You are invited to join a team of dedicated development professionals whose primary role is to support the Philippines to achieve the 2030 Agenda.  As part of the UNDP team your focus will be to work with multiple stakeholders to find the country specific solutions that lead to the eradication of poverty and to ensure no one is left behind - and we reach those furthest behind first.

You will have strong knowledge and demonstrated experience in one or all of the following: climate action; institutions and partnerships development; and peace building.  Your role will be to contribute to building and managing a multi-million dollar portfolio of activities that help to shape effective development policy and programs in the Philippines.  You will work collaboratively with your colleagues to ensure holistic, integrated, effective and efficient programming.  You will also work with our sister UN Agencies, UNDP HQ staff, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.

Under the guidance of UNDP Senior Management, the Outcome Lead Peace will act as a manager of an advisor on all aspects of the CO policy and programme in relation to Conflict Sensitive Development and Peace building. The Outcome Lead (Peace) will have demonstrated experience and understanding of conflict transition in global setting and strong knowledge and experience in working with various peace “tables” in the Philippines. The Outcome Lead (peace) will have the capacity to establish relevant network of government and non-government entities in the national context.

The role of the outcome lead will be to ensure proper management and achievement of the country programme assigned outcome. The Outcome Lead through monitoring of implementation and use of evaluations, reviews and knowledge management products will contribute to pipeline development and resource mobilization. The Outcome lead may task PIAT to undertake researches and analysis and experimentations to support portfolio development and implementation.

The Outcome Lead will manage a team composed by 2 Programme Analysts supported by a pool of Programme Associates and Programme Assistants. The Outcome Lead will supervise directly all Project Managers assigned in their portfolio and will support cross-practice cooperation and coordination, portfolio management to maximize impact and focus on CPD outcome results.

Devoirs et responsabilités

1) As a member of the CO management team, ensures the effective implementation of the Country Programme and supports the strategic direction of UNDP focusing on achievement of the following results:

  • Contributes to the analysis of the political, social and economic situation in the country and collaborative preparation/revision of UNDAF, CPD, Project document and other documents;
  • Identification of strategic programme areas of cooperation;
  • Operationalization of UNDAF/ CPD in collaboration with the main partners and other UN Agencies. Identification of possibilities for joint programming;
  • Analysis and presentation of UNDP Portfolio and results;
  • CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit;
  • Effective application of RBM tools, establishment and monitoring of programme and management targets and quality assurance and achievement of results;
  • Achieve Programme and Management target at outcome level as well as guide the acceleration of implementation in the portfolio of pertinence;
  • Support the design and formulation of CO programme within the area of responsibility, translating UNDP priorities into local interventions. Coordination of programme implementation with the executing agencies;
  • Strategic oversight of planning, budgeting, implementing and monitoring of the  programme, tracking use of financial resources in accordance with UNDP rules and regulations. The Outcome Lead may be delegated to perform the function of Manager Level 2 in Atlas for development projects and act accordingly to the CO ICF;
  • Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme;
  • Follow up on DIN/NIM and CO audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports;
  • Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.

2) Establishes and maintains strategic partnerships and supports the resource mobilization in cooperation with Senior Management, PIAT and focusing on achievement of the following results:

  • Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes;
  • Creation and coordination of partnerships with the relevant development partners and government;
  • Support the determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and partners priorities;
  • Support the analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

3) Provide strategic and analytical support to Senior Management in relating with government officials, academia, civil society, and with the wider political and civic leadership, including through:

  • Advise UNDP Senior Management on the possible approaches to addressing the wider challenges of effective governance, inclusion, and the prevention of violent extremism in Mindanao, and especially in the context of the on-going political transition of the region as well as of the major Moro armed groups;
  • Provide concrete assistance (analysis; research; resource mobilization; technical support, and facilitation as appropriate) for UNDP initiatives in support of greater convergence and dialogue among the Moro leadership, including through “insider mediation;” the prevention of violent extremism; and the building of capabilities for effective and inclusive governance during the transition to an autonomous Bangsamoro entity;
  •  Engage national counterparts, development partners, and UN headquarters entities, as appropriate, in the context of UNDP support for the implementation of the efforts to prevent violence extremism and sustain peace in the wider Mindanao region;
  • Provide continuous analysis to UNDP, UNCT, DPA and PBSO (at least so long as PBF activities are on-going), on political developments and conflict dynamics, with a view to identifying appropriate ‘entry points’ for continued support by the UN/UNDP for the implementation of the Comprehensive Agreement on the Bangsamoro, as well as other initiatives to bring lasting peace to Bangsamoro, to the wider Mindanao region and in other conflict affected areas;
  • In coordination with the Senior Management, share the experience of the Philippines more widely in the SE Asia Region and provide analysis and facilitation support in the region as requested and upon agreement by the Resident Representative.

4) Support senior management in areas of programmatic engagement with national stakeholders

  • Provide systematic support in this context for the development of the Philippines’ National Action Plan on the prevention of violent extremism;
  • Regularly engage with UNDP’s global and regional capacities, especially through the Bangkok regional hub, on the prevention of violent extremism to enable the development of comparative analysis, the identification and sharing of key lessons learned, and the consolidation of a community of practice on this issue in the Philippines, and with Malaysia and Indonesia with whom Philippines has now established a framework for collaboration on the prevention of violent extremism;
  • Support programmatic initiatives, especially in partnership with the Office of the Presidential Advisor on the Peace Process and the UN agencies implementing assistance from the Peace-building Fund to obtain lasting peace and reduce violence in Mindanao, aimed at the implementation of the CAB.

5) In close coordination with Senior Management establish and support partnerships with the UN and other key national, regional and international actor's development partners.

  • Establish and maintain networks and strategic partnerships with both national counterparts and international partners for peace building-related strategies and initiatives;
  • Maintain close liaison with relevant donors and other actors supporting UN joint action towards peace building efforts;
  • Contribute to UN coherence and joint programming initiatives;
  • Support the country office in mobilizing resources for UNDP support to peace building and conflict prevention initiatives, and specifically maintaining human resource capacity while at the same time create appropriate synergies with the UN and development partners;
  • Provide to periodic (monthly and as requested) written and oral briefing on the overall context, developments and updates on specific interventions.

Qualifications et expériences requises

Education:

  • Master’s Degree or Equivalent in Peace and Conflict Studies, International Development, Development Studies, Community Development, Project Management or other related fields.

Experience:

  • A minimum of ten years of progressively responsible experience in project or programme management, preferably in peacebuilding and conflict prevention; or related area;
  • Previous work experience with international organizations an advantage;
  • Possess a comprehensive set of competencies in peacebuilding, prevention of violence and social cohesion;
  • Demonstrates a high tolerance for change, complexity and unpredictability;
  • Results-oriented and demonstrates teamwork, good interpersonal skills and well-developed communication skills.

Language Requirements:

  • Proficiency in English. Working knowledge of other UN language desirable.
