Historique

The joint regional programme, Dialogue for the Future (DFF), aims to create more spaces for constructive dialogue between various communities, citizens and their elected leaders, thus promoting positive coexistence, trust and genuine respect for diversity.  The project is implemented in Montenegro, Bosnia and Herzegovina and Republic of Serbia, by UNDP, UNICEF, UNESCO and national partners.

The programme focuses on one overall outcome and three outputs:

Outcome: Stability and trust in the region, and especially in Bosnia and Herzegovina, are enhanced.

Output 1.1. Different groups in the region, and youth in particular, acquire and practice skills to help break stereotypes and constructively interact across divides.

Output 1.2: Citizens from different groups jointly identify and implement actions that can promote social cohesion in the region, especially in Bosnia and Herzegovina.

Output 1.3: Policy recommendations to improve social cohesion in the region are effectively advocated for and endorsed by authorities and relevant stakeholders.

The essence of the regional programme is embedded into 2030 Agenda for Sustainable Development, with focus on four Sustainable Development Goals: Quality education (SDG 4), Gender Equality (SDG 5), Sustainable Cities and Communities (SDG 11), Peace, Justice and Strong Institutions (SDG 16).

Programme activities are grouped around four interventions:

1. SKILL-BUILDING

Adolescents and youth will receive targeted skill building for: a) constructive participation in dialogue and decision-making processes, b) active contribution and leading positive transformation in their communities, c) fighting stereotypes and nourishing diversity.
Women will be empowered for leadership and advocacy in terms of their contribution to social cohesion in their communities and beyond.
Teachers and trainers in primary and secondary schools will be supported to enhance their skills in teaching media literacy, inter-modular civic education and inter-cultural dialogue.
The joint programme also envisages work with journalists and editors to amplify positive storytelling and fight biased and prejudicial reporting.

2. DIALOGUE PLATFORMS

A series of participatory dialogue events will gather adolescents and youth, women, media, teachers, civil society organizations, opinion makers and decision makers, to identify and propose possible actions on social cohesion priorities at country and regional level.

3. SMALL GRANTS FACILITY
 
Action on common priorities, identified and agreed at dialogue events, will be supported with grants. Civil society organizations, public institutions, media, local governments and schools will be invited to collaborate across borders in implementing solutions to commonly identified priorities. Adolescent boys and girls will receive dedicated training and funds for collaboration on cross-country projects that address their concerns.

4. POLICY RECOMMENDATIONS

Initiatives for policy improvements, identified and validated through dialogue events, as well as through social media tools such as U-Report, will be supported through thematic advocacy and public information campaigns.
The programme will in particular, under skills-building intervention, target women with leadership and advocacy skills training, to empower them to be the leaders of change in their communities. The project activities will be shaped in line with the Secretary-General's Seven Point Action Plan on Gender Responsive Peacebuilding. 

The aim is two-fold: (i) to increase the visibility and recognition of women, including those from marginalized communities, as stakeholders in trust-building activities and as actors (‘facilitators’) who work toward social cohesion; and, (ii) to raise awareness about strategies and practices to enhance the participation of women.

To support the process of building the capacities of women for leadership and advocacy for social cohesion, the Programme will engage two national consultants/trainers.

II. Objectives of the Assignment:

  • To train three established group of women that will apply for participation in the Programme 
  • To strengthen capacities of these women to overcome gender stereotypes and to benefit from gender-balanced leadership and gender-sensitive approach in their everyday life and work related to social cohesion
  • To strengthen their capacities in designing and implementing projects, community actions and advocacy initiatives related to social cohesion initiatives

Devoirs et responsabilités

Under direct supervision of the National Joint Programme Coordinator and Project Coordinator, national consultant will ensure implementation of the following tasks: 

1. In cooperation with co-trainer, develop training plan and programme for a 6-day training (split into three 2-day modules) per each of the three groups of women that capacity building initiative will target (i.e. 3 groups of 20 women (60 in total) will pass training consisting of three 2-day modules), specifically focusing on gender equality content and advocacy content, and supporting co-trainer in designing social cohesion and project design content.

2. As a part of training design process, map and analyse other available training programmes on the same topics.

3. Deliver the training module on gender equality which includes the following topics:
   

  • The concept of gender, gender stereotypes
  • Institutional, political and social aspects of work towards gender equality
  • Importance of participation of women in decision-making
  • Resolution 1325- Women, peace and security and other related human rights instruments/guidelines

4. Support co-trainer in delivery of the training module on Social cohesion which includes the following topics:

  • Social cohesion– main concepts
  • Intercultural communication
  • Trust building
  • Stereotypes and prejudice, etc.

   
5. Deliver the training module: Turning ideas into action, specifically advocacy component and support co-trainer in delivering project design content

  • Advocacy: Building arguments and participating in debates
  • Advocacy: Public presentation and advocacy skills
  • Advocacy: Mapping allies and networking strategies
  • Project design: project design, including design thinking tools

NB: The consultant/trainer will work in pair with the co-trainer for all the three modules. However, the Gender and advocacy component consultant will take the lead on the 1st module (gender equality) and 1st day of the third module (advocacy), while on the 2nd module (social cohesion) and second day of the third module (project design) the Consultant will support and assist co-trainer in training design and delivery.

6. Evaluate results of training and to prepare final report for the Programme. The report should contain specific recommendations regarding further development of capacities of women for leadership in the area of social cohesion. 

Expected results/deliverables/reporting

In cooperation with co-trainer, developed training programme, agenda and training materials for three groups of trainees, including mapping of other available training programmes on the same topics.  The training plan should contain precise description of every working day, methods to be used, materials needed, etc.  (27 days in total, i.e. 9 days per group).

Delivery of the prepared training modules for three groups of trainees (18 days in total, i.e. 6 days per group)

Report upon finalisation of training for each of the three groups and final report on training, containing recommendations regarding further development of women leadership skills for peacebuilding. (9 days in total, i.e. 3 days per group)

Timing and reporting:

The Consultant will be engaged under Individual Contract (IC) on short-term basis for total 54 consultancy days within 12 months period. The consultant will work in Podgorica and from home, but also other towns of Montenegro where particular training module may be organised, as per agreement with the Programme team (one out of three modules for each of the groups will be organised elsewhere in Montenegro).  Travel and DSAs should be included in the lump sum.

Qualifications et expériences requises

Education:

  • University Degree, preferably in social sciences;

Experience:

  • Minimum 5 years of relevant experience as a trainer in the fields of gender equality, advocacy and peacebuilding/social cohesion.

Language;

  • Fluency in local and English language is required;

Other:

  • Excellent communication and inter-personal skills.
  • Excellent social, communication skills and ability to operate under pressure

Criteria for selection:

Combined Scoring method will be used. When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: (i) responsive, compliant, acceptable, and (ii) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical criteria weight - 70% (Background and education 10%; Relevant previous experience 20%; Substantial knowledge/Required competencies 30%; Required language 10%);
  • Financial criteria weight - 30%.
