The United Nations Development Programme UNDP in Angola (UNDP), in partnership with the Ministry of Territorial Administration and State Reform (MAT), and the collaboration of line institutions and donor partners, is implementing the project" Technical Assistance for Local Governance (2019-2020)", whose principal purpose is to support the process of the institutionalization and organization of election of local governments in Angola scheduled for 2020-2030. This support will be provided through technical assistance to promote effective participation and representation, inclusive processes and local governance institutions and strong local democratic culture.

One of the key expected results of the project is that ‘women are empowered as leaders and effective participants in autarquias locais to contribute to the processes of their institutionalization and organization and as voters and candidates’. This is because women constitute 52% of the total population as well as of the current electorate. Experiences from around the world show that women are constantly excluded from electoral processes at all levels since they are intimidated by the complexity of electoral processes. At the same time experience shows that when women are involved and are effectively represented in these processes, they positively affect the capacity of local governments to deliver services, particularly in relation to the needs of the poorest and most vulnerable groups, which contributes to improved management and the implementation of more pro-poor policies and programs. Women have different life experiences and needs that give them unique problem-solving insights.

The project seeks to achieve the abovementioned result by providing three sets  of trainings for a selected group of 50 leading women: (i) training on women and public leadership i.e. coaching on how women can influence governance in the country and enforce public accountability, (ii) training on the link between local governance and socio-economic development and (iii) training on Angola’s local governance framework, processes and institutions and how women can effectively participate and be represented.

The current consultation seeks to select an expert or a team of experts to facilitate the first set of training on women and public leadership, with focus on leadership skills, gender equality and equity and women’s empowerment, and women’s participation and representation in public life.

The 50 leading women beneficiaries of the training will represent three sets of stakeholders, namely, political parties, parliamentarians and civil society, who will be selected through two simultaneous processes. On the one hand, there will be a public announcement for submission of applications so that all women across the country with necessary requirements are offered equal opportunity of participation. On the other hand, direct nomination of candidates will be solicited from political parties with seats in Parliament. The criteria for the selection of the 50 candidates will be defined by a Multi-stakeholder Technical Management Committee (MSTMC) led the Caucus of Women Parliamentarians

The other three expected results are (i) participatory budgeting capacity is built and participatory budgeting exercise introduced in local governments; (ii) CSOs are equipped and engaging with government on public policy at national, provincial and local levels; and (iii) legal and operational framework is strengthened for inclusion, impartiality, transparency and accountability

Devoirs et responsabilités


The overall objective of this consultancy is to prepare and facilitate training for a select group of 50 women, in view of the following main components:

  • Development of training content;
  • Development of training methodology;
  • Development of training material;
  • Facilitation of training; and
  • Production of a training report.

The above five components should focus on the following:

  • Gender equality and equity and women’s empowerment
  • Public leadership skills and competences; and
  • Participation and representation of women in public life.

Institutional arrangements:

  • Timeframe for the consultancy is June 10-June 30, 2019. The service will involve 15 days of work, all of which are expected to be conducted in Luanda, Angola.

Qualifications et expériences requises

Education: 

  • Master’s degree or equivalent in Gender Studies, Social Sciences, Management, International Studies, Economics Studies or Political science  or related fields.

Experience:

  • Knowledge and experience on gender equality & women empowerment and women’s rights issues in developing countries, particularly in the context of Angola;
  • Minimum 5 experience in facilitation of similar events and or type of activity, in diverse contexts, including in Africa;
  • Previous experience in collaboration with UN agencies, other international development partners, national stakeholders and/or civil society organizations;

Language Requirements:

  • Fluency in Portuguese both written and oral (Advanced Level).
  • Fluent in English.

Evaluation Criteria

 

Recommended Presentation of Proposal: 

  • Letter of Confirmation of Interest and Availability and detailed CV;
  • Brief description of approach to work/technical proposal of why the individual considers him/herself as the most suitable for the assignment, and a proposed methodology on how they will conduct and complete the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price and all other travel related costs (such as flight ticket, per diem, etc), supported by a breakdown of costs.  If an applicant is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the applicant must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

Criteria for Evaluation of Proposal

  • Only those applications which are responsive and compliant will be evaluated.  Offers will be evaluated according to the Combined Scoring method – where the educational background and experience on similar assignments will be weighted at 70% and the price proposal will weigh as 30% of the total scoring.  The applicant receiving the Highest Combined Score that has also accepted UNDP’s General Terms and Conditions will be awarded the contract.

  • Masters (or equivalent) in Gender Studies, Social Sciences, Management, International Studies, Economics Studies or Political science; 20 points

  •  Knowledge and experience on gender equality & women’s empowerment and women’s rights issues in developing countries, particularly in the context of Angola. Max. points:  25
