Malaysia, in the face of growing conservatism and fundamentalism in the country, augmented further by the increased politicisation of race and religion, as well as its highly porous borders within the South-East Asian region where ISIS linked incidents have been on the rise, is increasingly a fertile breeding ground for extremism. There are high rates of human mobility across its borders for instance in Sabah, due to its shared historical past with Southern Philippines, while also being a popular destination for migrant labour, refugees and asylum seekers. This has resulted in high numbers of undocumented and stateless populations, many of whom easily integrate into the society but without access to basic services and formal employment.

Hence, Malaysia faces serious threats and leanings toward two major concerns with different directions. First, is the exclusive and divisive notion of religion that impacts upon the fragile structures of unity and tolerance, and that in the context of a multi-ethnic country is leading to unhealthy polarisation, discrimination and infringement of rights.  Second, is the susceptibility of those who live on the margins of development, especially non-citizens who lack formal recognition of their basic rights.

These issues have therefore been prioritised by the UN system in the country, toward an integrated and two-pronged approach to prevention. Key efforts have been mobilised since 2017, however, they are too under-resourced to gain the necessary traction they require. This Regional “Preventing Violent Extremism through Promoting Tolerance and Respect for Diversity” Programme therefore, provides a huge opportunity to bolster integrated prevention efforts in the country, using the approaches being prioritised.

The first approach, is the development of strategic and tactical initiatives to promote greater respect for ethno-religious diversity through the widening of the space for constructive and open dialogue on issues deemed sensitive and to develop counter narratives as proposed in the regional programme. The UN through its convening power and the support it provides on the mainstreaming and implementation of the SDGs, is able to bridge the divide with more conservative actors and bring together key influencers to promote tolerance and respect for diversity in the country, leveraging Malaysia’s own push for moderation on the global scene that was adopted in 2017 by the UN General Assembly. And the second approach to the prevention of violent extremism led by UNDP in collaboration with other UN agencies, is toward the recognition and empowerment of susceptible and excluded population groups, who live on the fringes of the economy, especially non-citizens with irregular status such as in Sabah, where risks of violent extremism and security concerns are very high.

Devoirs et responsabilités

The Consultant is expected to address the following key areas (please note that these may vary subject to further in-depth discussions with Government and the UNDP).

Expected Outputs:

• Provide quality advisory support in the overall coordination and management of UNDP supported activities related to the development of the NAP-P/CVE
• Implement the priority interventions identified in the NAP-P/CVE
• Lead in managing partnerships with peace and development stakeholders towards the effective, efficient and timely implementation of NAP-P/CVE related activities
• Map out the P/CVE activities that has been undertaken across the different ministries, agencies, and CSOs.
• Organise and participate in workshops, needs assesments, consultations, planning session and provide technical inputs as necessary
• Lead in the preparation and Implementation Frameowrk of the NAP-P/CVE, and also facilitate the development and launch of an inter-faith platfom for dialogue and advocacy for P/CVE
• Review progress monitoring reports, activity deisgns, briefing papers, technical reports, meeting documentation, situation updates, official correspondences, M&E documents, and other documentation as required
• The ownership of all work products and materials from the scope of the project, including reports, interview transcripts, data and analysis  belongs to UNDP Country Office and the Government of Malaysia.
• The findings of the study shall not be shared publicly unless prior written consent if obtained from UNDP Country Office and the relevant Government ministries.

Expected Activities:

