This project is designed to strengthen capacity for environmental monitoring and information management in Albania by establishing an operational environmental information management and monitoring system (EIMMS) with a focus on the MEAs of biodiversity, climate change and land degradation. The project will address the need for an environmental monitoring system that is integrated throughout relevant government institutions and that uses international monitoring standards for indicator development, data collection, analysis, and policy-making. It will also build on existing technical and institutional capacity in Albania to align its management and monitoring efforts with global monitoring and reporting priorities. Increased capacity in this area will improve reporting to the Rio Conventions and lay the groundwork for sustainable development through better-informed environmental policy.

The national environmental management and monitoring system has been completed and handed over to the Ministry of Tourism and Environment (MTE) with the respective IT equipment of Servers, UPS, PC, Printers, etc. The staff of MTE and National Environmental Agency (NEA) were trained on EIMMS use and GIS mapping. The EIMMS user manual was developed and handed to the competent authorities. The public launching of the system is expected in the coming months.

Based on the technical sheets prepared for the 158-environmental indicators, the indicators for climate, hydrology and air were further considered for data analysis that would benefit the national environmental monitoring schema. Data analysis for climate and hydrology were presented to the NEA along with recommendations of the optimal coverage of measuring stations.

The system needs to be fed with the necessary data to be fully operational, therefore this consultancy will support in data gathering, information gathering and translation of the required materials for the optimal functioning of the EIMMS.

Devoirs et responsabilités

A Local Data Gathering and Analysing Expert that will be under the overall supervision of the Project manager and directly reporting to the PM, providing continuous performance of the tasks assigned for operationalising the EIMMS system and complete its data profile. His/her role is indispensable particularly in:

1-      Liaise with the National Agency of Environment and INSTAT in obtaining the data for at least the past 10 years for the monitored environmental indicators and process all data in EIMMS system 

2-      Liaise with the National Agency of Environment in obtaining and processing the GIS Maps available and update them in the EIMMS system as needed.

3-      Liaise with the Ministry of Tourism and Environment, and to collect and process the data and report on Multilateral Environmental Agreements reporting.

4-     Considering that the EIMMS system is in English , translate the 158 technical sheets from Albanian to English and process the data in the EIMMS portal

5-      Facilitate the information exchange process with local authorities and institutions to get acquainted with the project strategy and activities.

6-      Prepare public information materials to be disseminated through EIMMS.

7-      Other duties as required by the Project Manager.

 Deliverables:

30 June 2019- 20 % - Obtaining the data for at least the past 10 years for the monitored environmental indicators and process all data in the EIMMS system in English and Albanian.

30 August 2019- 20%- Collect and process the data and report on Multilateral Environmental Agreements reporting.

30 November 2019- 20%- Obtaining and processing the GIS Maps available and update them in the EIMMS system.

30 December 2019- 20%- Considering that the EIMMS system is in English an Albanian Language, translate the 158 technical sheets from Albanian to English and process the data in the EIMMS portal.

30 May 2020 – 20% - Update the data from the 2019 monitoring in the EIMMS system

Qualifications et expériences requises

Required qualifications

  • Advanced University degree in the fields of environmental sciences, GIS, engineering or related fields.
  • At least 3 years of experience in environment and/or environment projects.
  • GIS knowledge and expertise in data gathering and maps processing in QGis/ ArcGis, or similar formats.
  • Data gathering and analysing, reporting and documentation skills.
  • Involvement on former UNDP and GEF programs in that area and previous experience is an advantage.

Languages required:

  • English and Albanian.

Evaluation Procedure

UNDP applies a fair and transparent selection process that would consider both the technical qualification of Individual Consultants as well as their financial proposals. The contract will be awarded to the candidate whose offer:

·        Is deemed technically responsive / compliant / acceptable (only technically responsive applications / candidates will be considered for the financial evaluation)

·        And has obtained the highest combined technical and financial scores.

 Technical Criteria - 70% of total evaluation – max points: 70

 Combined weighted scoring: Technical (70%); Financial (30%).

o   Professional experience and experience in similar assignments           30 points

o   Data gathering and analyzing, reporting and documentation skills      20 points

Financial Criteria - 30% of total evaluation – max points: 30.

Candidate obtaining the highest combined scores in the combined score of Technical and Financial evaluation will be considered technically qualified and will be offered to enter into contract with UNDP.
