall guidance and supervision of the Resident Representative.

 

Duration of the Work and Duty Station                                        

The whole assignment is foreseen for a period of approximately 6 months, based in Putrajaya, with travel to other locations in Malaysia as necessary.

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables.

Payments are subject to submission of deliverables duly approved by the UNDP Governance and Institutional Reform Specialist, which shall serve as the basis for the payment of services.

  • Researches potential solutions to internal and external client needs and reports back in a timely, succinct and appropriate fashion;
  • Organizes and prioritizes work schedule to meet client needs and deadlines

Qualifications et expériences requises

  • At least a Bachelors degree in Social Science preferably in Public Administration, Political Science, Business Administration, Development, Public Policy, Communications or related area.

 

Experience and Skill:

  • At least [2] years project management experience preferably relating to, advocacy, local governance or development.
  • Experience of working for UN/UNDP projects/development partners’ programme is an advantage.

 

Language Requirement:

  • Proficient in English and Bahasa Malaysia.

Evaluation:

Individuals will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individuals whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