• The consultant will act as Project Coordinator to deliver the project in accordance with but not limited to, the criteria mentioned above.
• Prepare a suitable workplan and methodology for the project, detailing the scope of the mapping, the roles and responsibilities of the team, the deliverables and timeline for the project in close consultation with UNDP.
• Identify together with UNDP the appropriate Governmnet counterpart for this project and facilitate the formation of a Steering Committee to provide oversight.
• Design most suitable approaches (e.g. safe spaces) to consult with different key stakeholders, taking into consideration sensitivity and stigma experiences my some groups. Some key stakeholders will include, government agencies / ministries (Southeast Asia Regional Centre for Counter-Terrorism (SEARCCT)), UN agencies, NGOs / Community-based organisations (CBOs) / Civil society organisations (CSOs), undocumented and stateless communities, and other relevant stakeholders.
• Collect, review and analyse all the relevant documents / agreements / policies / laws / regulations/ data / past reports / initiatives of government agencies such as, National Security Council, Ministry of Home Affairs; international organisations such as UNODC; national institutions such as SUHAKAM, NGOs and other relevant stakeholders; and best practices of other countries.
• In consultation with UNDP and UN’s office, make reference to and cross-check against past reports of studies on prevention of violent extremism and peacebuilding in the region and in other countries or relevant international organisations, if any.
• Provide monthly progress reports (or as needed) to the UNDP Programme Manager overseeing this project, and attend and present at meetings as required.
• Report to the focal point from the UN about the day-to-day management of the project.
• Work closely with appointed translator to ensure that content and intent of the NAP is translated accurately into Bahasa Malaysia.
• Work closely with appointed Advocacy Consultant and project team to launch platform for advocacy of PCVE.

Event Coordination:

• Coordinate the inputs of UNDP, the relevant stakeholders, and the other implementing partners into the agenda, and coordinate National dialogues as advised by UNDP and the Government counterpart.
• Organise a series of meetings and / or workshops with key stakeholders to present the research findings and policy paper as advised by UNDP and the Government counterpart.

Partnership Management Communications:

• Support the UNDP CO in developing partnerships and the organization of meetings with relevant stakeholders with the objective to facilitate knowledge sharing.
• Mobilize partnerships and resources to support the UNDP PVE work at both national and regional level.

Institutional arrangement:

The consultant will report to UNDP Programme Manager and work in close collaboration with Ministry of Home Affairs and other contracted parties. The success of the project depends on the timely delivery of each component. 

UNDP CO will have the following responsibilities: (i) Provide relevant documents; (ii) Discuss and agree on the methodologies of the assignment; and (iii) Monitor and evaluate the progress of the assignment. The contract and payments will be performance-based (lump sum milestone) and regularly assessed by the UNDP CO. All travel expenses to and from the target area should be included in the financial proposal.

The present ToR may be subject to modification, without changing the overall objective and the scope of work, on the basis of mutual consultations. UNDP will hold the copyright of the assignment deliverables.

Expected Outputs & Deliverables:

The Consultant is expected to submit monthly reports identifying progress towards the following outputs based on the Preventing/Countering Violent Extremism work plan:

Schedule of Payment:

Duration of assignment, Duty Station and Expected Place of Travel:

Contract duration: 12 months (1 June 2019 to 31 May 2020).

The individual consultant may be required to travel for project activities (based on methodology) or attend the events relevant to the project within Malaysia. All travels (envisaged or unforeseeable) need to be planned with and authorized by UNDP Programme Manager and the Project Manager of the Ministry of Home Affairs Malaysia. Travel expenses (flight tickets, living allowance and ground transport) shall be agreed prior travel and reimbursed following UNDP standard procedures after trips are completed.  It is expected that the individual consultant will be involved in key meetings organized by UNDP/UN’s office as and when necessary.

Qualifications et expériences requises

• A Masters degree  and 3 years of working / research experience in PVE, Peacebuilding, Development Studies, and International Development, or related fields;
• In lieu of Masters degree, minimum 5 years of working and / or research experience in PVE, Peacebuilding, Development Studies, and International Development, or related fields.

Experience:

• Experience in stakeholder engagement / consultation and facilitation with the public, private, and civil societies, is ideal.
• Experience in Malaysia is a must, and prior experience in the Asia-Pacific region or in countries of similar level of development is an added advantage.
• Familiarity with the SDG agenda and localisation process is an added advantage.
• Language requirements: Excellent command of English and Bahasa Malaysia in both oral and written communication skills. Ability to communicate in other local languages and dialects would be an added advantage.
• Respect for the principles of the United Nations Charter and the UNDP Statement of Purpose.

Languague:

• Proficiency in English and Bahasa Malaysia is a must. Proficiency in other local languages and dialects will be an added advantage.

Individuals will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individuals whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
